These measures have all, to some degree, been blocked by judges who have a history of engaging in activism from the bench and supporting Democrats, financially or otherwise.<\/p>\n<h2 class=\"wp-block-heading\">Judge Paul Engelmayer<\/h2>\n<p>Manhattan-based U.S. District Judge Paul Engelmayer <a href=\"https:\/\/www.cnn.com\/2025\/02\/08\/politics\/elon-musk-doge-treasury-payment-system\/index.html\" target=\"_blank\" rel=\"noopener\" title=\"\">issued <\/a>a preliminary injunction on Feb. 8 stopping DOGE from accessing Treasury Department records, arguing that the inquiries could place sensitive personal information at risk and that the efficiency department likely <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-6-biggest-lies-youve-been-told-about-the-texas-abortion-law\/\" title=\"The 6 Biggest Lies You\u2019ve Been Told About The Texas Abortion Law\">lacks legal authority<\/a>.&nbsp;<\/p>\n<p>Engelmayer has a long history of derailing Trump&rsquo;s agenda. In 2019, for instance, the judge <a href=\"https:\/\/www.npr.org\/sections\/health-shots\/2019\/11\/06\/776765601\/judge-scraps-conscience-rule-protecting-doctors-who-deny-care-for-religious-reas\" target=\"_blank\" rel=\"noopener\" title=\"\">overturned<\/a> a federal rule that would have <a href=\"https:\/\/amzn.to\/3YuVZYV\">granted healthcare workers greater leeway<\/a> in opting out of providing procedures, such as abortions, for religious reasons. Hospitals and clinics that didn&rsquo;t comply with the rule could&rsquo;ve seen their federal funding cut. The judge said the Trump administration &ldquo;acted arbitrarily and capriciously&rdquo; by promulgating the rule.<\/p>\n<p>The judge&rsquo;s support of liberal policies is more than ideological. Federal records <a href=\"https:\/\/www.fec.gov\/data\/receipts\/individual-contributions\/?contributor_name=paul%20engelmayer\" target=\"_blank\" rel=\"noopener\" title=\"\">show<\/a> that while <a href=\"https:\/\/www.wilmerhale.com\/en\/insights\/news\/partner-paul-engelmayer-confirmed-to-us-district-court-august-3-2011\" target=\"_blank\" rel=\"noopener\" title=\"\">working<\/a> for the Democratic-aligned law firm WilmerHale, he personally donated nearly $30,000 to Democratic candidates between 1992 and 2010, with Barack Obama&rsquo;s 2008 presidential campaign being one of the largest beneficiaries. Engelmayer was later appointed to the federal bench by Obama.<\/p>\n<p>Rep. Eli Crane (R-AZ) said he is <a href=\"https:\/\/x.com\/RepEliCrane\/status\/1889325206998556730\" target=\"_blank\" rel=\"noopener\" title=\"\">drafting<\/a> articles of impeachment for Engelmayer.<\/p>\n<h2 class=\"wp-block-heading\">Judge Angel Kelley<\/h2>\n<p>Ruling from a federal district court in Boston, Judge Angel Kelley <a href=\"https:\/\/thehill.com\/policy\/healthcare\/5137047-federal-judge-restrains-nih-research\/\" target=\"_blank\" rel=\"noopener\" title=\"\">granted<\/a> a temporary restraining order on Monday against the Trump administration&rsquo;s attempt to cut &ldquo;indirect costs&rdquo; tied up in NIH research grants, which represent funds designated to administrative costs at universities or research centers not directly tied to research.&nbsp;<\/p>\n<p>Kelley, an appointee of former President Joe Biden, was <a href=\"https:\/\/archive.ph\/svmQK#selection-1389.0-1389.230\" target=\"_blank\" rel=\"noopener\" title=\"\">introduced<\/a> during her confirmation hearing by Sen. Elizabeth Warren (D-MA) as someone who &ldquo;has made it a personal mission to bring about change through her role on the bench.&rdquo; Kelley <a href=\"https:\/\/www.judiciary.senate.gov\/imo\/media\/doc\/Kelley%20QFR%20Responses1.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">describes <\/a>herself as someone who believes &ldquo;there is systemic racism in almost all systems, particularly the court system,&rdquo; and that diversity is an important factor in making decisions.&nbsp;<\/p>\n<p>Among the legal decisions rendered by Kelley was a <a href=\"https:\/\/masslawyersweekly.com\/2024\/03\/20\/officer-disciplined-over-george-floyd-post-cant-bring-free-speech-claim\/\" target=\"_blank\" rel=\"noopener\" title=\"\">ruling <\/a>that a police officer could be punished by his department for calling George Floyd, who was a felon, a &ldquo;criminal&rdquo; due to the timing of his statement. Kelley also <a href=\"https:\/\/www.bostonherald.com\/2024\/08\/13\/massachusetts-hospital-employee-who-was-fired-after-not-getting-covid-vaccine-scores-win-in-appeals-court\/\" target=\"_blank\" rel=\"noopener\" title=\"\">dismissed <\/a>a religious discrimination case brought by a hospital employee who was fired for not being vaccinated and <a href=\"https:\/\/masslawyersweekly.com\/2023\/01\/17\/municipal-vaccination-requirement-emotional-distress\/\" target=\"_blank\" rel=\"noopener\" title=\"\">several<\/a> <a href=\"https:\/\/masslawyersweekly.com\/wp-content\/blogs.dir\/1\/files\/2024\/12\/02-585-24.pdf\" target=\"_blank\" rel=\"noopener\" title=\"\">other <\/a><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/slew-of-unusual-adverse-events-becoming-more-common-after-covid-vaccine-rollout\/\" title=\"Slew of Unusual Adverse Events Becoming More Common After COVID Vaccine Rollout\">vaccine-related cases<\/a>.<\/p>\n<h2 class=\"wp-block-heading\">Judge Amy Berman Jackson<\/h2>\n<p>Judge Amy Berman Jackson, who was appointed by Obama to the United States District Court for the District of Columbia, <a href=\"https:\/\/thehill.com\/regulation\/court-battles\/5137487-judge-whistleblower-protection-office\/\" target=\"_blank\" rel=\"noopener\" title=\"\">ruled <\/a>on Monday that special counsel Hampton Dellinger, who handles whistleblower issues and Hatch Act compliance, could return to his job after being fired by Trump.<\/p>\n<figure class=\"wp-block-image size-full\"><figcaption class=\"wp-element-caption\">Judge Amy Berman Jackson at an awards breakfast for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/i-cant-believe-youve-been-nominated-sen-hawley-grills-biden-judicial-nominee-over-her-work-for-southern-poverty-law-center\/\" title=\"\u2018I Can\u2019t Believe You\u2019ve Been Nominated\u2019: Sen Hawley Grills Biden Judicial Nominee Over Her Work For Southern Poverty Law Center\">pro bono counsel<\/a> at the E. She <a href=\"https:\/\/www.nytimes.com\/2020\/02\/20\/us\/roger-stone-40-months-sentencing-verdict.html\" target=\"_blank\" rel=\"noopener\" title=\"\">sentenced <\/a>Stone to over three years in prison after he was found guilty of lying under oath and handed down <a href=\"https:\/\/www.voanews.com\/a\/capitol-rioter-a-one-man-wrecking-ball-gets-7-year-term-\/6766033.html\" target=\"_blank\" rel=\"noopener\" title=\"\">harsh <\/a><a href=\"https:\/\/www.nbcphiladelphia.com\/news\/national-international\/far-right-extremist-riley-williams-sentenced-to-3-years-in-prison-for-storming-capitol-on-jan-6\/3530705\/\" target=\"_blank\" rel=\"noopener\" title=\"\">sentences <\/a>to people convicted in connection with the Jan. 6 Capitol riot, <a href=\"https:\/\/apnews.com\/article\/capitol-siege-iraq-middle-east-elections-amy-berman-jackson-59d2550b3036ed48d8d4e41a84617d73\" target=\"_blank\" rel=\"noopener\" title=\"\">including <\/a>a wounded global war on terrorism veteran.&nbsp;<\/p>\n<p>Before ascending to the bench, Jackson donated at least $1,500 to Democratic candidates, campaign finance records <a href=\"https:\/\/www.opensecrets.org\/search?q=amy+berman+jackson&amp;type=donors\" target=\"_blank\" rel=\"noopener\" title=\"\">show<\/a>.<\/p>\n<h2 class=\"wp-block-heading\">Judge John J. McConnell Jr.<\/h2>\n<p>Another Obama appointee, Chief Judge of the U.S. District Court for the District of Rhode Island John J. McConnell Jr., <a href=\"https:\/\/dailycaller.com\/2025\/02\/10\/federal-judge-john-mcconnell-jr-trump-admin-criminal-charges-spending-freeze-dem-donor\/\" target=\"_blank\" rel=\"noopener\" title=\"\">ordered <\/a>the Trump administration to reverse its freeze of federal grant funding on Monday, suggesting that the Trump administration officials responsible for carrying out the spending pause could face criminal charges.&nbsp;<\/p>\n<p>McConnell has perhaps the strongest financial ties to the Democratic Party among the judges who have gotten in the way of the president&rsquo;s efficiency agenda. A <em>Daily Caller News Foundation <\/em><a href=\"https:\/\/dailycaller.com\/2025\/02\/10\/federal-judge-john-mcconnell-jr-trump-admin-criminal-charges-spending-freeze-dem-donor\/\" target=\"_blank\" rel=\"noopener\" title=\"\">report <\/a>published Monday found that he donated hundreds of thousands of dollars to Democratic political committees during his time as a private attorney, including a significant chunk to Obama, who later nominated him to the federal bench.&nbsp;<\/p>\n<p>McConnell&rsquo;s wife is also a major donor, <a href=\"https:\/\/rollcall.com\/2020\/03\/20\/federal-judges-from-political-players-to-lifetime-appointments\/\" target=\"_blank\" rel=\"noopener\" title=\"\">giving <\/a>over a quarter million dollars to Democratic candidates and PACs in the years leading up to her husband becoming a federal judge.<\/p>\n<p>Finances aside, McConnell served as the director of Rhode Island Planned Parenthood for four years and has collaborated with the American Civil Liberties Union, an anti-Trump legal group.<\/p>\n<h2 class=\"wp-block-heading\">Judge Colleen Kollar-Kotelly<\/h2>\n<p>The judge who <a href=\"https:\/\/www.foxnews.com\/politics\/federal-judge-orders-limited-doge-access-sensitive-treasury-department-payment-system-records\" target=\"_blank\" rel=\"noopener\" title=\"\">blocked <\/a>DOGE from accessing Treasury Department payment records, Colleen Kollar-Kotelly, was <a href=\"https:\/\/www.fjc.gov\/history\/judges\/kollar-kotelly-colleen\" target=\"_blank\" rel=\"noopener\" title=\"\">nominated <\/a>to the bench by then-President Bill Clinton in 1997.&nbsp;<\/p>\n<p>She is the same judge who, in 2024, <a href=\"https:\/\/www.detroitcatholic.com\/news\/federal-judge-sentences-6-more-pro-life-activists-to-federal-prison-terms\" target=\"_blank\" rel=\"noopener\" title=\"\">sentenced <\/a><a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/americans-remember-the-48th-annual-march-for-life\/\" title=\"Americans remember the 48th annual March for Life\">anti-abortion activists<\/a> to prison after they staged a protest at an abortion clinic. As Kollar-Kotelly was <a href=\"https:\/\/www.foxnews.com\/media\/judge-tells-elderly-pro-life-activist-concerned-dying-prison-make-every-effort-remain-alive\" target=\"_blank\" rel=\"noopener\" title=\"\">sentencing <\/a>a 75-year-old Catholic woman for praying in front of the clinic, the woman&rsquo;s husband and attorney pleaded with her for mercy, citing the woman&rsquo;s advanced age and rapidly declining health.&nbsp;<\/p>\n<p>&ldquo;I feel like Paulette is dying,&rdquo; her husband said. &ldquo;In my heart, I think she&rsquo;s having a hard time staying alive.&rdquo;&nbsp;<\/p>\n<p>Kollar-Kotelly responded to the plea by sentencing the elderly and ill woman to two years in federal prison and by insulting her faith.<\/p>\n<p>&ldquo;I would suggest that, in terms of your religion, that one of the tenets is that you should make the effort during this period of time, when it may be difficult in terms of for your husband, to make every effort to remain alive, to do the things that you need to do to survive because that&rsquo;s part of the tenets of your religion,&rdquo; Kollar-Kotelly said.<\/p>\n<p>Trump <a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3298982\/trump-pardons-anti-abortion-defendants\/\" target=\"_blank\" rel=\"noopener\" title=\"\">pardoned<\/a> the anti-abortion activists during the early days of his second administration.<\/p>\n<figure class=\"wp-block-image size-full\"><figcaption class=\"wp-element-caption\">Mary Cheh, right, is sworn in as Ward Three councilwoman by Colleen Kollar-Kotelly, district judge of the United States District Court for the District of Columbia, during the 2015 District of Columbia Inauguration ceremony at the Convention Center in Washington on Friday, Jan. 2, 2015. (AP Photo\/Carolyn Kaster)<\/figcaption><\/figure>\n<p>Kollar-Kotelly was also the judge <a href=\"https:\/\/edition.cnn.com\/2017\/10\/30\/politics\/judge-blocks-trump-transgender-military-ban\/index.html\" target=\"_blank\" rel=\"noopener\" title=\"\">responsible <\/a>for blocking Trump&rsquo;s 2017 memorandum attempting to ban transgender people from serving in the armed forces.<\/p>\n<h2 class=\"wp-block-heading\">Judge George O&rsquo;Toole Jr.<\/h2>\n<p>U.S. District Judge George O&rsquo;Toole Jr. <a href=\"https:\/\/abcnews.go.com\/US\/judge-request-block-trumps-federal-government-employee-buyout\/story?id=118535508\" target=\"_blank\" rel=\"noopener\" title=\"\">temporarily blocked<\/a> the Trump administration from carrying out its program allowing civil servants to resign but still receive pay and benefits through Sept. 30 in an effort to reduce the number of bureaucrats serving in government. O&rsquo;Toole later lifted the block, and one senior Trump administration official <a href=\"https:\/\/www.semafor.com\/article\/02\/12\/2025\/75000-workers-accept-trump-buyout-program\" target=\"_blank\" rel=\"noopener\" title=\"\">told <\/a><em>Semafor <\/em>that roughly 75,000 civil servants have accepted the offer.<\/p>\n<p>O&rsquo;Toole also <a href=\"https:\/\/www.huffpost.com\/entry\/federal-judge-temporarily-blocks-transfer-trans-woman-mens-prison_n_679c20f8e4b00e131fe2588f\" target=\"_blank\" rel=\"noopener\" title=\"\">temporarily blocked<\/a> part of Trump&rsquo;s executive order recognizing only two sexes from going into effect, stopping prison officials from moving transgender women to men&rsquo;s prisons.<\/p>\n<h2 class=\"wp-block-heading\">Judge John Bates<\/h2>\n<p>Washington, D.C.-based District Judge John Bates has the distinction of being a Republican-appointed judge who has historically stood in the way of Trump&rsquo;s agenda.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><\/strong><\/a><\/p>\n<p>Bates, <a href=\"https:\/\/www.fjc.gov\/history\/judges\/bates-john-d\" target=\"_blank\" rel=\"noopener\" title=\"\">nominated <\/a>to the U.S. District Court for the District of Columbia by then-President George W. Bush in 2001, <a href=\"https:\/\/fox8.com\/news\/health\/ap-health\/ap-judge-tells-agencies-to-restore-webpages-and-data-removed-after-trumps-executive-order\/\" target=\"_blank\" rel=\"noopener\" title=\"\">ordered <\/a>government agencies on Tuesday to restore webpages promoting gender ideology, arguing that they had been taken down &ldquo;without adequate notice or reasoned explanation.&rdquo;<\/p>\n<p>Bates clashed with Trump in 2018 when he <a href=\"https:\/\/www.texastribune.org\/2018\/04\/24\/federal-judge-says-trump-administration-must-allow-new-daca-applicatio\/\" target=\"_blank\" rel=\"noopener\" title=\"\">required <\/a>the president&rsquo;s administration to continue processing new Deferred Action for Childhood Arrivals applications.
