And an impeachment movement was already afoot.<\/p>\n<p>On Jan. 31, McConnell issued an order blocking a Trump move that halted already-approved federal grants, as <a href=\"https:\/\/thehill.com\/regulation\/court-battles\/5119651-judge-blocks-trump-federal-funding-freeze\/\" target=\"_blank\" rel=\"noopener\">The Hill<\/a> reported.
