The \u200dbill was approved by the Wyoming\u2062 House and outlines that all &#8220;qualified electors&#8221; must have been bona fide \u2062residents of the state\u200d for at least 30 days \u2063before the election in which they \u200dintend to vote.\u2062 To prove their U.S. citizenship, eligible voters must present specific documents, such as a valid Wyoming driver&#8217;s license, an \u200bAmerican passport, or \u200ca certificate \u2063of United States citizenship.<\/p>\n<p>The final version of the\u2062 bill,\u2064 which\u2062 incorporates provisions from another\u200d related bill, HB 157, \u2062has changed the registration confirmation process for individuals who \u2063do not meet the documentation requirements. While the <a href=\"https:\/\/amzn.to\/3YuVZYV\">original version prevented county clerks<\/a> from registering individuals if their\u2064 identification indicated non-citizenship \u2063unless proof of citizenship was also presented, the amended \u200bversion allows for a signed attestation affirming residency in Wyoming to act\u2064 as proof if other documentation is lacking, pending verification by \u200cthe appropriate\u2064 authorities.<\/p>\n<p>Secretary of \u200cState Chuck Gray supports the bill, emphasizing its role in\u200c ensuring that only\u200b U.S. citizens \u2064vote in Wyoming. the bill aligns with broader &#8220;election\u2063 integrity&#8221; initiatives spearheaded by \u200bGray \u2063and connects with national efforts advocating for similar citizenship proof requirements.\u2064 However, Governor Gordon has not publicly stated his intention regarding signing\u2064 the bill, and he \u2063has until a specified deadline to make a decision. If he chooses not to act on it, the bill could still become law without\u2064 his signature if the legislature is still in session.<\/p>\n<p>The passage of HB 156 represents a significant move toward <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/dems-will-reject-chance-to-keep-noncitizens-out-of-elections\/\" title=\"Dems Will Reject Chance To Keep Noncitizens Out Of ...s\">stricter voting regulations<\/a> in Wyoming, positioning the state to require proof of citizenship for all elections, which some argue enhances election \u200dintegrity.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>A bill requiring Wyoming residents to provide proof of citizenship when registering to vote is sitting on Gov. Mark Gordon&rsquo;s desk awaiting signature. But the Republican governor is refusing to say whether he&rsquo;ll sign it into law.<\/p>\n<p>On Friday, the Wyoming House approved <a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/HB0156\" target=\"_blank\" rel=\"noreferrer noopener\">HB 156<\/a>, which would amend state law by mandating all &ldquo;qualified elector[s]&rdquo; to have been a &ldquo;bona fide resident of Wyoming for not less than thirty (30) days before the date of the election at which he offers to vote.&rdquo; The bill also includes examples of documentation eligible registrants must provide to prove their U.S. citizenship.<\/p>\n<p>Among the listed documents are a &ldquo;valid Wyoming driver&rsquo;s license &hellip; provided that the license or identification card does not contain any indication that the person is not a United States citizen,&rdquo; a valid American passport, a &ldquo;certificate of United States citizenship,&rdquo; and more.<\/p>\n<p>The final version of HB 156 passed by both chambers includes provisions from <a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/HB0157\" target=\"_blank\" rel=\"noreferrer noopener\">HB 157<\/a>, which contained the aforementioned examples of &ldquo;proof of United States citizenship&rdquo; documents eligible voters must show when registering to vote. The final version of HB 156 also appears to have altered the process of confirming the registration of an individual who fails to comply with requirements. <\/p>\n<p>The original version <a href=\"https:\/\/thefederalist.com\/2025\/01\/22\/wyoming-house-advances-protections-to-stop-noncitizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> by the House in January <a href=\"https:\/\/wyoleg.gov\/2025\/Introduced\/HB0156.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">specified<\/a> that county clerks &ldquo;shall not register a person if the person&rsquo;s presented identification or proof of residence contains any indication that the person is not a citizen of the United States unless the person also presents proof of citizenship as specified by rule of the secretary of state.&rdquo; <\/p>\n<p>The <a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/HB0156\" target=\"_blank\" rel=\"noreferrer noopener\">amended Senate version<\/a> subsequently approved by both chambers, however, stipulates that, &ldquo;If a person does not have the documents or other proof of residency specified by rule of the secretary of state, &lsquo;proof of residence&rsquo; may be established by a signed attestation of the person that the person is a bona fide resident of the state of Wyoming.&rdquo; That attestation, according to the approved bill, would then &ldquo;be subject to verification by the county clerk or the secretary of state.&rdquo;<\/p>\n<p>Secretary of State Chuck Gray applauded the legislature&rsquo;s passage of HB 156, saying in a statement, &ldquo;Only United States citizens, and only Wyomingites, should be voting in Wyoming elections.&rdquo; Proof of citizenship requirements were <a href=\"https:\/\/thefederalist.com\/2025\/01\/10\/from-citizenship-requirements-to-banning-zuckbucks-wyomings-elections-chief-pushes-bold-2025-agenda\/\" target=\"_blank\" rel=\"noreferrer noopener\">included<\/a> in Gray&rsquo;s &ldquo;<a href=\"https:\/\/links-1.govdelivery.com\/CL0\/https:%2F%2Fsos.wyo.gov%2FMedia%2F2025%2FSoS_Release_2025-01-06.pdf\/1\/010001955d423aa1-c32c0f2d-027b-4f1f-ac11-d54249db4f33-000000\/twgQxhhzVlREJnqmU_cQ8MHx63tMi-Ju3ugw4wOniyU=394\" target=\"_blank\" rel=\"noreferrer noopener\">Election Integrity Agenda<\/a>&rdquo; for the 2025 session. <\/p>\n<p>&ldquo;HB 156 will ensure that we protect Wyoming elections and is also key in supporting President Trump&rsquo;s pivotal work to have proof of citizenship for registering to vote with the SAVE Act at the federal level,&rdquo; Gray said.&nbsp;&ldquo;With the passage of this landmark legislation, Wyoming will further cement our commitment to election integrity, as the only state to require proof of citizenship for all elections, an important priority of President Trump.&rdquo; <\/p>\n<p>The Republican secretary of state further encouraged Gordon to sign the bill into law. It&rsquo;s unclear, however, whether the Cowboy State governor plans to do so. <\/p>\n<p>When pressed on whether Gordon intends to sign HB 156 into law, Gordon Communications Director Michael Pearlman told The Federalist, &ldquo;HB 156 reached the Governor&rsquo;s desk [Monday], and he has until Thursday at midnight to act on it. The Governor will give the bill careful consideration.&rdquo;<\/p>\n<p>As The Federalist previously <a href=\"https:\/\/thefederalist.com\/2025\/01\/10\/from-citizenship-requirements-to-banning-zuckbucks-wyomings-elections-chief-pushes-bold-2025-agenda\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, Gordon <a href=\"https:\/\/thefederalist.com\/2024\/04\/15\/gop-governor-vetoes-rule-requiring-wyomingites-to-prove-residency-to-register-to-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">vetoed<\/a> a series of rules instituting proof of residency requirements put forward by Gray last year. In his&nbsp;<a href=\"https:\/\/wyofile.com\/wp-content\/uploads\/2024\/04\/L-Chuck-Gray-re-ARP23-085-Secretary-of-State-Chapter-2-Identification-for-Voter-Registration-4.12.24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a>&nbsp;to Gray, the Republican governor argued that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/wyomings-elections-chief-lays-out-bold-2025-agenda\/\" title=\"...s ...s Chief Lays Out Bold 2025 Agenda\">secretary lacked statutory authority<\/a> to alter election procedures without authorization from the legislature.<\/p>\n<p>According to the <a href=\"https:\/\/wyoleg.gov\/docs\/WyomingStateLegislativeProcessChart.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Wyoming Legislature<\/a>, any bill approved by the House and Senate can &ldquo;become law without [the governor&rsquo;s] signature.&rdquo; If lawmakers are still in session, &ldquo;the Governor has three days to act, and 15 days to act once the Legislature has adjourned.&rdquo;<\/p>\n<p>The governor may also veto bills, which could be overturned by a two-thirds vote in both chambers. <\/p>\n<p><a href=\"https:\/\/thefederalist.com\/2025\/02\/21\/wyoming-sees-flurry-of-election-integrity-bills-but-time-is-running-out\/\" target=\"_blank\" rel=\"noreferrer noopener\">Election integrity<\/a> <a href=\"https:\/\/www.wyoleg.gov\/Legislation\/2025\/HB0228\" target=\"_blank\" rel=\"noreferrer noopener\">bills<\/a> prohibiting <a href=\"https:\/\/thefederalist.com\/tag\/ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">ranked-choice voting<\/a>, <a href=\"https:\/\/wyoleg.gov\/Legislation\/2025\/HB0131\" target=\"_blank\" rel=\"noreferrer noopener\">ballot drop boxes<\/a>, and &ldquo;<a href=\"https:\/\/thefederalist.com\/tag\/zuckbucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">Zuckbucks<\/a>,&rdquo; enhancing voter roll maintenance, and more have passed the Wyoming House and are awaiting approval in the state Senate. <\/p>\n<p><em>For more election news and updates, visit&nbsp;<a href=\"https:\/\/electionbriefing.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">electionbriefing.com<\/a>.<\/em><\/p>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
