President George Washington issued the first presidential pardon in 1795 to rebels involved in the <a href=\"https:\/\/www.mountvernon.org\/library\/digitalhistory\/digital-encyclopedia\/article\/whiskey-rebellion\" target=\"_blank\" rel=\"noopener\" title=\"\">Whiskey Rebellion<\/a> in western Pennsylvania, all of whom had been accused of treason.<\/p>\n<p>President Andrew Johnson granted a &ldquo;<a href=\"https:\/\/www.loc.gov\/resource\/rbpe.23602600\/\" target=\"_blank\" rel=\"noopener\" title=\"\">full pardon and amnesty<\/a>&rdquo; to all former Confederates on Christmas Day in 1868. The pardon extended to all of those &ldquo;who directly or indirectly participated in the late insurrection or rebellion.&rdquo; It was intended to unite the fractured country under the federal government after the Civil War.<\/p>\n<p>In 1977, President Jimmy Carter <a href=\"https:\/\/www.archives.gov\/federal-register\/codification\/proclamations\/04483.html\" target=\"_blank\" rel=\"noopener\" title=\"\">pardoned<\/a> all men who dodged the draft during the Vietnam War. President George H.W. Bush pardoned former Defense Secretary Casper Weinberger, who was indicted on charges of lying to Congress about selling arms to Iran in 1992.<\/p>\n<p>Trump himself also issued preemptive pardons. He pardoned former White House chief strategist Steve Bannon in the last hours of his first term. Bannon was awaiting trial on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/afghan-refugees-face-federal-charges-after-trying-to-rape-child-strangle-woman-in-wisconsin-report\/\" title=\"Afghan Refugees Face Federal Charges After Trying To Rape Child, Strangle Woman In Wisconsin: Report\">federal charges related<\/a> to defrauding donors in a fundraising campaign focused on fulfilling Trump&rsquo;s promise to build a wall on the southern border.<\/p>\n<p>Trump also <a href=\"https:\/\/www.npr.org\/2017\/08\/25\/545282459\/president-trump-pardons-former-sheriff-joe-arpaiohttps:\/\/www.npr.org\/2017\/08\/25\/545282459\/president-trump-pardons-former-sheriff-joe-arpaio\" target=\"_blank\" rel=\"noopener\" title=\"\">pardoned<\/a> former Maricopa County Sheriff Joe Arpaio after he was convicted of criminal contempt for defying a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/judge-rules-ca-gov-overstepped-his-authority-with-covid-order-issues-permanent-injunction-restraining-newsom-from-further-issuing-unconstitutional-orders\/\" title=\"Judge Rules CA Gov Overstepped His Authority with Covid Order, Issues Permanent Injunction Restraining Newsom From Further Issuing Unconstitutional Orders\">judge&#038;rsquo<\/a>;s order that his force stop detaining immigrants because they lacked legal status. That pardon, which came before Arpaio&rsquo;s sentencing, included &ldquo;any other offenses that might be charged.&rdquo;<\/p>\n<p>Those who are allegedly being considered to be pardoned by Biden are Sen.-elect Adam Schiff (D-CA) and former Rep. Liz Cheney, both of whom were of the House Jan. 6 committee, and the former head of the National Institute of Allergy and Infectious Diseases, Dr. Anthony Fauci, who Trump and many Republicans have a strong distaste for after the COVID-19 pandemic.<\/p>\n<p>According to an <a href=\"https:\/\/www.npr.org\/2024\/10\/21\/nx-s1-5134924\/trump-election-2024-kamala-harris-elizabeth-cheney-threat-civil-liberties\" target=\"_blank\" rel=\"noopener\" title=\"\">NPR<\/a> investigation into Trump&rsquo;s rally speeches, interviews, and social media posts, the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mike-kelly-same-people-criticizing-trump-peddled-russia-collusion-hoax\/\" title=\"Mike Kelly: Same People Criticizing Trump Peddled Russia Collusion Hoax\">president-elect<\/a> has &ldquo;issued more than 100 threats to investigate, prosecute, imprison or otherwise punish his perceived opponents,&rdquo; since 2022.<\/p>\n<p><a href=\"http:\/\/washingtonexaminer.com\/\" target=\"_blank\" rel=\"noopener\" title=\"\"><strong><\/strong><\/a><\/p>\n<p>Biden aides view these threats, along with Trump<a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/3247547\/kash-patel-who-he-is-why-divisive\/\" target=\"_blank\" rel=\"noopener\" title=\"\"> FBI Director nominee Kash Patel<\/a>&rsquo;s vision of <a href=\"https:\/\/www.washingtonexaminer.com\/news\/justice\/3248157\/things-kash-patel-said-wants-to-do\/\" target=\"_blank\" rel=\"noopener\" title=\"\">retribution<\/a> in the Justice Department, as justification for considering the preemptive pardons.<\/p>\n<p>Biden&rsquo;s pardon of his son, Hunter Biden, was allegedly <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/12\/01\/statement-from-president-joe-biden-11\/\" target=\"_blank\" rel=\"noopener\" title=\"\">motivated,<\/a> in part,<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/12\/01\/statement-from-president-joe-biden-11\/\"> <\/a>by his fear of what Trump&rsquo;s Justice Department might do to his son based on what the president-elect has said.
