return false;\" title=\"Printer Friendly, PDF &amp; Email\"><span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span><\/a><\/span><\/li>\n<\/ul><\/div>\n<p>Riding high on their party&rsquo;s 2024 election wins, Republican lawmakers in several states are making a concerted effort to keep foreign money out of ballot initiative campaigns. <\/p>\n<p>On Monday, the Missouri Senate Local Government, Elections and Pensions Committee <a href=\"https:\/\/hepaction.org\/honest-elections-project-action-applauds-missouri-senate-committee-for-advancing-ban-on-foreign-funding-of-ballot-issues\/\" target=\"_blank\" rel=\"noreferrer noopener\">advanced<\/a> legislation (<a href=\"https:\/\/www.billtrack50.com\/billdetail\/1755166\" target=\"_blank\" rel=\"noreferrer noopener\">SB 152<\/a>) designed to restrict noncitizens&rsquo; ability to affect the outcome of ballot measures considered by voters. Specifically, the bill includes provisions prohibiting foreign nationals from &ldquo;directly or indirectly&rdquo; giving monies to such causes with the intent to &ldquo;influence a ballot measure.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-580176162\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>SB 152 will now head to the full Missouri Senate for consideration. <\/p>\n<p>While federal law <a href=\"https:\/\/ballotpedia.org\/Laws_governing_foreign_spending_in_ballot_measure_campaigns\" target=\"_blank\" rel=\"noreferrer noopener\">bans<\/a> the acceptance and use of foreign money in candidate elections, such safeguards are not in place in many states when it comes to ballot initiative campaigns. <\/p>\n<p>This issue rose to prominence during recent elections in Ohio, where the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/sixteen-thirty-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sixteen Thirty Fund<\/a>, a <a href=\"https:\/\/amzn.to\/3YuVZYV\">left-wing dark money group<\/a>, poured millions of dollars into Democrat-aligned organizations involved in statewide ballot campaigns. As <a href=\"https:\/\/americansforpublictrust.org\/wp-content\/uploads\/2024\/04\/APT_1630_Ballot_Spending_Report_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> in a 2024 Americans for Public Trust report, the Sixteen Thirty Fund has received &ldquo;hundreds of millions of dollars&rdquo; from the <a href=\"https:\/\/www.influencewatch.org\/non-profit\/berger-action-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Berger Action Fund<\/a>, a 501(c)(4) organization bankrolled by left-wing Swiss national <a href=\"https:\/\/www.influencewatch.org\/person\/hansjorg-wyss\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hansj&ouml;rg Wyss<\/a>.<\/p>\n<p>According to a local ABC affiliate, the Sixteen Thirty Fund&nbsp;<a href=\"https:\/\/www.news5cleveland.com\/news\/politics\/ohio-politics\/ohio-senate-passes-bill-to-stop-foreign-donations-on-ballot-campaigns\" target=\"_blank\" rel=\"noreferrer noopener\">dumped<\/a>&nbsp;more than $11 million into the pockets of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/splc-wont-say-whether-it-plans-to-designate-left-wing-groups-supporting-slaughter-in-israel-as-hate-groups\/\" title=\"SPLC silent on labeling left-wing groups backing Israel&#039;s violence as hate groups.\">left-wing groups backing<\/a> a 2023 Ohio pro-abortion ballot initiative and aiming to defeat a ballot measure that sought to raise the threshold to amend the Ohio Constitution. The Sixteen Thirty Fund&rsquo;s influence was also notable in Ohio&rsquo;s 2024 elections, in which the organization <a href=\"https:\/\/thefederalist.com\/2024\/09\/05\/democrats-are-weaponizing-dark-money-and-ballot-initiatives-to-turn-red-states-blue\/\" target=\"_blank\" rel=\"noreferrer noopener\">gave<\/a> $6 million to the&nbsp;<a href=\"https:\/\/www.ohiosenate.gov\/news\/on-the-record\/citizens-not-politicians-is-actually-run-by-democratic-party-bosses-from-the-dc-swamp\" target=\"_blank\" rel=\"noreferrer noopener\">group<\/a>&nbsp;behind a Democrat-backed redistricting amendment on the same day Gov. Mike DeWine&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/ohio-gov-mike-dewine-calls-special-session-bidens-ballot-access-rcna153829\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a>&nbsp;a special legislative session to pass legislation prohibiting foreign money in ballot campaigns. <\/p>\n<p>DeWine ultimately signed such a bill into law, which was later <a href=\"https:\/\/thefederalist.com\/2024\/10\/09\/court-safeguards-barring-foreign-money-in-ohio-ballot-campaigns-can-take-effect-for-2024-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">upheld<\/a> by a federal appellate court following a legal challenge brought by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kamala-harris-condemns-d-c-demonstrators-despite-past-encouragement-of-violent-blm-mobs\/\" title=\"Kamala Harris condemns D.C. demonstrators despite past encouragement of violent BLM mobs\">left-wing activists<\/a>. <\/p>\n<p>But Missouri is hardly the only state where Republicans are following in Ohio&rsquo;s footsteps to close loopholes exploited by foreign actors who are seeking to interfere in U.S. elections.<\/p>\n<p>On Wednesday, a Kansas Senate committee is slated to consider a bill (<a href=\"https:\/\/kslegislature.gov\/li\/b2025_26\/measures\/hb2106\/\" target=\"_blank\" rel=\"noreferrer noopener\">HB 2106<\/a>) that would bar contributions made by noncitizens in state constitutional amendment campaigns. The measure previously passed the House earlier this month with broad support (94-25). <\/p>\n<p>In Indiana, House lawmakers overwhelmingly passed (92-4) a bill (<a href=\"https:\/\/iga.in.gov\/legislative\/2025\/bills\/house\/1467\/details\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1467<\/a>) last week that aims to prohibit the use and acceptance of foreign money in elections concerning a &ldquo;public question.&rdquo; The measure will now be considered by the GOP-controlled Senate.<\/p>\n<p><strong>[RELATED:[RELATED:<a href=\"https:\/\/thefederalist.com\/2025\/02\/11\/can-these-republican-bills-thwart-democrats-weaponization-of-ballot-initiatives-before-its-too-late\/\" target=\"_blank\" rel=\"noreferrer noopener\">Can These Republican Bills Thwart Democrats&rsquo; Weaponization Of Ballot Initiatives Before It&rsquo;s Too Late?<\/a>]<\/strong><\/p>\n<p>Republicans in <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1767768\" target=\"_blank\" rel=\"noreferrer noopener\">Kentucky<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1801030\" target=\"_blank\" rel=\"noreferrer noopener\">Mississippi<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1820972\" target=\"_blank\" rel=\"noreferrer noopener\">Tennessee<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1815633\" target=\"_blank\" rel=\"noreferrer noopener\">Utah<\/a>, and <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1809394\" target=\"_blank\" rel=\"noreferrer noopener\">Wyoming<\/a> have introduced and advanced similar legislation in recent weeks.
