We&rsquo;ll take care of it,&rdquo; she told reporters. &ldquo;They&rsquo;re not ordering us to do anything.&rdquo;<\/p>\n<p>Both Trump and White House press secretary <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/karoline-leavitt\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Karoline Leavitt<\/a> welcomed the homeless encampment&rsquo;s clearing after the president posted about it on social media.<\/p>\n<p>&ldquo;We have notified the Mayor of Washington, D.C., that she must clean up all of the unsightly homeless encampments in the City, specifically including the ones outside of the State Department, and near the White House,&rdquo; Trump wrote. &ldquo;If she is not capable of doing so, we will be forced to do it for her!&rdquo;<\/p>\n<p>The president added: &ldquo;Washington, D.C. must become CLEAN and SAFE! We want to be proud of our Great Capital again. Thank you Mayor Bowser for your efforts on behalf of the Citizens of our Country. Hopefully you will be successful!&rdquo;<\/p>\n<p>It is unclear what else Bowser can do to avoid the executive order. But what is certain is that the executive order, if signed, would further complicated the relationship between D.C.&rsquo;s mayor&ndash;council government and the federal legislature that calls the nation&rsquo;s capital home, a dynamic that has long irked members of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Congress<\/a> who live in the district part-time, particularly when <a href=\"https:\/\/www.washingtonexaminer.com\/section\/news\/crime\/\" target=\"_blank\" rel=\"noopener\" title=\"\">crime<\/a> <a href=\"https:\/\/www.washingtonexaminer.com\/section\/news\/crime\/\" target=\"_blank\" rel=\"noopener\" title=\"\">rates<\/a> have been high, and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/education\/\" target=\"_blank\" rel=\"noopener\" title=\"\">student educational outcomes<\/a> have been low.<\/p>\n<p>D.C. government employees told the <em>Washington Examiner <\/em>last month they expected Trump to sign the executive order imminently before he was asked about the prospect of a federal takeover on <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/air-force-one\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Air Force One<\/a> en route to the White House after a weekend at <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/mar-a-lago\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Mar-a-Lago<\/a>.<\/p>\n<p>&ldquo;I think that we should govern the District of Columbia,&rdquo; Trump told reporters. &ldquo;I think that we should run it strong, run it with law and order, make it absolutely flawless&hellip; and I think we should take over Washington D.C.&rdquo;<\/p>\n<h2 class=\"wp-block-heading\">D.C. versus Federal Government<\/h2>\n<p>But with D.C.&rsquo;s government itself governed by&nbsp;Article One of the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/constitution\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Constitution<\/a>&nbsp;and the&nbsp;District of Columbia Home Rule Act of 1973, any executive order would likely require an act of <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Congress<\/a> and be challenged in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/court\/\" target=\"_blank\" rel=\"noopener\" title=\"\">court<\/a>.<\/p>\n<p>Although D.C.&rsquo;s mayor and council have governed the district since 1973, Congress has the right to review and repeal their laws and budget, as well as appointing D.C.&rsquo;s judges, despite it not having voting representation in the federal legislative body.<\/p>\n<p>Congress most recently used its right of review under former President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Joe Biden<\/a> in 2023, the first time it has done so since 1991, over a <a href=\"https:\/\/www.washingtonexaminer.com\/section\/news\/crime\/\" target=\"_blank\" rel=\"noopener\" title=\"\">crime<\/a> bill that would have reduced criminal penalties for murders, armed robberies, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dc-crime-hits-lawmakers-a-biden-and-a-football-star-will-that-matter-in-2024\/\" title=\"DC crime hits ......rs, a Biden, and a football star. Will that matter in 2024?\">armed home invasions<\/a>, carjackings, and sexual assault offenses&nbsp;amid a rise in incidents.<\/p>\n<p>D.C.&rsquo;s home rule status and the idea of statehood have simultaneously tantalized and antagonized lawmakers in Congress, especially when Republicans are or have been in the majority.<\/p>\n<p>In the past, Republicans have expressed frustration with, for example, the district&rsquo;s policy position against <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/school-choice\/\" target=\"_blank\" rel=\"noopener\" title=\"\">school vouchers<\/a>, with the GOP repeatedly trying to expand programs before Democrats do the opposite.<\/p>\n<p>Supporters of D.C. statehood contend that the district should have voting representation in Congress and self-determination. Meanwhile, critics of statehood claim it is a machination by Democrats for power, considering more than 90% of district voters cast a ballot for former Vice President<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/kamala-harris\/\" target=\"_blank\" rel=\"noopener\" title=\"\"> Kamala Harris<\/a> last year and a Democrat would easily win its hypothetical two <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Senate<\/a> seats.<\/p>\n<h2 class=\"wp-block-heading\">Marion Barry and the last federal intervention <\/h2>\n<p>The last time the federal government staged a takeover of D.C. was in 1995, when then-President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/bill-clinton\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Bill Clinton<\/a> signed the Republican-pushed District of Columbia Financial Responsibility and Management Assistance Act into law in response to then-Mayor <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/marion-barry\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Marion Barry<\/a>. That measure created the&nbsp;District of Columbia Financial Control Board, which oversaw the district&rsquo;s finances until 2001, after it balanced four consecutive budgets.<\/p>\n<p>Barry achieved national prominence when he became the first civil rights activist elected as mayor of a major city in 1979. While attempting to address D.C.&rsquo;s budget and service delivery problems, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/unemployment\/\" target=\"_blank\" rel=\"noopener\" title=\"\">unemployment<\/a> and crime increased. His administration experienced scandals, from embezzlement to rumors of Barry&rsquo;s substance use and womanizing. His third term dramatically ended in 1991 after he was videotaped smoking crack cocaine during a <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/fbi\/\" target=\"_blank\" rel=\"noopener\" title=\"\">FBI<\/a> and <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/metropolitan-police-department\/\" target=\"_blank\" rel=\"noopener\" title=\"\">D.C. police<\/a> sting operation in 1990 and arrested on drug charges, serving six months in federal prison.<\/p>\n<p>But Barry&rsquo;s popularity did not decrease, and he was reelected from 1995 to 1999, again encountering budget and service delivery issues. Barry urged Congress to takeover responsibilities typically undertaken by state governments, resulting in Clinton and Republicans&rsquo; District of Columbia Financial Control Board. Barry would go on to have disagreements with the board, with the board revoking his authority over nine agencies.<\/p>\n<p>Bowser has been pressed multiple times on multiple occasions about Trump&rsquo;s possible executive order, describing it as an &ldquo;unnecessary distraction,&rdquo; though admitting that she takes the matter seriously.<\/p>\n<p>Bowser has endeavored to improve her relationship with Trump for his second administration after the pair publicly disagreed during his first, most notably during the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/george-floyd\/\" target=\"_blank\" rel=\"noopener\" title=\"\">2020 racial justice protests<\/a> and over the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/january-6\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Jan. 6<\/a> riot at <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/capitol-hill\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Capitol Hill<\/a>.<\/p>\n<p>To that end, Bowser made the point of meeting with Trump last December and underscoring how they have similar priorities for the district, including encouraging government employees to return to work.<\/p>\n<p>The strength of Bowser&rsquo;s relationship with Trump has resulted in the president not signing the executive order, at least for now. Like his tariffs, Trump is relying on the threat of the order as a negotiation strategy.<\/p>\n<p>&ldquo;It makes people in our community anxious,&rdquo; Bowser&nbsp;told reporters after Trump&rsquo;s initial comments on Air Force One. &ldquo;As I&rsquo;ve said since President&nbsp;Trump&nbsp;was elected, we want to work on shared priorities with him.&rdquo;<\/p>\n<p>Trump&rsquo;s executive order does have proponents, including former <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate-judiciary-committee\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Senate Judiciary Committee <\/a>chief counsel for nominations Mike Davis, who was a candidate for <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/attorney-generals\/\" target=\"_blank\" rel=\"noopener\" title=\"\">attorney general <\/a>before the president nominated and confirmed <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/pam-bondi\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Pam Bondi<\/a>.<\/p>\n<p>&ldquo;Our nation&rsquo;s capital belongs to all Americans. not a country clubber from Palm Beach,&rdquo; Seeberger told the <em>Washington Examiner<\/em>.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><\/strong><\/a><\/p>\n<p>The executive order also has its conservative critics, including American Enterprise Institute<em> <\/em>domestic policy studies<em>&nbsp;<\/em>senior fellow Howard Husock.<\/p>\n<p>&ldquo;In general, American government best follows the principle of subsidiarity &mdash;
