A <em>Washington Examiner <\/em>review of California grant records, however, found that Newsom&rsquo;s administration was actively funding millions of dollars in grants intended to reduce the use of police officers at the time of his interview.<\/p>\n<p>The Newsom administration&rsquo;s program has its roots in legislation that was developed by a hard-line anti-police nonprofit organization.<\/p>\n<div class=\"recommended-stories\">\n<h2>Recommended Stories<\/h2>\n<ul>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3348194\/allegations-facing-actblue\/\">Chaos and fraud: A look at the allegations facing ActBlue<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3348486\/bondi-tesla-investigation-vandalism\/\">Bondi opens investigation into Tesla vandalism<\/a><\/li>\n<li><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3347497\/new-york-david-depietro-halt-act-repeal-hochul-prison-guard-strike\/\">New York lawmaker demands HALT Act be repealed after Hochul fired 2,000 prison guards<\/a><\/li>\n<\/ul>\n<\/div>\n<div class=\"article-paywall\">\n<p>The grants, worth roughly $9.5 million, were part of the state&rsquo;s &ldquo;Community Response Initiative to Strengthen Emergency Systems Grant Pilot Program,&rdquo; which seeks to discourage the use of police officers for a &ldquo;crisis unrelated to a fire department or emergency medical service response for vulnerable populations.&rdquo; Examples of events these unarmed responders should be deployed for, according to California, included those involving &ldquo;mental health, intimate partner violence, community violence, substance abuse, natural disasters, or other crises.&rdquo;<\/p>\n<p>Funding from the Newsom administration began in late 2023 and will extend until April 2026, according to grant records.&nbsp;<\/p>\n<p>&ldquo;The grant funds will help the unhoused population, Latinx\/Hispanic Community members, LGBTQ+ community, individuals experiencing behavioral health crises, victims of violence, and families that experienced a traumatic death,&rdquo; one of the awards&rsquo; descriptions read. Other awards mention &ldquo;gender nonconforming&rdquo; individuals and the &ldquo;black community.&rdquo;&nbsp;<\/p>\n<p>During his interview with Kirk, Newsom also distanced himself from the term &ldquo;Latinx.&rdquo;<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">President Donald Trump and first lady Melania Trump walk with California Gov. (AP Photo\/Mark Schiefelbein)<\/figcaption><\/figure>\n<p>The grant program funding these alternatives to traditional law enforcement was allocated by <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billHistoryClient.xhtml?bill_id=202120220AB118\" target=\"_blank\" rel=\"noopener\" title=\"\">AB-118<\/a>, a law approved by Newsom in October 2021. Newsom vetoed an earlier iteration of the bill in 2020, <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=201920200AB2054\" target=\"_blank\" rel=\"noopener\" title=\"\">AB-2054<\/a>, reportedly over <a href=\"https:\/\/theappeal.org\/politicalreport\/california-crises-act-2021\/\" target=\"_blank\" rel=\"noopener\" title=\"\">concerns <\/a>about which department the program would be administered by.&nbsp;&nbsp;<\/p>\n<p>Then-California Assemblywoman Sydney Kamlager-Dove, a Democrat, wrote the original legislation in partnership with Cat Brooks, the executive director and president of the Anti Police-Terror Project. APTP aggressively advocated the passage of both pieces of legislation.<\/p>\n<p>The anti-law enforcement organization <a href=\"https:\/\/www.antipoliceterrorproject.org\/oakland-should-lead-the-way-proposal-for-effective-police-oversight\" target=\"_blank\" rel=\"noopener\" title=\"\">supports <\/a>defunding and eventually abolishing police departments, <a href=\"https:\/\/psmag.com\/social-justice\/activists-in-oakland-are-pushing-for-better-research-around-police-violence-and-community-trauma\/\" target=\"_blank\" rel=\"noopener\" title=\"\">accusing <\/a>law enforcement of inflicting &ldquo;community trauma&rdquo; on black people.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.antipoliceterrorproject.org\/mh-first-oakland\" target=\"_blank\" rel=\"noopener\" title=\"\">MH First<\/a>, a project run by APTP, matches the description of programs funded by the Newsom administration&rsquo;s grant program. It sends unarmed &ldquo;mobile peer support&rdquo; to address psychiatric emergencies, substance use, and domestic violence. APTP did not respond when asked if it had received state funding for the program.&nbsp;<\/p>\n<p>&ldquo;Our purpose is to interrupt and eliminate the need for law enforcement in mental health crisis first response,&rdquo; a description of the program reads. The root causes of these problems, according to APTP, are &ldquo;white supremacy, capitalism, and colonialism.&rdquo;<\/p>\n<p>The Newsom administration&rsquo;s police alternative grants were distributed to Oakland, Marin County, Sacramento County, and Santa Cruz County. Violent crime increased by 1.7% in California between 2022 and 2023, <a href=\"https:\/\/www.ppic.org\/publication\/crime-trends-in-california\/\" target=\"_blank\" rel=\"noopener\" title=\"\">according <\/a>to the Public Policy Institute of California.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3344047\/george-soros-megadonors-behind-nonprofit-us-human-rights-watchlist\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>SOROS AND LIBERAL MEGADONORS BEHIND NONPROFIT GROUP THAT ADDED US TO HUMAN RIGHTS WATCHLIST<\/strong><\/a><\/p>\n<p>Newsom is engaging in what many consider a pivot to the center amid speculation that he will run for president in 2028.
