Across various states, ballot initiatives aimed \u200dat \u200bintroducing RCV were overwhelmingly rejected. The ranked-choice system allows voters to\u200b rank \u2064candidates by preference and reallocate votes until a candidate achieves a majority. Critics argue that RCV leads \u2063to\u200b skewed election outcomes and high rates of discarded \u2062ballots, and it has been suggested that it is a strategy by Democrats to secure \u200ctraditionally Republican seats, as seen in places \u2062like \u200bAlaska and\u2064 Maine.<\/p>\n<p>In Nevada, over half\u2062 of voters rejected\u2063 a \u200dproposed amendment to \u2064adopt a top-five RCV system, which would\u2064 not become part of the state constitution due\u200b to \u2064insufficient support. \u2062Similarly, Arizona voters defeated Proposition 140, which aimed to create an open primary system and potentially implement RCV for general\u200c elections, despite\u2062 challenges regarding the validity of supporting \u2062signatures. Oregon, Idaho,\u2062 Montana, \u2064and\u200c South Dakota also saw significant voter opposition to \u2063various RCV-related\u200d initiatives.<\/p>\n<p>Conversely, a constitutional amendment in Missouri prohibiting RCV received strong support, with more than two-thirds of voters backing it. In\u200b Alaska, efforts \u2064to \u2063repeal the\u200d state&#8217;s existing\u200c top-four RCV system \u200dappear to be succeeding. the election results reflect a \u2062clear resistance from voters \u200dtoward ranked-choice voting, underscoring a preference for more traditional electoral methods.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>With 2024 election results tabulated in most states, a clear pattern has emerged. That is, voters have no interest in allowing ranked-choice voting (RCV) to corrupt their elections. <\/p>\n<p>In numerous states across the country, ballot initiatives seeking to implement RCV in elections were overwhelmingly defeated by electors. Under <a href=\"https:\/\/thefederalist.com\/2023\/10\/31\/ranked-choice-voting-is-the-monster-under-the-bed-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">RCV<\/a>, voters rank candidates of all parties in order of preference. If no candidate receives more than 50 percent of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to his voters&rsquo; second-choice candidate.<\/p>\n<p>This process continues until one candidate receives a majority of votes.<\/p>\n<p>RCV has&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/10\/31\/ranked-choice-voting-is-the-monster-under-the-bed-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a>&nbsp;lopsided election results and races with high rates of discarded ballots. It&rsquo;s often been pushed by Democrats as a way of winning traditionally Republican seats, as evidenced in Alaska and Maine. <\/p>\n<p>In Nevada, <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-nevada.html\" target=\"_blank\" rel=\"noreferrer noopener\">early results<\/a> show more than half of the state&rsquo;s 2024 electors voting &ldquo;no&rdquo; against a constitutional amendment proposal that <a href=\"https:\/\/thefederalist.com\/2024\/11\/06\/nevada-voters-overwhelmingly-approve-voter-id-amendment-reject-ranked-choice-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">sought<\/a> to implement a top-five RCV system. Having been approved by Silver State voters in the last general election, the initiative required passage on Tuesday to be ratified as part of the Nevada Constitution.<\/p>\n<p>As a result of its failure to secure support from a majority of voters, the amendment will not be added to the state&rsquo;s founding document. <\/p>\n<p>In Arizona, <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-arizona.html\" target=\"_blank\" rel=\"noreferrer noopener\">preliminary results<\/a> indicate voters have defeated <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_140,_Single_Primary_for_All_Candidates_and_Possible_RCV_General_Election_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 140<\/a>. That constitutional amendment proposal sought to institute an open primary system in which candidates of all parties run in the same primary. It also paved the way for the state to potentially adopt RCV for general elections.<\/p>\n<p>A court-appointed special master <a href=\"https:\/\/thefederalist.com\/2024\/09\/19\/99-percent-of-challenged-signatures-for-arizonas-ranked-choice-voting-ballot-initiative-are-duplicates\/\" target=\"_blank\" rel=\"noreferrer noopener\">discovered<\/a> in the weeks before Election Day that 99 percent of challenged signatures&nbsp;collected in support of Prop 140 were duplicates, a finding the Arizona Free Enterprise Club argued placed the initiative &ldquo;thousands of signatures under the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/99-of-paired-signatures-for-arizona-rcv-initiative-are-duplicates\/\" title=\"99% Of Paired Signatures For Arizona RCV Initiative Are Duplicates\">constitutionally required signature threshold<\/a> to qualify for the [November] ballot.&rdquo; The Arizona Supreme Court nonetheless <a href=\"https:\/\/thefederalist.com\/2024\/10\/04\/arizona-supreme-court-green-lights-ranked-choice-voting-ballot-initiative-riddled-with-duplicate-signatures\/\" target=\"_blank\" rel=\"noreferrer noopener\">permitted<\/a> votes on the measure to be counted. <\/p>\n<p>In Oregon, voters <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-oregon-measure-117-establish-ranked-choice-voting.html\" target=\"_blank\" rel=\"noreferrer noopener\">defeated<\/a> <a href=\"https:\/\/ballotpedia.org\/Oregon_Measure_117,_Ranked-Choice_Voting_for_Federal_and_State_Elections_Measure_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Measure 117<\/a>, a statutory initiative aiming to implement RCV for federal and state executive races starting in 2028. As of this article&rsquo;s publication, nearly 60 percent of Oregonians voted &ldquo;no&rdquo; on the proposal, with 73 percent of votes tabulated. <\/p>\n<p>In Idaho, voters resoundingly rejected <a href=\"https:\/\/ballotpedia.org\/Idaho_Proposition_1,_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 1<\/a>, which sought to bring a top-four <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/glenn-youngkin-wins-gop-nomination-for-governor-of-virginia\/\" title=\"Glenn Youngkin Wins GOP Nomination For Governor Of Virginia\">ranked-choice voting system<\/a> to the Gem State&rsquo;s elections. Preliminary results <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-idaho.html\" target=\"_blank\" rel=\"noreferrer noopener\">show<\/a> the measure garnering opposition from more than two-thirds of 2024 Idaho general election voters. <\/p>\n<p>In Montana, <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-montana.html\" target=\"_blank\" rel=\"noreferrer noopener\">early results<\/a> indicate voters are on track to defeat a pair of <a href=\"https:\/\/amzn.to\/3YuVZYV\">initiated constitutional amendment proposals<\/a> that would have paved the way for RCV&rsquo;s implementation. <a href=\"https:\/\/ballotpedia.org\/Montana_CI-126,_Top-Four_Primary_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">CI 126<\/a> sought to institute a top-four open primary, in which candidates of all parties run in the same primary. <\/p>\n<p><a href=\"https:\/\/ballotpedia.org\/Montana_CI-127,_Majority_Vote_Required_to_Win_Elections_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">CI 127<\/a> aimed to require candidates running for Congress, state legislature, and statewide executive office to receive a majority of votes rather than a plurality to be declared the winner of their respective races. According to Ballotpedia, &ldquo;The state legislature would have needed to pass a law providing for an electoral system with majority vote winners,&rdquo; with examples including &ldquo;runoff elections and&nbsp;ranked-choice voting.&rdquo;<\/p>\n<p>In South Dakota, voters overwhelmingly <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-south-dakota-amendment-h-establish-top-2-primary-elections.html\" target=\"_blank\" rel=\"noreferrer noopener\">defeated<\/a> <a href=\"https:\/\/ballotpedia.org\/South_Dakota_Constitutional_Amendment_H,_Top-Two_Primary_Elections_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Amendment H<\/a>. That initiative sought to amend the state constitution by requiring a top-two primary system for state executive and legislative, congressional, and county races. Candidates from all parties would compete in a single primary, in which the top two vote-getters &mdash; regardless of party affiliation &mdash; would advance to the general election.<\/p>\n<p>This&nbsp;<a href=\"https:\/\/ballotpedia.org\/Jungle_primary\" target=\"_blank\" rel=\"noreferrer noopener\">type of primary system<\/a>&nbsp;is currently used by states such as California. <\/p>\n<p>Meanwhile, initiatives seeking to enshrine protections against RCV seemingly enjoyed success during Tuesday&rsquo;s contests. <\/p>\n<p>In Missouri, more than two-thirds of voters <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-missouri-amendment-7-require-citizenship-to-vote-and-prohibit-ranked-choice-voting.html\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> a constitutional amendment proposal prohibiting RCV&rsquo;s use. Known as <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-missouri-amendment-7-require-citizenship-to-vote-and-prohibit-ranked-choice-voting.html\" target=\"_blank\" rel=\"noreferrer noopener\">Amendment 7<\/a>, the initiative also amended the Missouri Constitution to specify that &ldquo;only&rdquo; U.S. citizens can vote in elections. <\/p>\n<p>In Alaska, a ballot measure repealing the state&rsquo;s top-four RCV system is seemingly on track to pass. As of this article&rsquo;s publication, <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-alaska.html\" target=\"_blank\" rel=\"noreferrer noopener\">preliminary results<\/a> show 51 percent of electors voting &ldquo;yes&rdquo; on Measure 2, with 76 percent of votes tabulated.<\/p>\n<p>The Last Frontier State narrowly adopted RCV via ballot initiative during the 2020 election. The use of RCV has&nbsp;<a href=\"https:\/\/thefederalist.com\/2023\/02\/14\/after-ranked-choice-voting-rigged-their-elections-alaska-conservatives-fight-to-reclaim-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a>&nbsp;a scenario in which a Democrat now represents Alaska&rsquo;s at-large congressional seat. The system also helped establishment GOP Sen. Lisa Murkowski win reelection against a more conservative challenger during the 2022 midterms.<\/p>\n<p>RCV proponents did, however, enjoy one victory. In Washington, D.C., voters <a href=\"https:\/\/www.nytimes.com\/interactive\/2024\/11\/05\/us\/elections\/results-district-of-columbia-initiative-83-establish-ranked-choice-voting.html\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> an initiative enabling the system&rsquo;s use in elections starting in 2026. The initiative was <a href=\"https:\/\/wtop.com\/dc-election\/2024\/10\/a-closer-look-at-dcs-ballot-measure-initiative-83\/\" target=\"_blank\" rel=\"noreferrer noopener\">opposed<\/a> by Mayor Muriel Bowser and the district&rsquo;s Democrat Party, the latter of which <a href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2024\/03\/29\/dc-ranked-choice-lawsuit-dismissed\/\" target=\"_blank\" rel=\"noreferrer noopener\">unsuccessfully sued<\/a> to keep the measure off the 2024 ballot. <\/p>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
