The inner two columns can be pushed back when unlocked by a ground-level control panel, allowing for a roughly 13-foot (4-meter) berth for vehicles to navigate through.&rdquo;<\/p>\n<p> <script type=\"text\/javascript\"> \t\t\tif ( getCookie( \"ff_subbed\" ) ) { \t\t\t\tdocument.getElementById(\"stnvideo\").remove() \t\t\t} \t\t<\/script> <\/p>\n<p>In the years since their installation, the barriers had been plagued by malfunctions &mdash; being clogged with Mardi Gras beads, for instance, according to NBC &mdash; and the city in November began a project to install a new system, according to the <a href=\"https:\/\/nola.gov\/next\/public-works\/projects\/bourbon-street-bollard-assessment-replacement-project\/\" target=\"_blank\" rel=\"noopener\">City of New Orleans website<\/a>.<\/p>\n<p>While that work was being done, the city relied on other barriers and strategically placed police vehicles to prevent potential threats.<\/p>\n<p>But as the events early Wednesday morning showed, they weren&rsquo;t enough.<\/p>\n<p>&ldquo;We did have a car there, we had barriers there, we had officers there, and they still got around,&rdquo; Police Superintendent Anne Kirkpatrick said at a news conference Wednesday, according to NBC.<\/p>\n<p>&ldquo;We did indeed have a plan, but the terrorist defeated it.&rdquo;<\/p>\n<p>The &ldquo;terrorist&rdquo; was <a href=\"https:\/\/www.westernjournal.com\/fbi-confirms-new-orleans-terrorist-isis-flag-flying-truck\/\" target=\"_blank\" rel=\"noopener\">Shamsud-Din Jabbar<\/a>, a 42-year-old native of Houston who, his brother told <a href=\"https:\/\/www.nytimes.com\/2025\/01\/01\/us\/suspect-new-orleans-texan-isis-flag.html?unlocked_article_code=1.mE4.tTNz.m2imfUBZrS96&amp;smid=url-\" target=\"_blank\" rel=\"noopener\">The New York Times<\/a>, had converted to Islam years ago.<\/p>\n<p>He was killed in a <a href=\"https:\/\/www.westernjournal.com\/new-orleans-police-officers-lauded-heroes-footage-shows-instant-reaction-terror-attack\/\" target=\"_blank\" rel=\"noopener\">shootout with police<\/a> after ramming a pickup truck into a crowd of pedestrians at the intersection of Bourbon and Canal streets, the heart of the city&rsquo;s famed French Quarter.<\/p>\n<p>According to NBC, one witness to the attack said he was surprised the barrier system was not in use for the New Year&rsquo;s Eve celebration.<\/p>\n<p>&ldquo;They weren&rsquo;t up, so you still kind of had to watch your back for cars,&rdquo; he said.<\/p>\n<p>As embarrassing as a situation might be for the city &mdash; to have a street security measure out of action for what is inarguably one of the <a href=\"https:\/\/amzn.to\/3YuVZYV\">biggest public event nights<\/a> of the year in any city &mdash; New Orleans City Council President Helena Moreno downplayed its impact on the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/reps-gaetz-greene-discuss-jan-6-events-demand-probe-into-whether-federal-govt-played-a-role-in-inciting-violence\/\" title=\"Reps.
