Chairman of the<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/senate-judiciary-committee\/\" target=\"_blank\" rel=\"noopener\" title=\" Senate Judiciary\"> Senate Judiciary<\/a> Committee <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/dick-durbin\/\" target=\"_blank\" rel=\"noopener\" title=\" Senate Judiciary\">Dick Durbin<\/a> (D-IL) said in a statement Saturday morning.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3222408\/joe-biden-lame-duck-session-trump-proof-legacy\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>BIDEN TO USE LAME-DUCK SESSION TO &lsquo;TRUMP-PROOF&rsquo; LEGACY<\/strong><\/a><\/p>\n<p>The 97-page staff report accuses Justice <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/clarence-thomas\/\" target=\"_blank\" rel=\"noopener\" title=\"Clarence Thomas\">Clarence Thomas<\/a>, who joined the court in 1991, of receiving millions of dollars in gifts over the years with a level of extravagance that has &ldquo;no comparison in modern American history.&rdquo;<\/p>\n<p>The report also alleges that, following public reporting about Thomas&rsquo;s largesse in 2004, Thomas &ldquo;stopped disclosing the vast majority of gifts he received,&rdquo; which the report says &ldquo;constitutes a violation of federal law.&rdquo;<\/p>\n<p>Justice <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/samuel-alito\/\" target=\"_blank\" rel=\"noopener\" title=\"Samuel Alito\">Samuel Alito<\/a> was also accused in the report of misusing the personal-hospitality exemption for his 2008 Alaskan fishing trip, at a lodge which cost more than $1,000 per day, paid for by hedge fund billionaire Paul Singer.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3232162\/glenn-youngkin-future-2026-senate-2028-president\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>&lsquo;VERY SANE, VERY SOLID&rsquo; GLENN YOUNGKIN&rsquo;S NEXT ACT IS STILL BEING WRITTEN<\/strong><\/a><\/p>\n<p>The report also refers to the incident in which Alito&rsquo;s wife flew an <a href=\"https:\/\/www.washingtonexaminer.com\/news\/supreme-court\/3021146\/alito-refuses-recuse-supreme-court-cases-flag-trump\/\" target=\"_blank\" rel=\"noopener\" title=\"upside-down American flag\">upside-down American flag<\/a> in their yard on January 6, 2021, saying that the Alitos have &ldquo;created the appearance of impropriety in several instances that necessitate his recusal in specific cases under federal law.&rdquo;&nbsp;<\/p>\n<p>None of the report&rsquo;s 14 major findings reference by name Justices Elana Kagan, Sonia Sotomayor, or Ketanji Brown-Jackson, the three currently sitting justices appointed by Democrat presidents.&nbsp;<\/p>\n<p>Reports indicate that the ethics investigation had no participation from Republican members of the committee. Republican staff members for the committee did not immediately respond to the <em>Washington Examiner<\/em>&rsquo;s request for comment.&nbsp;<\/p>\n<p>    <iframe loading=\"lazy\" src=\"https:\/\/embed.documentcloud.org\/documents\/25467331-an-investigation-of-the-ethics-challenge-at-the-supreme-court-report\/?embed=1\" width=\"100%\" height=\"600px\" style=\"border: 1px solid #d8dee2; border-radius: 0.5rem;\"><\/iframe>    <\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3224184\/harris-faces-political-wilderness-historic-loss-party-tatters\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>HARRIS FACES POLITICAL WILDERNESS AFTER HISTORIC LOSS LEAVES HER PARTY &lsquo;IN TATTERS&rsquo;<\/strong><\/a><\/p>\n<p>The investigation&rsquo;s conclusion comes as a last-ditch effort for Democrats to pass legislation to impose a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/amy-coney-barrett-says-formal-supreme-court-ethics-code-a-good-idea\/\" title=\"Barrett supports formal ethics code for Supreme Court.\">formal ethics code<\/a> on the Supreme Court via legislation, a move that has met significant resistance from Republicans and from the high court itself.<\/p>\n<p>&ldquo;Chief Justice Roberts&rsquo;s continued unwillingness to implement the only viable solution to the Court&rsquo;s ethical crisis&mdash;an enforceable code of conduct&mdash;requires Congress to act to restore the public&rsquo;s confidence in the highest court in the land,&rdquo; reads the report.&nbsp;<\/p>\n<p>The report says that passing the Supreme Court Ethics, Recusal, and Transparency Act, which passed out of the committee in September 2023, is a &ldquo;necessary step.&rdquo;<\/p>\n<p><strong><a href=\"https:\/\/www.washingtonexaminer.com\/?d\" target=\"_blank\" rel=\"noopener\" title=\"\"> <\/a><\/strong><\/p>\n<p>But the leading argument against passing an ethical code through congressional legislation is the constitutional issue of whether Congress can regulate the conduct of a co-equal branch of government.&nbsp;<\/p>\n<p>&ldquo;While the justices interpret the law, they are not above it,&rdquo;
