They have submitted Freedom of Details Act (FOIA) requests \u2063to the National \u200dScience Foundation (NSF) to uncover details about federal funding that \u2063supports projects associated with\u2062 content moderation, which ADF argues can lead to censorship.<\/p>\n<p>The ADF&#8217;s inquiry\u2063 includes communications between the NSF and several educational institutions and organizations involved in combating \u2063misinformation, including the \u2063University of Michigan and the\u200c Massachusetts \u200bInstitute of Technology (MIT).\u2063 they seek to reveal how taxpayer dollars are spent in ways that may suppress free expression. ADF&#8217;s legal counsel, Mathew Hoffmann, indicated that if\u2064 their findings suggest violations of\u200d rights, they may pursue legal action.<\/p>\n<p>The group&#8217;s investigation aims to expose the interplay between\u2064 government efforts and private entities in regulating \u2063speech, asserting that it is inappropriate for the government to pressure private companies to repress speech based on ideological biases. As part of\u2064 their \u200dlarger mission, ADF\u200b is also actively filing multiple FOIA requests targeting various \u2062federal \u200bagencies and encourages openness regarding government involvement in censorship-related \u200bactivities.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>When President Donald Trump signed an executive order to protect Americans&rsquo; free speech, he signaled what could be the end of the censorship-industrial complex. Now, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cussin-cheerleaders-supreme-court-case-could-pose-challenge-for-woke-schools\/\" title=\"Cussin\u2019 Cheerleader\u2019s Supreme Court Case Could Pose Challenge for Woke Schools\">conservative legal group<\/a> is rooting out the government&rsquo;s anti-free speech apparatus.<\/p>\n<p>Alliance Defending Freedom filed two Freedom of Information <a href=\"https:\/\/adfmedia.org\/press-release\/adf-digs-federal-governments-censorship-americans-speech\" target=\"_blank\" rel=\"noreferrer noopener\">requests<\/a> with the National Science Foundation (NSF) Feb. 28 to expose &ldquo;federal funding of tools that may be used to censor Americans&rsquo; speech&rdquo; and &ldquo;cooperation with organizations&rdquo; that do so. The group will file &ldquo;more than a dozen public records requests to federal government agencies&rdquo; to uncover the operations of the censorship-industrial complex.<\/p>\n<p>&nbsp;Mathew Hoffmann, <a href=\"https:\/\/adflegal.org\/profile\/mathew-hoffmann\/\" target=\"_blank\" rel=\"noreferrer noopener\">legal counsel<\/a> for ADF&rsquo;s Center for Free Speech, told The Federalist the group may take legal action if it finds the government is violating Americans&rsquo; rights.<\/p>\n<p>&ldquo;I think if anyone&rsquo;s rights have been violated by the censorship-industrial complex, that litigation will certainly be an option,&rdquo; Hoffmann said. &ldquo;Primarily at this point again, it&rsquo;s the right to know where our tax dollars are being spent to fund censorship of our own people, so that we can all kind of understand and proceed forward that censorship is not the role of the government, that&rsquo;s not its role to pick winners and losers.&rdquo;<\/p>\n<p>In one of its <a href=\"https:\/\/adfmedialegalfiles.blob.core.windows.net\/files\/ADFNSFFOIARequest2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">requests<\/a>, ADF sought information including communications between the NSF&rsquo;s Convergence Accelerator Section and Meedan, the University of Michigan, the University of Wisconsin, and the Massachusetts Institute of Technology from 2018 to Jan. 1, 2025.<\/p>\n<p>The NSF&rsquo;s <a href=\"https:\/\/www.nsf.gov\/funding\/initiatives\/convergence-accelerator\" target=\"_blank\" rel=\"noreferrer noopener\">Convergence Accelerator Section<\/a> makes grants and aids in &ldquo;technological issues&rdquo; regarding speech deemed &ldquo;misinformation&rdquo; online, Hoffmann said. UM used Convergence Accelerator funding to create an online tool &ldquo;<a href=\"https:\/\/www.si.umich.edu\/about-umsi\/news\/web-based-tool-wisedex-combats-spread-misinformation-online\" target=\"_blank\" rel=\"noreferrer noopener\">WiseDex<\/a>&rdquo; which <a href=\"https:\/\/www.wisedex.info\/#About-Us\" target=\"_blank\" rel=\"noreferrer noopener\">enables<\/a> &ldquo;fast, comprehensive misinformation enforcement.&rdquo; WiseDex&rsquo;s &ldquo;<a href=\"https:\/\/www.wisedex.info\/#About-Us\" target=\"_blank\" rel=\"noreferrer noopener\">partners<\/a>&rdquo; include Meedan &mdash; a <a href=\"https:\/\/www.influencewatch.org\/non-profit\/meedan-inc\/\" target=\"_blank\" rel=\"noreferrer noopener\">pro-censorship<\/a> nonprofit that targets so-called internet &ldquo;<a href=\"https:\/\/meedan.com\/post\/misinformation-us-2024-presidential-election\" target=\"_blank\" rel=\"noreferrer noopener\">misinformation<\/a>,&rdquo; and MIT &mdash; which <a href=\"https:\/\/www.cisa.gov\/news-events\/news\/cisa-publishes-guide-support-university-cybersecurity-clinics\" target=\"_blank\" rel=\"noreferrer noopener\">works with<\/a> the federal censorship hub Cybersecurity and Infrastructure Security Agency (<a href=\"https:\/\/thefederalist.com\/tag\/cisa\/\" target=\"_blank\" rel=\"noreferrer noopener\">CISA<\/a>). Additionally, UW was awarded $5 million from the Convergence Accelerator to develop &ldquo;<a href=\"https:\/\/journalism.wisc.edu\/news\/team-receives-5-million-grant-to-continue-research-on-misinformation-correction\/\" target=\"_blank\" rel=\"noreferrer noopener\">Course Correct<\/a>,&rdquo; an online software to &ldquo;tell journalists the most effective ways to correct misinformation.&rdquo;&nbsp;<\/p>\n<p>In ADF&rsquo;s <a href=\"https:\/\/adfmedialegalfiles.blob.core.windows.net\/files\/ADFNSFFOIARequest1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">other request<\/a>, it sought information regarding NSF&rsquo;s relation to other groups &ldquo;that may work to censor Americans&rsquo; speech&rdquo; from 2018 to Jan. 1, 2025. These include the Institute for Strategic Dialogue (ISD), &ldquo;Meta, Facebook, Instagram, Alphabet, Google, YouTube, Snap, Twitter, X Corp., Reddit, or Wikipedia.&rdquo;<\/p>\n<p>As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2024\/10\/14\/exclusive-maricopa-elections-chief-enlisted-foreign-censorship-group-in-war-on-disapproved-speech\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, leftist lawfare group States United set up a call between Maricopa County Recorder Stephen Richer&rsquo;s office and ISD &mdash; a London group that <a href=\"https:\/\/www.influencewatch.org\/organization\/institute-for-strategic-dialogue\/\" target=\"_blank\" rel=\"noreferrer noopener\">censors<\/a> conservative opinions online, according to InfluenceWatch. The ISD was the recipient of a 2021 <a href=\"https:\/\/www.state.gov\/upcoming-events-technology-engagement-division\/\" target=\"_blank\" rel=\"noreferrer noopener\">grant<\/a> sponsored by the State Department&rsquo;s now-defunct Global Engagement Center which &ldquo;fund[ed] the development of censorship tools,&rdquo; as The Federalist&rsquo;s Margot Cleveland <a href=\"https:\/\/thefederalist.com\/2023\/04\/19\/meet-the-shadowy-group-that-ran-the-federal-governments-censorship-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. Meanwhile, Big Tech companies like <a href=\"https:\/\/thefederalist.com\/2025\/01\/13\/zuckerbergs-rebrand-of-facebooks-role-in-biden-censorship-scheme-refuted-in-facebook-files\/\" target=\"_blank\" rel=\"noreferrer noopener\">Facebook<\/a> (now Meta) and <a href=\"https:\/\/thefederalist.com\/tag\/twitter-files\/\" target=\"_blank\" rel=\"noreferrer noopener\">Twitter<\/a> (now X) colluded with former President Joe Biden&rsquo;s administration to censor inconvenient speech regarding Covid-19 and the Hunter Biden laptop story.<\/p>\n<p>&ldquo;The Biden administration enacted its censorship by asking <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ga-poll-watcher-it-expert-non-trump-supporter-affidavit-sudden-surge-of-20000-mail-in-votes-for-biden-in-early-hours-on-nov\/\" title=\"GA Poll Watcher, IT Expert, Non-Trump Supporter Affidavit: Sudden Surge of 20,000 Mail-In-Votes For Biden In Early Hours On Nov\">social media companies<\/a> to remove information that they thought was harmful, even if it may have been true as well, but that they didn&rsquo;t want promoting dissent on certain issues just based on the viewpoint,&rdquo; Hoffmann said. &ldquo;I think there should be revelations about multiple government subagencies and the role that they may have had in suppressing free speech.&rdquo;<\/p>\n<p>Hoffmann said ADF has not yet heard back from the NSF on these requests, but the group will be rolling out its other requests in the coming weeks.&nbsp;<\/p>\n<p>&ldquo;We&rsquo;re really hoping that this can uncover and inform the public about any of those inappropriate interactions in the censorship industrial complex,&rdquo; Hoffmann said.&nbsp;<\/p>\n<p>The project falls under ADF&rsquo;s <a href=\"https:\/\/adflegal.org\/article\/introducing-the-adf-center-for-free-speech\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Free Speech<\/a>, which launched in December. Hoffmann said Rep. Jim Jordan, R-Ohio, and the <a href=\"https:\/\/judiciary.house.gov\/subcommittees\/committee-judiciary-118th-congress\/select-subcommittee-weaponization-federal\" target=\"_blank\" rel=\"noreferrer noopener\">Subcommittee on the Weaponization of Government<\/a> spurred the initiative, publishing <a href=\"https:\/\/judiciary.house.gov\/documents\/reports\" target=\"_blank\" rel=\"noreferrer noopener\">reports<\/a> that began bringing to light the censorship-industrial complex.<\/p>\n<p>&ldquo;We&rsquo;re kind of picking up the fight in that respect and working toward getting a complete record of any censorship that happened, or that may be continuing to happen,&rdquo; Hoffmann said.&nbsp;<\/p>\n<p>ADF filed other <a href=\"https:\/\/adfmedia.org\/press-release\/adf-presses-five-major-universities-records-government-censorship\" target=\"_blank\" rel=\"noreferrer noopener\">FOIA requests<\/a> in January with UM, UW, Indiana University, the University of North Carolina, and the University of California Los Angeles. At the time, it sought information regarding &ldquo;their participation in the &lsquo;censorship-industrial complex,&rsquo; the often interlocking and hidden network of public and private censors who sought to silence protected speech.&rdquo;<\/p>\n<p>&ldquo;As pertains to the federal government, we are planning many more,&rdquo; Hoffmann said. &ldquo;We&rsquo;re working to uncover the censorship-industrial complex in all its facets.&rdquo;<\/p>\n<p>The Federalist, The Daily Wire, and the State of Texas have <a href=\"https:\/\/nclalegal.org\/case\/the-daily-wire-the-federalist-state-of-texas-v-department-of-state-et-al\/\" target=\"_blank\" rel=\"noreferrer noopener\">sued<\/a> the State Department for using its Global Engagement Center to fund censorship tools like <a href=\"https:\/\/thefederalist.com\/tag\/newsguard\/\" target=\"_blank\" rel=\"noreferrer noopener\">NewsGuard<\/a> and the <a href=\"https:\/\/thefederalist.com\/tag\/global-disinformation-index\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Disinformation Index<\/a>, which discredit and <a href=\"https:\/\/amzn.to\/3YuVZYV\">demote conservative media outlets<\/a>. The GEC is now defunct, though its funding and 51 employees have since been <a href=\"https:\/\/www.washingtonexaminer.com\/news\/investigations\/3274279\/state-department-documents-reveal-secret-plans-censorship-new-hub\/\" target=\"_blank\" rel=\"noreferrer noopener\">transferred<\/a> to another &ldquo;hub.&rdquo; But under the Trump administration, this hub is <a href=\"https:\/\/thefederalist.com\/2025\/02\/24\/by-defending-free-speech-worldwide-team-trump-reclaims-americas-global-moral-high-ground\/\" target=\"_blank\" rel=\"noreferrer noopener\">overseen<\/a> by Undersecretary of Public Diplomacy Darren Beattie &mdash; a former journalist who has helped <a href=\"https:\/\/revolver.news\/2025\/02\/sec-rubio-goes-to-war-for-free-speech-as-darren-beattie-suits-up-for-battle\/\" target=\"_blank\" rel=\"noreferrer noopener\">expose<\/a> the censorship-industrial complex.<\/p>\n<p>Trump <a href=\"https:\/\/thefederalist.com\/2025\/01\/21\/a-trump-executive-order-could-end-the-government-censorship-complex\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed<\/a> an executive order &ldquo;<a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/restoring-freedom-of-speech-and-ending-federal-censorship\/\" target=\"_blank\" rel=\"noreferrer noopener\">Restoring Freedom of Speech and Ending Federal Censorship<\/a>&rdquo; on his first day in office. This <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-administration-asks-court-to-pause-litigation-on-california-emissions-waiver-2\/\" title=\"Biden Administration Asks Court to Pause Litigation on California Emissions Waiver\">directed federal agencies<\/a> to secure &ldquo;constitutionally protected speech,&rdquo; ban &ldquo;conduct that would unconstitutionally abridge the free speech of any American citizen,&rdquo; and &ldquo;correct past misconduct by the Federal Government related to censorship of protected speech.&rdquo;<\/p>\n<p>&ldquo;I think the executive orders are very commendable and step in the right direction.
