Cuomo Shunned Experts, Embraced Lobbyists, Drove Top Health Officials To Quit Over Pandemic Response: Report\">recent press conference<\/a> that median case disposition times have worsened, rising from two years to 37 months.<\/p>\n<p>&ldquo;Justice delayed is justice denied,&rdquo; Sutton said, adding that judicial leaders were focused on ensuring Congress takes action this time after last year&rsquo;s failed effort.<\/p>\n<p>The last time Congress enacted a significant expansion of the federal judiciary was in 1990, when it added 85 new judgeships through the Judicial Improvements Act, a bipartisan effort signed into law by former President George H.W. Bush. Since then, workloads have increased dramatically and led to growing delays in case resolution. (AP)<\/figcaption><\/figure>\n<\/div>\n<p>U.S. District Judge Robert Conrad, director of the Administrative Office of the U.S. Courts, described Biden&rsquo;s veto as &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/federal-court-leaders-slam-biden-for-vetoing-bill-to-add-66-new-judges\/\" title=\"... for vetoing bill to add 66 new ...\">extremely disappointing&#038;rdquo<\/a>; in a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3269793\/federal-court-leaders-biden-veto-judges-act\/\" target=\"_blank\" rel=\"noopener\" title=\"\">letter<\/a> addressed to Biden on Dec. 16.<\/p>\n<p>&ldquo;The president&rsquo;s veto will contribute to the pattern of growing caseloads and increasing backlogs that hurt litigants and weaken public confidence in our courts,&rdquo; Conrad&nbsp;<a href=\"https:\/\/www.uscourts.gov\/data-news\/judiciary-news\/2024\/12\/24\/statement-judge-robert-j-conrad-jr-director-ao-regarding-veto-judges-act?utm_campaign=usc-news&amp;utm_medium=email&amp;utm_source=govdelivery\" target=\"_blank\" rel=\"noopener\" title=\"\">wrote in a statement<\/a> at the time.<\/p>\n<p>Sutton said that during the conference&rsquo;s biannual meeting on Tuesday, there &ldquo;was not a discussion of what went wrong&rdquo; last time and noted that &ldquo;there was definitely a discussion of how we can make things go right this time around.&rdquo;<\/p>\n<p>Unlike progressive calls in recent years to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/3326708\/progressives-silent-court-packing-trump\/\" target=\"_blank\" rel=\"noopener\" title=\"\">expand the number of justices on the Supreme Court<\/a>, which have been viewed as part of a political effort to shift the ideological balance of the high court, adding lower court judges has <a href=\"https:\/\/www.washingtonexaminer.com\/news\/499059\/justice-delayed-federal-case-backlog-prompts-calls-to-expand-courts\/\" target=\"_blank\" rel=\"noopener\" title=\"\">long been a bipartisan priority among judicial advocates<\/a>. Expanding district and circuit courts is widely accepted as necessary to keep up with increasing caseloads. However, Supreme Court expansion, which is often dubbed &ldquo;court packing,&rdquo; has been criticized as a partisan power grab.<\/p>\n<p>The 118th Congress previously passed the <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3258639\/house-passes-judges-act-biden-veto-threat\/\" target=\"_blank\" rel=\"noreferrer noopener\">JUDGES Act<\/a> with bipartisan support to address the shortage and earned endorsements from the Federal Judges Association and Federal Bar Association. However<span style=\"box-sizing: border-box; margin: 0px; padding: 0px;\">, at the last minute, Biden&nbsp;<a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3256655\/biden-plans-veto-of-bill-adding-new-judges-after-trump-victory\/\" target=\"_blank\">vetoed the bill<\/a>&nbsp;<\/span>over concerns that it would create new seats in districts where Republican senators blocked Democratic nominees and possibly allow then-President-elect Donald Trump to fill more seats.<\/p>\n<p>Due to these concerns, lawmakers have historically backed legislation that would add new judges based on a staggered approach to ensure no single president gets the opportunity to confirm all of the new judgeships that would be created. <\/p>\n<p>Efforts to renew the bill are already underway.
