The <a href=\"https:\/\/x.com\/SenatePress\/status\/1896713181474545850\" target=\"_blank\" rel=\"noreferrer noopener\"><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sen-joe-manchin-threatens-to-derail-bidens-1-9-trillion-aid-bill-unless-it-receives-bipartisan-support\/\" title=\"Sen. Joe Manchin Threatens To Derail Biden\u2019s .9 Trillion Aid ... Unless It Receives \u2018Bipartisan\u2019 ...\">party-line vote<\/a><\/a> was 51-45, with Sens. Shelley Moore Capito, R-W.Va., Cynthia Lummis, R-Wyo., Elissa Slotkin, D-Mich., and Peter Welch, D-Vt, not voting. <\/p>\n<p>45 Democratic Senators voted NO on Protecting Women &amp; Girls in Sports,&rdquo; former NCAA swimmer Riley Gaines <a href=\"https:\/\/x.com\/Riley_Gaines_\/status\/1896719027801862232\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> on X. &ldquo;Never, ever let them gaslight you into thinking Democrats care about &lsquo;women&rsquo;s rights&rsquo;&hellip;&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-1323272621\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Known as the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/senate-bill\/9\" target=\"_blank\" rel=\"noreferrer noopener\">Protection of Women and Girls in Sports Act of 2025<\/a>, the proposed legislation sought to alter the Education Amendments of 1972 by making it unlawful for entities who <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-gop-too-late-for-democrats-to-trust-the-science\/\" title=\"House GOP: Too late for Democrats to \u2018trust the science\u2019\">receive federal dollars<\/a> and facilitate, operate, and\/or sponsor &ldquo;athletic programs or activities to permit a person whose sex is male to participate in an athletic program or activity that is designated for women or girls.&rdquo; The bill specifies that sex &ldquo;shall be recognized based solely on a person&rsquo;s reproductive biology and genetics at birth.&rdquo;<\/p>\n<p>Monday&rsquo;s procedural vote required support from at least 60 senators to move the bill forward to a final vote in the Senate. A <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/28\/text\" target=\"_blank\" rel=\"noreferrer noopener\">companion measure<\/a> previously <a href=\"https:\/\/clerk.house.gov\/Votes\/202512\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> (218-206) in the House of Representatives in January, with only two Democrats voting alongside all Republicans in support.<\/p>\n<p>The bill seemingly sought to codify protections included in an <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/keeping-men-out-of-womens-sports\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> signed by Trump last month. That directive vowed to strip federal funding for educational programs that allow woman-pretending males to compete against female athletes.<\/p>\n<p>According to the <a href=\"https:\/\/nypost.com\/2025\/01\/19\/us-news\/nyt-poll-finds-majority-of-democrats-oppose-transgender-athletes-in-womens-sports\/\" target=\"_blank\" rel=\"noreferrer noopener\">New York Post<\/a>, a recent New York Times\/Ipsos poll found that the vast majority of Americans (79 percent) &mdash; including two-thirds of self-identified Democrats or leaning-Democrats (67 percent) &mdash; believe that men who identify as women should not be allowed to participate in female athletics.<\/p>\n<p><strong>[READ:[READ:<a href=\"https:\/\/thefederalist.com\/2025\/02\/07\/ncaa-had-the-power-to-keep-men-out-of-womens-sports-this-whole-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">NCAA Had The Power To Keep Men Out Of Women&rsquo;s Sports This Whole Time<\/a>] <\/strong><\/p>\n<p>Responding to Monday&rsquo;s vote, Senate bill sponsor and Sen. Tommy Tuberville, R-Ala., noted how &ldquo;at least now the American people know the truth&rdquo; about where Democrats stand when it comes to protecting female athletes. <\/p>\n<p>&ldquo;Even after @realdonaldtrump&rsquo;s landslide election, Democrats STILL support men competing in women&rsquo;s sports,&rdquo; Tuberville <a href=\"https:\/\/x.com\/SenTuberville\/status\/1896721877399392348\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> on X. &ldquo;This is far from over. I&rsquo;ll NEVER stop fighting to protect women and girls.&rdquo;<\/p>\n<p>Incidents exposing the <a href=\"https:\/\/thefederalist.com\/2023\/11\/03\/male-on-womens-field-hockey-team-hospitalizes-opponent-with-significant-facial-injuries\/\">dangers<\/a> and unfairness of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/find-your-voices-ladies-megyn-kelly-gets-fired-up-issues-dire-warning-to-women-over-allowing-trans-identifying-men-into-their-spaces\/\" title=\"\u2018Find Your Voices, Ladies\u2019: Megyn Kelly Gets Fired Up, Issues Dire Warning To Women Over Allowing Trans-Identifying Men Into Their Spaces\">allowing trans-identifying men<\/a> to participate in women&rsquo;s sports have generated nationwide attention in recent years.<\/p>\n<p>Last year, for example, numerous collegiate women&rsquo;s volleyball teams <a href=\"https:\/\/thefederalist.com\/2024\/10\/17\/nevadas-democrat-senate-candidate-wont-say-whether-she-supports-allowing-men-to-compete-in-womens-sports\/\" target=\"_blank\" rel=\"noreferrer noopener\">forfeited<\/a> matches against San Jose State University to protest the allowed participation of SJSU&rsquo;s Blaire Fleming, a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/transgender-identifying-teen-becomes-first-male-to-win-a-miss-america-sponsored-beauty-pageant\/\" title=\"Transgender-Identifying Teen Becomes First Male To Win A Miss America Sponsored Beauty Pageant\">trans-identifying male<\/a>. <\/p>\n<p>Video of SJSU&rsquo;s match against San Diego State University in October reportedly showed Fleming spiking the ball in the face of his female opponent. According to the&nbsp;<a href=\"https:\/\/nypost.com\/2024\/10\/11\/sports\/transgender-san-jose-state-volleyball-player-whos-provoked-forfeits-spikes-ball-in-opponents-face\/\" target=\"_blank\" rel=\"noreferrer noopener\">New York Post<\/a>, the female player &ldquo;was knocked down after the hit, and the crowd audibly gasped.&rdquo;<\/p>\n<p>Fleming and SJSU ultimately <a href=\"https:\/\/www.latimes.com\/sports\/story\/2024-12-02\/san-jose-state-volleyball-transgender-player#:~:text=The%20loss%20deprived%20San%20Jos%C3%A9,by%20winning%20in%20four%20sets.\" target=\"_blank\" rel=\"noreferrer noopener\">lost<\/a> the Mountain West Conference championship game to Colorado State. <\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
