Thomas Sanders, 57, murdered a mother in front of her 12-year-old daughter, kidnapped the child, then&nbsp;<a href=\"https:\/\/www.justice.gov\/usao-wdla\/pr\/jury-imposes-death-sentence-las-vegas-man-kidnap-and-murder-12-year-old-girl-louisiana\" target=\"_blank\" rel=\"noreferrer noopener\">murdered<\/a>&nbsp;her four days later.<\/p>\n<p>&ldquo;Make no mistake, I condemn these murderers, grieve for the victims of their despicable acts, and ache for all the families who have suffered unimaginable and irreparable loss,&rdquo; Biden said in a statement announcing his decision.<\/p>\n<p>Biden did not spare the sentences of three federal death row prisoners: Dylann Roof, who murdered nine black parishioners in Charleston, South Carolina, in 2015;
