network.<\/p>\n<p>&ldquo;Individuals killing unborn babies by performing illegal abortions in Texas will be prosecuted to the full extent of the law, and I will not rest until justice is served,&rdquo; Paxton said in a <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-additional-arrests-illegal-abortion-and-unlicensed-medical\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a>. &ldquo;I will continue to fight to protect life and work to ensure that anyone guilty of violating our state&rsquo;s pro-life laws is held accountable.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-88878393\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>On <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-arrest-houston-area-abortionist-and-crackdown-clinics\" target=\"_blank\" rel=\"noreferrer noopener\">March 17<\/a> Paxton announced the arrest of 48-year-old Maria Margarita Rojas &mdash; known as &ldquo;Dr. Maria&rdquo; &mdash; for &ldquo;providing illegal abortions and illegally operating a network of clinics&rdquo; near northwest Houston. The next day, he announced the <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-additional-arrests-illegal-abortion-and-unlicensed-medical\" target=\"_blank\" rel=\"noreferrer noopener\">arrest<\/a> of 29-year-old Jose Manuel Cendan Ley for &ldquo;the unlawful performance of an abortion and the unlicensed practice of medicine.&rdquo; Rojas also faces charges for &ldquo;practicing medicine without a license.&rdquo;<\/p>\n<p>The attorney general&rsquo;s Healthcare Program Enforcement Division also &ldquo;filed for a temporary restraining order to shut down Rojas&rsquo;s network of clinics to prevent further illegal activity,&rdquo; according to the release.<\/p>\n<p>Murdering an unborn child through abortion is a <a href=\"https:\/\/statutes.capitol.texas.gov\/Docs\/HS\/htm\/HS.170a.htm\" target=\"_blank\" rel=\"noreferrer noopener\">second-degree felony<\/a> in Texas. Rojas faces two charges for &ldquo;<a href=\"https:\/\/www.wallercountytexassheriff.org\/inmateSearch\/e5b061aa4c5bbd924256e7d203b0c57d\" target=\"_blank\" rel=\"noreferrer noopener\">prohibited dismemberment abortion<\/a>&rdquo; and two charges for &ldquo;practicing medicine in violation of subtitle,&rdquo; according to the Waller County Sheriff&rsquo;s Office. Her bond was set at $500,000 for each abortion charge and $200,000 for each unlicensed practice charge.<\/p>\n<p>Ley is a <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-additional-arrests-illegal-abortion-and-unlicensed-medical\" target=\"_blank\" rel=\"noreferrer noopener\">Cuban<\/a> national who <a href=\"https:\/\/www.wallercountytexassheriff.org\/inmateSearch\/8e9b95d4f6a561f52a0e20f52534b3f0\" target=\"_blank\" rel=\"noreferrer noopener\">faces<\/a> one charge for &ldquo;prohibited dismemberment abortion&rdquo; with a bond of $500,000 and another for &ldquo;practicing medicine in violation of subtitle&rdquo; with a bond of $200,000, according to the sheriff&rsquo;s office. According to the <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-additional-arrests-illegal-abortion-and-unlicensed-medical\" target=\"_blank\" rel=\"noreferrer noopener\">release<\/a>, he &ldquo;performed illegal medical procedures&rdquo; at one of Rojas&rsquo; facilities and assisted her with &ldquo;at least one illegal abortion.&rdquo; Ley is an illegal who entered America in 2022 and got parole through the &ldquo;open borders policies&rdquo; of then-President Joe Biden&rsquo;s administration.&nbsp;<\/p>\n<p>Authorities <a href=\"https:\/\/www.texasattorneygeneral.gov\/news\/releases\/attorney-general-ken-paxton-announces-additional-arrests-illegal-abortion-and-unlicensed-medical\" target=\"_blank\" rel=\"noreferrer noopener\">also arrested<\/a> 54-year-old Rubildo Labanino Matos &ldquo;[i]n connection to this investigation &hellip; upon returning to the U.S. from Cuba&rdquo; earlier this month, according to the release. He faces charges for &ldquo;conspiracy to practice medicine without a license.&rdquo;&nbsp;<\/p>\n<p>Paxton&rsquo;s office found Rojas &ldquo;owned and operated multiple clinics&rdquo; &mdash; Clinica Latinoamericana Telge in Cypress, Latinoamericana Medical Clinic in Spring, and Clinica Waller Latinoamericana in Waller (where Ley worked). According to the release, the facilities &ldquo;unlawfully employed unlicensed individuals who falsely presented themselves as licensed,&rdquo; and Rojas &ldquo;performed illegal abortion procedures&rdquo; at the facilities.<\/p>\n<p>The facilities are <a href=\"https:\/\/www.clinicas-latinas.com\/contacto\" target=\"_blank\" rel=\"noreferrer noopener\">part of<\/a> the Clinicas Latinoamericanas network, whose website is mostly in Spanish and which its <a href=\"https:\/\/www.clinicas-latinas.com\" target=\"_blank\" rel=\"noreferrer noopener\">boasts<\/a> patients do not need medical insurance. Its services include <a href=\"https:\/\/www.clinicas-latinas.com\/services\" target=\"_blank\" rel=\"noreferrer noopener\">ultrasounds<\/a> and &ldquo;procedures and minor surgery.&rdquo; East of the facilities lies the infamous <a href=\"https:\/\/www.dailywire.com\/news\/deportation-operations-launched-in-colony-ridge-targeting-criminals-and-illegal-immigrants\" target=\"_blank\" rel=\"noreferrer noopener\">Colony Ridge<\/a> development, which The Daily Wire&rsquo;s Spencer Lindquist reported is a massive project catered to illegals that has become a hub for crime and violence.<\/p>\n<p>&ldquo;Texas law holds abortion providers &mdash; not patients &mdash; criminally responsible for unlawful procedures,&rdquo; the release said.&nbsp;<\/p>\n<p>In December Texas <a href=\"https:\/\/thefederalist.com\/2024\/12\/16\/republicans-serious-about-protecting-life-should-follow-texas-in-prosecuting-abortion-pill-outlaws\/\" target=\"_blank\" rel=\"noreferrer noopener\">sued<\/a> New York-based Abortion Coalition of Telemedicine founder Dr. Margaret Daley Carpenter for her role in prescribing an abortion pill to a 20-year-old Texas woman who went to the hospital with hemorrhaging complications. In February a Texas judge ordered Carpenter to pay more than 100,000 in <a href=\"https:\/\/www.theguardian.com\/world\/2025\/feb\/13\/texas-abortion-pills-shield-laws-new-york-doctor\" target=\"_blank\" rel=\"noreferrer noopener\">fines.<\/a> A Louisiana grand jury also <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/new-york-doctor-indicted-prescribing-abortion-pill-louisiana-rcna190214\" target=\"_blank\" rel=\"noreferrer noopener\">indicted<\/a> Carpenter in January for &ldquo;criminal abortion by means of abortion-inducing drugs,&rdquo; as she allegedly prescribed an abortion pill online to someone in the state.&nbsp;  <\/p>\n<p>While states like New York are <a href=\"https:\/\/thefederalist.com\/2025\/02\/28\/doctors-nys-latest-attempt-to-shield-abortion-pill-prescribers-puts-womens-lives-at-risk\/\" target=\"_blank\" rel=\"noreferrer noopener\">shielding<\/a> online abortionists from legal consequences, Texas passed <a href=\"https:\/\/thefederalist.com\/2025\/02\/05\/in-2024-texas-pro-life-laws-saved-countless-women-and-unborn-babies\/\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> to protect unborn children &mdash; and in 2024, it recorded just 54 total abortions and zero elective abortions.<\/p>\n<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">   Jordan Boyd is a staff writer at The Federalist and producer of The Federalist Radio Hour.
