In April 2021, the Centers for Disease Control and\u200d Prevention \u2064(CDC) declared racism a serious \u2063public health\u200d threat. The Department \u2063of Health\u200c and \u2063Human Services (HHS) has since allocated over $73.9 million in grants aimed at investigating and mitigating \u200dthe impact of racism on individuals living with HIV.These initiatives include research on how structural racism\u2062 complicates healthcare access and health outcomes\u2062 for minorities. <\/p>\n<p>As\u200b an example, \u200cthe HHS funded studies analyzing the effects of systemic racism\u2063 on vascular health and it&#8217;s correlation with HIV, and also investigating the psychological impacts of\u2062 racism that may\u2063 increase the\u200b likelihood of contracting HIV. The administration has actively pursued an &#8220;antiracism plan&#8221; within its health bureaucracy, pushing for policies that prioritize care for minority groups. The grants&rsquo; descriptions range from claiming that structural racism makes it more difficult for minorities to access healthcare, thereby exacerbating the harm caused by HIV, to arguing that the stress allegedly caused by existing as a minority in the United States is enough to adversely affect the health of blacks and Latinos.<\/p>\n<p>&ldquo;CDC has long recognized that racism is the root cause of many health disparities,&rdquo; the agency, which operates under HHS, declared in 2021. &ldquo;Across the country, racial and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/china-now-says-it-will-allow-families-to-have-three-children-amid-fears-of-population-crash\/\" title=\"China Now Says It Will Allow Families To Have Three Children Amid Fears Of Population Crash\">ethnic minority populations<\/a> experience higher rates of poor health and disease in a range of health conditions, including diabetes, hypertension, obesity, asthma, and heart disease, when compared to their White counterparts.&rdquo;<\/p>\n<p>HHS takes these ideas seriously. In 2022, the agency <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R01AG076383_7529\/\" target=\"_blank\" rel=\"noopener\" title=\"\">allocated<\/a> $2.4 million to Columbia University to investigate whether systemic racism experienced by people with HIV led to declining vascular health, compounding the harm caused by the autoimmune disease. Another <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R01HL160326_7529\/\" target=\"_blank\" rel=\"noopener\" title=\"\">grant<\/a>, worth $2.5 million and disbursed to Rutgers University, theorized that racism can cause &ldquo;stress, depression, violence, and substance use&rdquo; which, in turn, contribute to a higher probability of contracting HIV. The department funded multiple other programs assuming that racism was physically harming minorities, including a $1.8 million <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R01MH130166_7529\/\" target=\"_blank\" rel=\"noopener\" title=\"\">initiative<\/a> investigating how &ldquo;minority stress&rdquo; impacts HIV prevention efforts.<\/p>\n<p>America&rsquo;s health bureaucracy has taken a racial turn under the Biden administration. HHS, despite <a href=\"https:\/\/palmer.house.gov\/media-center\/in-the-news\/critics-challenge-hhs-chief-becerras-claim-agency-has-no-anti-racism-rule\" target=\"_blank\" rel=\"noopener\" title=\"\">denying<\/a> the existence of &ldquo;antiracism&rdquo; policies at the agency, has <a href=\"https:\/\/dailycaller.com\/2024\/07\/10\/biden-cabinet-anti-racism-hhs\/\" target=\"_blank\" rel=\"noopener\" title=\"\">worked<\/a> on creating and implementing &ldquo;an antiracism plan&rdquo; and has recommended people for high-ranking posts in part due to their work in the antiracism space. In May, the department <a href=\"https:\/\/freebeacon.com\/biden-administration\/joe-bidens-equity-agenda-has-a-new-target-kidney-transplants\/\" target=\"_blank\" rel=\"noopener\" title=\"\">proposed<\/a> incentivizing U.S. hospitals to prioritize low-income patients when performing kidney transplants in an effort to root out &ldquo;racial inequities&rdquo; in the healthcare system.<\/p>\n<p>Preferential treatment for racial minorities on the grounds of addressing structural racism was also present in HHS&rsquo;s grantmaking. A $1.5 million <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_H79TI085189_7522\/\" target=\"_blank\" rel=\"noopener\" title=\"\">grant<\/a> given to the Harlem United Community Aids Center in New York City, for example, states that the nonprofit organization will prioritize serving &ldquo;black, Indigenous, and people of color&rdquo; given that it believes &ldquo;racism, trans and homophobia, sexism, and social classism&rdquo; worsen health conditions for those groups. A <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_NU62PS924753_7523\/\" target=\"_blank\" rel=\"noopener\" title=\"\">second grant<\/a> set aside for New York City, worth $2.1 million and awarded to the Montefiore Medical Center, identifies &ldquo;black and Hispanic\/Latinx&rdquo; men who have sex with men as the target population to be served by the federal dollars through the provision of HIV prevention services.<\/p>\n<figure class=\"wp-block-image size-large\"><figcaption class=\"wp-element-caption\">President Joe Biden speaks at a Pride Month celebration on Saturday, June 10, 2023, on the South Lawn of the White House in Washington. (AP Photo\/Manuel Balce Ceneta)<\/figcaption><\/figure>\n<p>A significant subset of the grants identified by the <em>Washington Examiner <\/em>concerned mitigating the impact of racism on transgender women of color.<\/p>\n<p>&ldquo;In the United States, transgender women of color experience cyclical, interlocking systems of structural and institutional oppression rooted in racism and transphobia, which fuel economic vulnerability,&rdquo; the <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_R34MH130207_7529\/\" target=\"_blank\" rel=\"noopener\" title=\"\">description<\/a> of a&nbsp;$670,000 grant to the University of Michigan reads. &ldquo;Together, cycles of intersecting racism, transphobia, and economic vulnerability create conditions that give rise to extreme HIV inequities among trans women of color.&rdquo;<\/p>\n<p>The federal funds allocated to the grant paid to help transgender women of color obtain &ldquo;legal support to <a href=\"https:\/\/amzn.to\/3YuVZYV\">obtain legal gender affirmation&#038;rdquo<\/a>; such as changes to their name or legal gender, funded employment trainings, and were used to pay out $1,200 unconditional cash grants to members of the target population.<\/p>\n<p>&ldquo;Racism, sexism, HIV stigma, cisgenderism, and other interlocking forms of oppression generate mutually reinforcing structural vulnerabilities for trans women of color,&rdquo; the description of another $350,000 <a href=\"https:\/\/www.usaspending.gov\/award\/ASST_NON_K01MH133504_7529\/\" target=\"_blank\" rel=\"noopener\" title=\"\">grant<\/a> awarded to the University of Michigan in 2023 reads. &ldquo;These structural vulnerabilities synergistically interact to elevate risk of HIV.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong><\/strong><\/a><\/p>\n<p>HHS&rsquo;s spending on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/pro-dei-firm-represents-repressive-regimes-washington-examiner\/\" title=\"Pro-DEI firm represents repressive regimes - Washington Examiner\">race-related initiatives<\/a> is not confined to its grantmaking operations. The agency <a href=\"https:\/\/dailycaller.com\/2024\/11\/12\/biden-harris-health-department-spent-tens-of-millions-annually-on-dei\/\" target=\"_blank\" rel=\"noopener\" title=\"\">spends<\/a> tens of millions of dollars every year on diversity-related expenses.
