Those regulations can be much more impactful than how lawmakers viewed their law, prompting Crews to call his findings the <a href=\"https:\/\/cei.org\/blog\/is-congress-even-trying-3248-new-rules-vs-175-laws\/\" target=\"_blank\" rel=\"noopener\" title=\"\">&ldquo;Unconstitutionality Index.&rdquo;<\/a><\/p>\n<p>Last year, for example, he said that Congress approved 175 laws.
