This decision was made‍ in a September meeting, with the committee claiming it will allow for a more timely review of recent cases.⁣ However, many⁤ state committees typically analyze maternal deaths with a two-year lag, and thus the ⁤Texas committee is technically on schedule to ‌review those years.

The overturn of Roe v. Wade⁤ in June 2022 and a six-week abortion ban implemented in Texas in September 2021 have raised concerns about maternal healthcare. Although the law permits ⁢abortions when⁤ a mother’s life is at risk, ambiguity in the legislation has led to hesitation among doctors in administering necessary care. ProPublica highlighted instances where mothers died because they were denied treatment⁣ for miscarriages due to the limitations imposed by these ⁤abortion laws.

The Texas anti-abortion group, Texas Alliance for Life, has disputed claims of women being denied lifesaving care, stating that there have been medically ‌necessary abortions performed since Roe was overturned. Reports indicate ‌that maternal deaths in Texas rose from 17 to 38 per 100,000 births between⁤ 2019 ⁤and 2021, with some ‍studies suggesting the abortion ban may have contributed to this increase.

Health officials, including Jennifer Shuford from the Texas Department of State Health Services, have criticized the committee’s⁤ decision to skip reviewing the years following the abortion laws, indicating it does not align with the urgent need to understand the impact‌ of these laws⁣ on maternal health outcomes in Texas.

Texas health committee won’t review maternal deaths in years after Roe v. The number of maternal deaths rose from 17 per 100,000 births in 2019 to 38 per 100,000 births in 2021. Many experts have attributed this surge in maternal deaths to limited healthcare access during the COVID-19 pandemic. However, some studies suggest the abortion ban enacted in the second half of 2021 may have played a role.

Jennifer Shuford, the commissioner of the Texas Department of State Health Services, has said the committee’s board decision to skip years 2022 and 2023 does not make much sense.

“In 2024, the committee provided recommendations based on findings from maternal deaths that occurred in 2020,” Shuford wrote in a September letter about the decision. “I am concerned that this means the committee’s recommendations to policy makers are still not based on the most recent case cohorts available.”

Other states have maternal mortality committees. Idaho, which passed a near-total abortion ban, dissolved its maternal death committee in 2023.
