A notable step was taken when the \u200dGOP-controlled \u2062Kansas Senate passed legislation, SB 6, \u2064aiming to prohibit RCV in elections, which is now \u2062awaiting action from the state House. \u2062Critics of RCV, who often refer to it as \u2062&#8221;rigged-choice \u2063voting,&#8221; argue that it complicates elections, leads\u2062 to higher rates of\u200d discarded ballots, and tends to favor \u200dDemocratic\u2063 candidates. \u2062In the wake of voter defeats \u2063over RCV initiatives, Republicans in states such as \u2062Iowa, North Dakota, South \u200bCarolina, Texas, and\u2062 Wyoming have\u200d filed similar bills to ban the\u200d voting method. return false;\" title=\"Printer Friendly, PDF &amp; Email\"><span id=\"printfriendly-text2\" class=\"pf-button-text\"><i class=\"mdi mdi-printer\" aria-hidden=\"true\"><\/i><\/span><\/a><\/span><\/li>\n<\/ul><\/div>\n<p>After voters successfully defeated pro-ranked-choice voting (RCV) ballot initiatives in the 2024 elections, several Republican legislators are gearing up to prohibit the practice in numerous states across the country. <\/p>\n<p>On Tuesday, the GOP-controlled Kansas Senate passed legislation (<a href=\"https:\/\/www.kslegislature.gov\/li\/b2025_26\/measures\/sb6\/#:~:text=Prohibiting%20the%20use%20of%20ranked%2Dchoice%20voting%20methods%20for%20conducting%20elections.\" target=\"_blank\" rel=\"noreferrer noopener\">SB 6<\/a>) that seeks to bar the use of RCV in elections throughout the Sunflower State. The measure will now head to the state House for consideration.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"fdrlst__b89e9-868254622\">\n<div id=\"div-gpt-ad-1463670073398-0\" class=\"mb-30\"><\/div>\n<\/div>\n<p>Republicans hold <a href=\"https:\/\/kansasreflector.com\/2024\/11\/05\/election-night-results-show-republicans-preserving-supermajorities-in-kansas-house-senate\/\" target=\"_blank\" rel=\"noreferrer noopener\">supermajorities<\/a> in both chambers, which they&rsquo;ve previously used to <a href=\"https:\/\/www.cjonline.com\/story\/news\/politics\/government\/2023\/04\/29\/heres-how-kansas-republicans-fared-in-overriding-laura-kellys-vetoes\/70156044007\/\" target=\"_blank\" rel=\"noreferrer noopener\">override<\/a> vetoes issued by Democrat Gov. Laura Kelly. <\/p>\n<p>Often referred to as &ldquo;<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/these-election-integrity-initiatives-might-be-on-your-2024-ballot\/\" title=\"These Election Integrity Initiatives Might Be On Your 2024 Ballot\">rigged-choice voting&#038;rdquo<\/a>; by its critics, <a href=\"https:\/\/thefederalist.com\/tag\/ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">RCV<\/a> is a system in which voters rank candidates in order of preference. If no candidate receives more than 50 percent of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to the voter&rsquo;s second choice candidate. This process continues until one candidate receives a majority of votes.<\/p>\n<p>RCV has&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/10\/31\/ranked-choice-voting-is-the-monster-under-the-bed-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">largely<\/a>&nbsp;been&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/05\/15\/communists-cheer-ranked-choice-voting-as-a-weapon-for-defeating-conservatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushed<\/a>&nbsp;by Democrats and has led to the&nbsp;<a href=\"https:\/\/thefederalist.com\/2022\/09\/01\/sarah-palin-should-blame-lisa-murkowski-for-her-special-election-loss\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrat<\/a>&nbsp;victory of seats for which Republican candidates ultimately received the majority vote. It has also been shown to&nbsp;produce&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/03\/17\/minnesota-could-be-third-state-to-adopt-ranked-choice-voting-following-alaska-and-maine\/\" target=\"_blank\" rel=\"noreferrer noopener\">inaccurate election results<\/a>&nbsp;as well as high rates of&nbsp;<a href=\"https:\/\/thefederalist.com\/2024\/03\/06\/watch-how-ranked-choice-voting-complicates-elections-and-disenfranchises-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">discarded ballots<\/a>.<\/p>\n<p>Responding to the Kansas Senate&rsquo;s passage of SB 6, Election Transparency Initiative Chair Ken Cuccinelli <a href=\"https:\/\/electiontransparency.org\/2025\/02\/04\/kansas-senate-bans-ranked-choice-voting-scheme\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> how &ldquo;[l]eft-wing megadonors are financing a nationwide campaign to promote the disastrous voting scheme,&rdquo; which he argued is &ldquo;intended to dramatically push our politics to the Left, to elevate Left-leaning politicians, and to weaken political parties to their benefit by disenfranchising voters.&rdquo;<\/p>\n<p>Leading up to the 2024 elections, leftist and pro-RCV organizations collectively <a href=\"https:\/\/ballotpedia.org\/Results_for_ranked-choice_voting_(RCV)_and_electoral_system_ballot_measures,_2024\" target=\"_blank\" rel=\"noreferrer noopener\">poured<\/a> tens of millions of dollars into campaigns backing ballot initiatives that sought to enshrine or keep the practice in various state codes and constitutions. Much to proponents&rsquo; dismay, voters defeated every one of these measures, with the exceptions of Washington, D.C. and Alaska, where an <a href=\"https:\/\/ballotpedia.org\/Alaska_Ballot_Measure_2,_Repeal_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">initiative<\/a> repealing the state&rsquo;s RCV system was narrowly defeated. <\/p>\n<p>(Voters also passed an initiative making Missouri the <a href=\"https:\/\/ballotpedia.org\/Ranked-choice_voting_(RCV)\" target=\"_blank\" rel=\"noreferrer noopener\">11th state<\/a> to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/ohio-republican-introduces-bill-to-ban-ranked-choice-voting-in-statewide-elections\/\" title=\"Ohio Republican proposes bill to ... ... in ...wide elections.\">prohibit ranked-choice voting<\/a>).<\/p>\n<p>&ldquo;Now more than ever we need to protect the right to vote in free and fair elections voters can trust, but the Ranked-Choice Voting scheme does precisely the opposite,&rdquo; Cuccinelli said. &ldquo;It is an Election Integrity wrecking ball, is never workable and should always be prohibited.&rdquo;<\/p>\n<p>Kansas isn&rsquo;t the only state where GOP legislators are using their 2024 victories to jettison RCV into extinction, however.<\/p>\n<p>Republicans in <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1790112\" target=\"_blank\" rel=\"noreferrer noopener\">Iowa<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1779291\" target=\"_blank\" rel=\"noreferrer noopener\">North Dakota<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1757166\" target=\"_blank\" rel=\"noreferrer noopener\">South Carolina<\/a>, <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1751192\" target=\"_blank\" rel=\"noreferrer noopener\">Texas<\/a>, and <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1779131\" target=\"_blank\" rel=\"noreferrer noopener\">Wyoming<\/a> have filed bills prohibiting the practice in their respective states. A <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1804392\" target=\"_blank\" rel=\"noreferrer noopener\">bill<\/a> was also filed in Minnesota that seeks to bar local governments from adopting RCV for municipal races. <\/p>\n<p>Meanwhile, GOP legislators in <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1775569\" target=\"_blank\" rel=\"noreferrer noopener\">Alaska<\/a> and <a href=\"https:\/\/www.billtrack50.com\/billdetail\/1786910\" target=\"_blank\" rel=\"noreferrer noopener\">Maine<\/a> have put forward measures aiming to repeal their states&rsquo; use of ranked-choice voting. Passage of repeal legislation in these states in recent years has proven difficult, however.<\/p>\n<p>Despite having secured <a href=\"https:\/\/ballotpedia.org\/Alaska_State_Legislature\" target=\"_blank\" rel=\"noreferrer noopener\">majorities<\/a> in both chambers of the state legislature during the 2024 election, Alaska Republicans <a href=\"https:\/\/statecapitallobbyist.com\/uncategorized\/state-legislative-leadership-changes-and-partisan-shifts-for-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">entered<\/a> into a power-sharing arrangement with Democrats. Embraced in years prior, this agreement has stymied <a href=\"https:\/\/thefederalist.com\/2023\/02\/14\/after-ranked-choice-voting-rigged-their-elections-alaska-conservatives-fight-to-reclaim-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">past legislative efforts<\/a> to repeal the Last Frontier State&rsquo;s use of RCV. <\/p>\n<p>Unlike Alaska, Republicans are in the minority in Maine&rsquo;s legislature, where Democrats have previously <a href=\"https:\/\/thefederalist.com\/2023\/06\/14\/maine-democrats-scramble-to-rig-state-elections-with-unconstitutional-ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">blocked<\/a> GOP-led legislation aimed at repealing the state&rsquo;s RCV system. <\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
