This engagement culminated \u2062in a contract which\u2064 required Mayes\u2019 office to cooperate closely wiht \u200dStates United while allowing the group to manage \u2063internal communications and documents.<\/p>\n<p>In\u200b July 2023, States United delivered a \u2062memo suggesting the prosecution of Trump and others involved in alleged &#8220;false elector&#8221; schemes, leading to\u2064 criminal charges against 18 individuals, including prominent Trump associates. reads a May 4, 2023, letter from <a href=\"https:\/\/statesunited.org\/our-team\/christine-sun\/\" target=\"_blank\" rel=\"noreferrer noopener\">Christine Sun<\/a>, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/senate-confirms-kathleen-hicks-as-deputy-defense-secretary\/\" title=\"Senate Confirms Kathleen Hicks as Deputy Defense Secretary\">senior vice president<\/a> for the States United Democracy Center, to <a href=\"https:\/\/web.archive.org\/web\/20230524195917\/https:\/\/azdirect.az.gov\/attorney-generals-office\" target=\"_blank\" rel=\"noreferrer noopener\">Chief Deputy<\/a> Attorney General <a href=\"https:\/\/www.linkedin.com\/in\/daniel-barr-a7480a7\/\" target=\"_blank\" rel=\"noreferrer noopener\">Dan Barr<\/a>.<\/p>\n<div class=\"fdrlst__b89e9-paragraph-2 d-flex justify-content-center\" style=\"margin-left: auto; Jeff Clark, <a href=\"https:\/\/americarenewing.com\/team\/jeff-clark\/\" target=\"_blank\" rel=\"noreferrer noopener\">senior fellow<\/a> at the Center for Renewing America, first <a href=\"https:\/\/x.com\/JeffClarkUS\/status\/1871010167342686498\/photo\/1\" target=\"_blank\" rel=\"noreferrer noopener\">published<\/a> the contract on Dec. 22 on X.&nbsp;<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"JjLh4OIpNyUY83kgl1P\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">I&rsquo;ve come into the possession of documents showing that the Arizona AG Office is working on its election lawfare with the group founded by JournoLawfare&trade;&#65039; and color revolution leader Norm Eisen. <a href=\"https:\/\/t.co\/K7DvUUlnp0\">https:\/\/t.co\/K7DvUUlnp0<\/a> <a href=\"https:\/\/t.co\/8pTlgk9gkN\">pic.twitter.com\/8pTlgk9gkN<\/a><\/p>\n<p>&mdash; Jeff Clark (@JeffClarkUS) <a href=\"https:\/\/twitter.com\/JeffClarkUS\/status\/1871010167342686498?ref_src=twsrc%5Etfw\">December 23, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/span> <\/div>\n<\/figure>\n<p>The document explained &ldquo;terms and conditions&rdquo; under which States United would &ldquo;advise the Arizona Attorney General&rsquo;s Office &hellip; in connection with developing legal strategies to ensure the integrity and security of elections.&rdquo;&nbsp;<\/p>\n<p>The contract demands Mayes&rsquo; office &ldquo;will cooperate fully with us [States United] in your matters.&rdquo; It also stipulates relevant communications, &ldquo;internal administrative material,&rdquo; and &ldquo;research notes&rdquo; &mdash; &ldquo;other than those with you or opposing counsel&rdquo; &mdash; can be &ldquo;destroyed in our sole discretion and consistent with our document preservation policies.&rdquo;&nbsp;<\/p>\n<p>Mayes&rsquo; office began retaining States United just before the group provided a <a href=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2024\/11\/Arizona-False-Electors-Scheme-Memo.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">memo<\/a> on July 27, 2023, suggesting an anti-Trump <a href=\"https:\/\/www.dailysignal.com\/2024\/11\/21\/arizona-indictments-trump-supporters-mirror-nonprofits-suggestions\/\" target=\"_blank\" rel=\"noreferrer noopener\">prosecution<\/a>, according to The Daily Signal. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/adam-laxalt-officially-throws-his-hat-in-the-ring-to-be-next-nev-senator\/\" title=\"Adam Laxalt officially throws his hat in the ring to be next Nev. Senator\">attorney general announced<\/a> an <a href=\"https:\/\/www.azag.gov\/sites\/default\/files\/2024-05\/PHX-%2312079639-v1-TRUE_BILL_-_INDICTMENT_93_SGJ_81.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">indictment<\/a> in April of this year against 18 of Trump&rsquo;s 2020 supporters, including so-called &ldquo;fake electors&rdquo; and top Trump advisers Rudy Giuliani and Mark Meadows.&nbsp;<\/p>\n<p>The memo implied it was criminal to prepare alternate slates of electors (which it deemed &ldquo;false electors&rdquo;)  in case results were overturned, and suggested bringing criminal charges, including conspiracy, forgery, and fraudulent schemes and artifices &mdash; that were ultimately included in the <a href=\"https:\/\/www.azag.gov\/sites\/default\/files\/2024-05\/PHX-%2312079639-v1-TRUE_BILL_-_INDICTMENT_93_SGJ_81.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">indictment<\/a>.&nbsp;<\/p>\n<p>The group recommended Mayes pursue &ldquo;<a href=\"https:\/\/www.dailysignal.com\/wp-content\/uploads\/2024\/11\/Arizona-False-Electors-Scheme-Memo.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">further investigation<\/a>&rdquo; of Trump, Giuliani, Meadows, lawyer <a href=\"https:\/\/thefederalist.com\/author\/johneastman\/\" target=\"_blank\" rel=\"noreferrer noopener\">John Eastman<\/a>, then-RNC Chair Ronna McDaniel, and election integrity advocate <a href=\"https:\/\/thefederalist.com\/author\/cletamitchell\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cleta Mitchell<\/a>.&nbsp;<\/p>\n<p>States United is a <a href=\"https:\/\/www.influencewatch.org\/non-profit\/states-united-democracy-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">leftist election law<\/a> group that opposes election integrity laws like those requiring voter ID and supports Democrat attempts to reduce election security, according to InfluenceWatch. The group <a href=\"https:\/\/statesunited.org\/accountability-donald-trump\/\" target=\"_blank\" rel=\"noreferrer noopener\">praised<\/a> selective prosecution against Trump, and The Federalist reported that a States United official suggested &ldquo;<a href=\"https:\/\/thefederalist.com\/2024\/09\/18\/leftist-activist-suggests-criminal-charges-for-refusing-to-certify-election-results\/\" target=\"_blank\" rel=\"noreferrer noopener\">criminal charges<\/a>&rdquo; for officials who refuse to certify election results.<\/p>\n<p>States United has been involved in Arizona for years. Members of the group coordinated a call in 2022 with the Institute for Strategic Dialogue &mdash; a global <a href=\"https:\/\/www.influencewatch.org\/organization\/institute-for-strategic-dialogue\/\" target=\"_blank\" rel=\"noreferrer noopener\">censorship<\/a> group tied to the infamous <a href=\"https:\/\/thefederalist.com\/2023\/02\/28\/meet-the-partisans-who-wove-the-censorship-complexs-vast-and-tangled-web\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Engagement Center<\/a> &mdash; and Maricopa County Recorder <a href=\"https:\/\/thefederalist.com\/tag\/stephen-richer\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stephen Richer<\/a>&rsquo;s office, The Federalist previously <a href=\"https:\/\/thefederalist.com\/2024\/10\/14\/exclusive-maricopa-elections-chief-enlisted-foreign-censorship-group-in-war-on-disapproved-speech\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>. Richer&rsquo;s office also <a href=\"https:\/\/thefederalist.com\/2024\/10\/14\/exclusive-maricopa-elections-chief-enlisted-foreign-censorship-group-in-war-on-disapproved-speech\/\" target=\"_blank\" rel=\"noreferrer noopener\">consulted<\/a> with States United about trying to get Arizona State University Professor Aaron Ludwig fired for posting election security concerns online.&nbsp;<\/p>\n<p>Richer&rsquo;s efforts to fire the professor sparked a recent lawsuit, in which grassroots group <a href=\"https:\/\/wethepeopleazalliance.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">We The People Arizona<\/a> sued Maricopa County to obtain emails from the exchange. The Maricopa County attorney <a href=\"https:\/\/x.com\/WethePeopleAZA1\/status\/1870155069871796441\" target=\"_blank\" rel=\"noreferrer noopener\">agreed<\/a> on Dec. 20 to turn the documents over, attorney Bryan Blehm told The Federalist, but officials had not done so at the time of publication. <\/p>\n<p>Blehm said the case is currently on the 30-day dismissal calendar, but if the county fails to comply today, he will seek to have the case removed from the dismissal calendar on Tuesday.<\/p>\n<p>&ldquo;This whole thing is a high priority in our organization,&rdquo; We The People Arizona Chair Shelby Busch told The Federalist. &ldquo;Not just the Aaron Ludwig thing, but this whole concept of the very radical-out-front, leftist organizations that have been at the forefront of a lot of this, and how they&rsquo;re colluding with our government agencies.&rdquo;<\/p>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Logan Washburn is a staff writer covering election integrity.
