Clyde \u200cintends to introduce \u2064legislation next\u2064 year that would require all\u2062 local laws to receive approval from Congress, effectively \u200cplacing D.C.\u200b under congressional control.\u2064 His previous attempts at this initiative faced \u200cimportant resistance from Democrats in both\u200c the Senate and\u2064 the\u2062 White \u2064house. Andrew Clyde (R-GA) is planning to introduce legislation next year that would undo Washington&rsquo;s local autonomy, instead requiring every local law to be approved by Congress before it can be enacted. Clyde has previously attempted to repeal the D.C.&rsquo;s Home Rule but those efforts have largely been unsuccessful due to Democratic opposition in the Senate and White House.&nbsp;<\/p>\n<p>But now, with a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3253463\/what-republicans-plan-for-dc-with-trifecta-control\/\" target=\"_blank\" rel=\"noopener\" title=\"\">GOP trifecta<\/a> heading into the new year, Clyde is looking to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3253800\/dc-leaders-split-fight-trump-find-common-ground\/\" target=\"_blank\" rel=\"noopener\" title=\"\">try again<\/a>.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3230247\/recess-appointments-trump-skip-senate-confirmations-fill-cabinet\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>RECESS APPOINTMENTS: HOW TRUMP HOPES TO SKIP SENATE CONFIRMATIONS AND FILL HIS CABINET<\/strong><\/a><\/p>\n<p>&ldquo;When <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/do-you-believe-me-now-you-prs-elderly-man-collapses-during-arrest-in-australia-for-failing-to-wear-a-face-mask-outdoors\/\" title=\"\u2018Do You Believe Me Now You Pr***s?\u2019 Elderly Man Collapses During Arrest In Australia For \u2018Failing To Wear A Face Mask\u2019 Outdoors\">home rule<\/a> was created in 1973, it was: &lsquo;OK, whatever the city passes is approved and Congress has a limited amount of time to disapprove it,&rsquo;&rdquo; <a href=\"https:\/\/dailycaller.com\/2024\/12\/12\/andrew-clyde-republicans-congress-home-rule-washington-dc-pave-black-lives-matter-blm-plaza\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Clyde told<\/a> the <em>Daily Caller.<\/em> &ldquo;That&rsquo;s backwards.&rdquo;<\/p>\n<p>Although Washington is not a state nor part of one, the district is allowed to operate as an <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/crime-is-just-the-beginning-as-gop-seeks-to-rein-in-dcs-liberal-government\/\" title=\"Crime is just the beginning as GOP seeks to rein in DC&#039;s liberal government\">independent local government<\/a> through the D.C. Home Rule Act, which was enacted in 1973 to give it some control over its own legislative affairs. The only caveat is that all laws are subject to<a href=\"https:\/\/www.washingtonexaminer.com\/policy\/3251667\/when-has-the-federal-government-stepped-in-on-dc-governance-before\/\" target=\"_blank\" rel=\"noopener\" title=\"\"> congressional approval<\/a> before being enacted, giving members of Congress outsize influence over the 68-square-mile jurisdiction.<\/p>\n<p>That caveat was seen in action last year when Clyde introduced a bill to overturn the district&rsquo;s revised criminal code that was passed by the D.C. Council. The revised code sought to clarify the district&rsquo;s crime laws and, in some cases, reduce the penalties for violent crimes such as carjackings and homicide.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/policy\/economy\/3154138\/trump-no-tax-overtime-proposal-what-to-know\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong>TRUMP&rsquo;S &lsquo;NO TAXES ON OVERTIME&rsquo; PROPOSAL: WHAT TO KNOW<\/strong><\/a><\/p>\n<p>That bill ended up passing the House and Senate with bipartisan support, and President Joe Biden signed it into law &mdash; marking the first time in 30 years that Congress has repealed a district law passed by the D.C. Council.<\/p>\n<p>But in most cases, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/Congress\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Congress<\/a> chooses not to vote on bills passed by the local government. If lawmakers abstain from doing so, local laws will take effect automatically after 30 days.&nbsp;<\/p>\n<p>However, Clyde wants to change that to have every piece of legislation subject to congressional approval.&nbsp;<\/p>\n<p>&ldquo;The way it should have been is whatever the city approves, Congress must approve that and it is not approved until Congress approves it. And if Congress does not approve it, then it is disapproved,&rdquo; Clyde told the outlet. &ldquo;It&rsquo;s not approved and Congress has a limited time to disapprove it. It is not approved until Congress approves it because that&rsquo;s the way the Constitution is written.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong><\/strong><\/a><\/p>\n<p>Some in D.C. were expecting this, particularly on the back of other attempts to rescind Home Rule in the most recent Congress.
