The recent wildfires\u2064 revealed significant deficiencies in \u2064the \u2064LAFD&#8217;s capabilities, including\u200c broken equipment and\u200d a lack of \u2063personnel, contradicting the narrative that \u2062focuses\u200b solely on Crowley&#8217;s \u2064leadership failings.\u200b <\/p>\n<p>As the city scrambles to address \u2064ongoing crises, questions remain about \u2063the balance\u200b between political initiatives for representation \u2063and the essential requirement\u2064 for competent \u200demergency service provision.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Los Angeles Mayor Karen Bass <a href=\"https:\/\/abc7.com\/post\/mayor-bass-fires-lafd-chief-crowley-did-not-warn-wildfire-risk\/15942411\/\" target=\"_blank\" rel=\"noreferrer noopener\">fired<\/a> Los Angeles Fire Chief Kristin Crowley &mdash; one of the city&rsquo;s &ldquo;top fire lesbians&rdquo; who <a href=\"https:\/\/thefederalist.com\/2025\/01\/15\/la-fire-chief-made-dei-one-of-departments-top-priorities-docs-show\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushed DEI<\/a> across the department &mdash; Feb. 21, <a href=\"https:\/\/mayor.lacity.gov\/news\/mayor-bass-removes-chief-crowley-effective-immediately\" target=\"_blank\" rel=\"noreferrer noopener\">citing<\/a> &ldquo;public safety&rdquo; and blaming her for the disastrous response to the massive Palisades and Eaton fires that consumed parts of the city last month.&nbsp;<\/p>\n<p>But the city&rsquo;s priorities are still misplaced, according to documents a whistleblower provided to The Federalist. LAFD EMTs are required to take training to meet the requirements for renewing certification, some of which still advances radical gender ideology. So perhaps Bass&rsquo; lip service to &ldquo;public safety&rdquo; is less about accountability for the deadly fires, and more about escaping it.<\/p>\n<h2>The Training<\/h2>\n<p>A member of the LAFD provided screenshots from the internal training to The Federalist, but chose to remain unnamed to avoid retribution. The training &mdash; &ldquo;EMS Patients With Special Challenges&rdquo; &mdash; counts for one hour of credit toward the total certification renewal requirement that EMTs must meet every two years. It instructs EMTs on how to deal with &ldquo;transgender patients.&rdquo;<\/p>\n<figure>\n<figure><\/figure>\n<figure><\/figure>\n<figure><\/figure>\n<figure><figcaption>\n<div>\n<p>Screenshots from the training. Courtesy | Anonymous whistleblower<\/p>\n<\/div>\n<\/figcaption><\/figure>\n<\/figure>\n<p>The training discusses &ldquo;medical advances&rdquo; in the &ldquo;gender reassignment process,&rdquo; including &ldquo;puberty suppression,&rdquo; &ldquo;hormone therapy,&rdquo; and &ldquo;medically indicated surgery.&rdquo; It also instructs EMTs on transgender &ldquo;accommodations&rdquo;: medics must &ldquo;ask the patient what they prefer to be called,&rdquo; &ldquo;try to use inclusive terms, such as &lsquo;they,&rsquo;&rdquo; and &ldquo;try to avoid gender-specific pronouns&rdquo; like he or she, or titles like sir or ma&rsquo;am.&nbsp;<\/p>\n<p>The training also made EMTs guess which statement was true about treating transgenders: &ldquo;transgender patients always behave erratically,&rdquo; &ldquo;transgender patients usually abuse alcohol or drugs,&rdquo; &ldquo;transgender patients are prone to the same physical conditions as any other patient,&rdquo; or &ldquo;you should ask your partner to care for the patient if you disagree with their lifestyle.&rdquo;<\/p>\n<figure>\n<figure><figcaption>\n<div>\n<p>Screenshots from the training. Courtesy | Anonymous whistleblower<\/p>\n<\/div>\n<\/figcaption><\/figure>\n<figure><\/figure>\n<\/figure>\n<h2>Placing Identity Above Ability<\/h2>\n<p>The department&rsquo;s <a href=\"https:\/\/x.com\/charliekirk11\/status\/1877550546326007965\" target=\"_blank\" rel=\"noreferrer noopener\">top three<\/a> officials, including Crowley, drew scrutiny during the wildfires as the &ldquo;top fire lesbians.&rdquo; They gained the nickname as LAFD&rsquo;s commitment to DEI, rather than training or competence, came to light. Crowley advanced a &ldquo;<a href=\"https:\/\/drive.google.com\/drive\/folders\/1NKfkT2vS_xx_gzNYaBtny3d5TRB_OFI_\" target=\"_blank\" rel=\"noreferrer noopener\">strategic plan<\/a>&rdquo; to subvert the LAFD with DEI, as The Federalist previously reported.<\/p>\n<p>LAFD <a href=\"https:\/\/www.linkedin.com\/in\/kristine-larson-23b0b425a\/\" target=\"_blank\" rel=\"noreferrer noopener\">Deputy Chief<\/a> Kristine Larson drew criticism for blaming victims if female firefighters cannot rescue them.<\/p>\n<p>&ldquo;&lsquo;You couldn&rsquo;t carry my husband out of a fire.&rsquo; Which my response is, &lsquo;He got himself in the wrong place if I have to carry him out of a fire,&rsquo;&rdquo; Larson said. Larson <a href=\"https:\/\/lafd.org\/equity-and-human-resources-bureau\" target=\"_blank\" rel=\"noreferrer noopener\">heads<\/a> the department&rsquo;s Equity and Human Resources Bureau, according to the department&rsquo;s website. She has a DEI certification and was <a href=\"https:\/\/www.linkedin.com\/in\/kristine-larson-23b0b425a\/\" target=\"_blank\" rel=\"noreferrer noopener\">promoted<\/a> from assistant chief to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/somethings-brewing-dan-scavino-posts-series-of-tweets-after-raucous-oval-office-meeting-trump-is-ready-to-take-action\/\" title=\"SOMETHING\u2019S BREWING! Dan Scavino Posts Series of Tweets After Raucous Oval Office Meeting \u2013 Trump Is Ready to Take Action\">deputy chief<\/a> in August, per LinkedIn.<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>LAFD Assistant Chief Kristine Larson: <\/p>\n<p>&#8220;Am I able to carry your husband out of a fire? He got himself in the wrong place.&#8221; <a href=\"https:\/\/t.co\/BofTVr6dWP\">pic.twitter.com\/BofTVr6dWP<\/a><\/p>\n<\/div>\n<p>&mdash; End Wokeness (@EndWokeness) <a href=\"https:\/\/twitter.com\/EndWokeness\/status\/1877458240050446339?ref_src=twsrc%5Etfw\">January 9, 2025<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>Another one of the &ldquo;top fire lesbians&rdquo; &mdash; Assistant Chief Kristina Kepner &mdash; was accused of <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-14287897\/lafd-chief-kristina-kepner-assault-boss-crowley-cover-promotion.html\" target=\"_blank\" rel=\"noreferrer noopener\">violently assaulting<\/a> her ex-girlfriend, according to The Daily Mail. The victim &mdash; who obtained a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bail-agent-arrested-for-killing-man-with-no-warrants-in-front-of-cops\/\" title=\"Bail Agent Arrested For Killing Man With No Warrants In Front Of Cops\">domestic violence restraining order<\/a> against Kepner in 2021 &mdash; claims Crowley covered up the assault and promoted Kepner anyway.&nbsp;<\/p>\n<p>In December 2020, then-Fire Chief Ralph Terrazas issued an <a href=\"https:\/\/ens.lacity.org\/lafd\/lafdreportarchv\/lafdlafdreport1864147320_01292021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">update<\/a> on the &ldquo;LAFD Gender Equity Plan.&rdquo; It featured graphs comparing women firefighters to the overall number of personnel, and breaking them down by race. The department pledged to &ldquo;recruit a workforce reflective of the city&rsquo;s population&rdquo; by expanding &ldquo;outreach to underrepresented groups.&rdquo;<\/p>\n<div>\n<figure><figcaption>\n<div>\n<p>Screenshot | 2020 Gender Equity update<\/p>\n<\/div>\n<\/figcaption><\/figure>\n<\/div>\n<p>Crowley gave an <a href=\"https:\/\/ens.lacity.org\/lafd\/lafdreportarchv\/lafdlafdreport1864164200_08112022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">update<\/a> on the plan in 2022, again analyzing the number of female firefighters and their racial makeup. She said the LAFD had a &ldquo;target of obtaining 5% women.&rdquo;<strong> <\/strong>&ldquo;The LAFD is committed to increasing the number of women in leadership positions&hellip;,&rdquo; Crowley said.<\/p>\n<div>\n<figure><figcaption>\n<div>\n<p>Screenshot | 2022 Gender Equity update<\/p>\n<\/div>\n<\/figcaption><\/figure>\n<\/div>\n<p>But the issue goes far beyond Crowley, Kepner, Larson, or even the LAFD. Los Angeles advances &ldquo;<a href=\"https:\/\/personnel.lacity.gov\/employee-resources\/owe\/citywide-dei-initiatives.html\" target=\"_blank\" rel=\"noreferrer noopener\">citywide DEI initiatives<\/a>&rdquo; to create &ldquo;a culture that appreciates, welcomes, and embraces a diverse workforce,&rdquo; according to its website. Meanwhile, the city&rsquo;s <a href=\"https:\/\/personnel.lacity.gov\/doc.cfm?get=owe-policy\" target=\"_blank\" rel=\"noreferrer noopener\">Workplace Equity Policy<\/a> labels &ldquo;Gender, Gender Expression and\/or Gender Identity&rdquo; as &ldquo;Protected Categories&rdquo; and gives an overly-broad definition of harassment. Then-Mayor Eric Garcetti enacted the <a href=\"https:\/\/web.archive.org\/web\/20250217192351\/https:\/\/lacity.gov\/sites\/g\/files\/wph2121\/files\/2022-12\/garcetti_ed34.pdf\">policy<\/a> in 2022 to advance &ldquo;equity&rdquo; and combat &ldquo;all types of harassment and discrimination.&rdquo;<\/p>\n<p>In the wake of Black Lives Matter in 2020, Garcetti signed the &ldquo;<a href=\"https:\/\/web.archive.org\/web\/20230202010817\/https:\/\/lacity.gov\/sites\/g\/files\/wph2121\/files\/2021-04\/mayorgarcettiexecutivedirective27.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Racial Equity in City Government<\/a>&rdquo; executive directive &mdash; <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/exclusive-la-pushes-radical-gender-ideology-on-city-employees\/\" title=\"Exclusive: LA Pushes Radical ... Ideology On ...\">leveraging critical race theory<\/a> to transform the city&rsquo;s institutions with things like &ldquo;implicit bias&rdquo; training, &ldquo;outreach to certain underrepresented groups,&rdquo; and a &ldquo;Racial Equity Task Force.&rdquo;<\/p>\n<p>President Donald Trump recently <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-illegal-discrimination-and-restoring-merit-based-opportunity\/\" target=\"_blank\" rel=\"noreferrer noopener\">directed<\/a> federal agencies to double down on enforcing the Civil Rights Act of 1964 which bans &ldquo;discrimination based on race, color, religion, sex, or national origin&rdquo; &mdash; even in the form of &ldquo;illegal DEI and DEIA policies.&rdquo;<\/p>\n<p>But as The Federalist previously reported, Los Angeles has continued pushing radical <a href=\"https:\/\/thefederalist.com\/2025\/02\/12\/exclusive-los-angeles-pushes-radical-gender-ideology-on-city-employees-in-defiance-of-trumps-executive-order\/\" target=\"_blank\" rel=\"noreferrer noopener\">gender ideology<\/a> on all its city employees in violation of Trump&rsquo;s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/defending-women-from-gender-ideology-extremism-and-restoring-biological-truth-to-the-federal-government\/\" target=\"_blank\" rel=\"noreferrer noopener\">executive order<\/a> protecting women&rsquo;s privacy at work. Specifically, the city requires all employees to take training saying men who think they are women must be allowed in women&rsquo;s restrooms or locker rooms. It also indoctrinated employees on terms like &ldquo;genderqueer,&rdquo; &ldquo;two spirit,&rdquo; and &ldquo;transpawn.&rdquo;<\/p>\n<h2>Neglecting Emergency Response<\/h2>\n<p>Bass, a former <a href=\"https:\/\/web.archive.org\/web\/20250217192351\/https:\/\/lacity.gov\/sites\/g\/files\/wph2121\/files\/2022-12\/garcetti_ed34.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">congresswoman<\/a>, cannot save face by blaming the city&rsquo;s calamitous fire response on Crowley alone. On a much deeper and wider level, the city&rsquo;s emphasis on DEI instead of competence has led it to struggle to provide basic services like emergency response.&nbsp;<\/p>\n<p>Bass cut <a href=\"https:\/\/abc7.com\/post\/los-angeles-cut-175m-fire-department-budget-months-before-palisades-signed-mayor-karen-bass\/15782731\/\" target=\"_blank\" rel=\"noreferrer noopener\">$17.5 million<\/a> from the LAFD budget just months before the fires broke out, and just weeks prior, she said in a <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-14271021\/los-angeles-mayor-karen-bass-fires-department-budget-cuts.html\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> the LAFD might need to cope with nearly $49 million in additional cuts, which would <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/la-fire-chief-made-dei-a-top-department-priority-docs-show\/\" title=\"LA ... Made ... A ... ... Priority, Docs Show\">close 16 fire stations<\/a>. The city&rsquo;s negligent dealing with resources seeps into vital functions like emergency response.&nbsp;<\/p>\n<p>When the fires first broke out, more than 1,000 additional firefighters were available for deployment, according to a <a href=\"https:\/\/mayor.lacity.gov\/news\/mayor-bass-removes-chief-crowley-effective-immediately\" target=\"_blank\" rel=\"noreferrer noopener\">release<\/a> from Bass&rsquo; office &mdash; and instead, they were &ldquo;sent home.&rdquo; But, as United Firefighters of Los Angeles City (UFLAC) President Freddy Escobar told KTLA, the city had &ldquo;<a href=\"https:\/\/www.youtube.com\/watch?v=_RwRbSuQTfc\">hundreds<\/a> of ambulances, trucks, and engines at our maintenance yard that were cut by the mayor&rsquo;s budget that need to be repaired.&rdquo;&nbsp;<\/p>\n<p>&ldquo;How can our members fill those spots if we don&rsquo;t have the apparatus to put them, or the equipment to put them on?&rdquo; Escobar asked.&nbsp;<\/p>\n<figure>\n<p><span><\/p>\n<blockquote data-width=\"500\" data-dnt=\"true\">\n<div lang=\"en\" dir=\"ltr\">\n<p>There are no words to describe this<\/p>\n<p>Journalist goes to Los Angeles Fire Department repair yard and was able to record just how many vehicles are waiting to be repaired<\/p>\n<p>ENDLESS amounts of vehicles that could be used to fight the Pacific Palisades fires. Gavin Newsom must RESIGN&hellip; <a href=\"https:\/\/t.co\/DrdGXzi174\">pic.twitter.com\/DrdGXzi174<\/a><\/p>\n<\/div>\n<p>&mdash; Wall Street Apes (@WallStreetApes) <a href=\"https:\/\/twitter.com\/WallStreetApes\/status\/1879015966199128313?ref_src=twsrc%5Etfw\">January 14, 2025<\/a><\/p><\/blockquote>\n<p><\/span> <\/p>\n<\/figure>\n<p>UFLAC&rsquo;s executive board said in an emailed <a href=\"https:\/\/mailchi.mp\/uflac\/cism-16932776?e=04f67c8d5f\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> that LAFD still has &ldquo;nearly 100 broken down fire engines, trucks, and ambulances in the maintenance yard because of civilian mechanic job cuts.&rdquo; The union said Crowley is &ldquo;being made a scapegoat from a devastating fire&rdquo; without a &ldquo;full investigation.&rdquo;&nbsp;<\/p>\n<p>&ldquo;The reality is our fire department has been understaffed and under resourced for years &mdash; including during Mayor Bass&rsquo; time in office,&rdquo; the statement reads. &ldquo;This is a city that has neglected its fire department and can&rsquo;t even pay our firefighters correctly&hellip;&rdquo;<\/p>\n<p>Los Angeles has been <a href=\"https:\/\/thefederalist.com\/2025\/01\/15\/la-fire-chief-made-dei-one-of-departments-top-priorities-docs-show\/\" target=\"_blank\" rel=\"noreferrer noopener\">fumbling the payroll<\/a> of city employees, including firefighters, for months, as The Federalist previously reported.&nbsp;<\/p>\n<p>Meanwhile, LAFD ambulances were stretched dangerously thin during the recent wildfires, leaving much of the city <a href=\"https:\/\/thefederalist.com\/2025\/01\/14\/whistleblower-a-year-later-la-paramedics-are-still-left-working-with-expired-medication-as-they-respond-to-fires\/\" target=\"_blank\" rel=\"noreferrer noopener\">out of reach<\/a>, as The Federalist reported at the time. Meanwhile, the city left its EMTs working from ambulances with expired medication like nitroglycerin spray, epinephrine, and Midazolam.<\/p>\n<p>&ldquo;Our firefighters did their job during the Palisades Fire against enormous obstacles. Not enough firefighters, not enough working rigs, broken down fire hydrants and a water supply that ran dry,&rdquo; reads the statement from UFLAC. &ldquo;All of this occurred, yet the fire chief is being singled out and has been made the scapegoat.&rdquo;<\/p>\n<p>Even though Crowley is gone, Bass and other city officials must still answer for their role in hindering response to the fires which left many of the city&rsquo;s most prominent neighborhoods in ruins.<\/p>\n<hr>\n<p>      Logan Washburn is a <a href=\"https:\/\/amzn.to\/3YuVZYV\">staff writer covering election integrity<\/a>.
