But this year, the number of overseas ballots requested in the state reflects a nearly 15 percent decline from what Georgia sent to overseas voters in 2020.<\/p>\n<p>Since 1986, U.S. military members, their family members, and overseas citizens have been allowed to vote absentee under the Uniformed and Overseas Citizen Voting Act (UOCAVA).<\/p>\n<div class=\"fdrlst__b89e9-7fcccdafab05d7236fa1f6993005deff fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-7fcccdafab05d7236fa1f6993005deff\"><\/div>\n<p>During the 2020 election in Georgia, 28,454 UOCAVA ballots were <a href=\"https:\/\/www.eac.gov\/sites\/default\/files\/document_library\/files\/2020_EAVS_Report_Final_508c.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">transmitted<\/a> by the state to voters who had requested them, according to a report from the U.S. Elections Assistance Commission (EAC). But that number has declined by nearly 15 percent in 2024, with only <a href=\"https:\/\/sos.ga.gov\/news\/georgia-voters-shatter-3m-person-early-voting\" target=\"_blank\" rel=\"noreferrer noopener\">24,172<\/a> UOCAVA ballot requests in Georgia during this cycle, according to data from the Secretary of State. For reference, in 2016 only <a href=\"https:\/\/www.eac.gov\/sites\/default\/files\/eac_assets\/1\/6\/Georgia_-_EAVS_2016_Data_Brief_-_508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">18,634<\/a> UOCAVA ballots were transmitted by the state.<\/p>\n<p>Georgia is one of several states that permits a &ldquo;U.S. citizen who has never resided in the U.S.&rdquo; to vote, as long as they have &ldquo;a parent or legal guardian that was last registered in Georgia,&rdquo; according to the Federal Voting Assistance Program (<a href=\"https:\/\/www.fvap.gov\/citizen-voter\/reside\" target=\"_blank\" rel=\"noreferrer noopener\">FVAP<\/a>). According to a 2023 fact sheet on UOCAVA voters from the EAC, the address where an overseas voter is registered may be &ldquo;<a href=\"https:\/\/www.eac.gov\/sites\/default\/files\/electionofficials\/UOCAVA\/UOCAVA_Fact_Sheet_Final_508.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">home to other registered voters<\/a>,&rdquo; and &ldquo;election mail for a UOCAVA voter who no longer lives at that address&rdquo; may still be sent to &ldquo;current residents.&rdquo; <\/p>\n<p>&ldquo;Election Officials should explain to the current resident that a military or overseas voter is eligible to use their former physical residence for voter registration purposes, even if they typically receive mail overseas,&rdquo; the fact sheet says.<\/p>\n<p>Further, all states are <a href=\"https:\/\/thefederalist.com\/2024\/10\/04\/in-most-states-never-resided-u-s-citizens-abroad-can-vote-in-elections-using-your-address\/\" target=\"_blank\" rel=\"noreferrer noopener\">required<\/a> to accept the <a href=\"https:\/\/www.fvap.gov\/uploads\/fvap\/forms\/fpca.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Federal Post Card Application<\/a> from those who fall under UOCAVA as <a href=\"https:\/\/www.fvap.gov\/uploads\/FVAP\/Reports\/OCPA-2020-Final-Report_20220805.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">both<\/a> a registration form and an official request for an absentee ballot. As Department of Defense spokesman Joshua Wick previously told <a href=\"https:\/\/thefederalist.com\/2024\/10\/04\/in-most-states-never-resided-u-s-citizens-abroad-can-vote-in-elections-using-your-address\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Federalist<\/a>, &ldquo;FVAP coordinates with states&rdquo; to ensure the information on the Federal Post Card Application and the Federal Write-In Absentee Ballot &mdash; a &ldquo;<a href=\"https:\/\/www.fvap.gov\/uploads\/fvap\/forms\/fwab.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">backup<\/a>&rdquo; ballot for voters under UOCAVA who not receive an absentee ballot &ldquo;in time&rdquo; to meet state deadlines &mdash; &ldquo;will be sufficient to process the form and determine if the voter meets the residency requirements for that jurisdiction.&rdquo;<\/p>\n<div class=\"fdrlst__b89e9-6003f75124ad3b614d7074803caf9ef7 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-6003f75124ad3b614d7074803caf9ef7\"><\/div>\n<p>&ldquo;This includes the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/never-resided-citizens-abroad-might-be-voting-with-your-address\/\" title=\"&#039;Never-Resided&#039; Citizens Abroad Might Be Voting With Your Address\">signed voter affirmation stating<\/a> that all the information provided is true under penalty of perjury,&rdquo; Wick said. &ldquo;The state or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/trump-zuckerberg-broke-law-with-dropboxes\/\" title=\"Trump: Zuckerberg &#039;Broke Law&#039; with Dropboxes\">local election office<\/a> is the ultimate arbitrator as to a voter meeting the state&rsquo;s residency requirements.&rdquo;<\/p>\n<p>Notably, the Federal Post Card Application allows voters to indicate they want to receive&nbsp;&ldquo;voting materials&rdquo; via &ldquo;email or online.&rdquo; As noted in an FVAP &ldquo;<a href=\"https:\/\/www.fvap.gov\/uploads\/FVAP\/Reports\/OCPA-2020-Final-Report_20220805.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">2020 Overseas Citizen Population Analysis Report<\/a>,&rdquo; &ldquo;email was the most common mode of ballot receipt in 2020&rdquo; for overseas voters, &ldquo;unlike in 2018 and 2016.&rdquo;<\/p>\n<p>But as <a href=\"https:\/\/www.npr.org\/2023\/09\/07\/1192723913\/internet-voting-explainer\" target=\"_blank\" rel=\"noreferrer noopener\">NPR noted<\/a> in 2023, &ldquo;voting online is very risky&rdquo; even as &ldquo;hundreds of thousands of people are already doing it.&rdquo; The piece noted a report from a <a href=\"https:\/\/csp.berkeley.edu\/wp-content\/uploads\/2022\/12\/Working-Group-Statement-on-Internet-Ballot-Return.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">UC Berkeley working group<\/a> of security experts who spent more than a <a href=\"https:\/\/amzn.to\/3YuVZYV\">year examining internet voting found<\/a> that &ldquo;at internet scale, it would be effectively impossible to stop widespread fraud without <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/officials-cant-say-how-nv-stops-abuse-of-online-voting-system\/\" title=\"Officials Can&#039;t Say How NV Stops Abuse Of Online Voting System\">strong digital credentials<\/a>.&rdquo;<\/p>\n[[<strong>READ NEXT: <a href=\"https:\/\/thefederalist.com\/2024\/09\/30\/how-does-nevada-keep-bad-actors-from-abusing-its-insecure-online-voting-system-officials-cant-say\/\" target=\"_blank\" rel=\"noreferrer noopener\">How Does Nevada Keep Bad Actors From Abusing Its Insecure Online Voting System? Officials Can&rsquo;t Say<\/a>]<\/strong><\/p>\n<div class=\"fdrlst__b89e9-228eae42eab176e3bb1e8d571920b500 fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-228eae42eab176e3bb1e8d571920b500\"><\/div>\n<p>During the 2020 election, more than <a href=\"https:\/\/www.fvap.gov\/uploads\/FVAP\/Reports\/FVAP-2020-Report-to-Congress_20210916_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">913,700 overseas ballots were counted<\/a> &mdash; a nearly 36 percent jump from 2016 levels. As my colleague Beth Brelje <a href=\"https:\/\/thefederalist.com\/2024\/10\/04\/in-most-states-never-resided-u-s-citizens-abroad-can-vote-in-elections-using-your-address\/\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a>, this number of UOCAVA ballots in 2020 was high despite the Department of State arranging to <a href=\"https:\/\/2017-2021.state.gov\/coronavirus\/repatriation\/\" target=\"_blank\" rel=\"noreferrer noopener\">bring home<\/a> 101,386 Americans from 136 countries due to the pandemic.<\/p>\n<p>And while the number of UOCAVA ballot requests has decreased in Georgia, <a href=\"https:\/\/democrats.org\/news\/dnc-announces-innovative-six-figure-investment-in-democrats-abroad-to-ensure-engagement-of-key-voters-living-outside-u-s\/\" target=\"_blank\" rel=\"noreferrer noopener\">Democrats<\/a> previously announced they are <a href=\"https:\/\/www.democratsabroad.org\/our_party\" target=\"_blank\" rel=\"noreferrer noopener\">pouring hundreds of thousands<\/a> of dollars into &ldquo;mobilizing the overseas vote&rdquo; with <a href=\"https:\/\/www.democratsabroad.org\/our_party\">Democrats Abroad<\/a> &mdash; &ldquo;the official Democratic Party arm for the millions of Americans living outside the United States.&rdquo;<strong> <\/strong>As Democratic National Committee Executive Director Roger Lau said in an August <a href=\"https:\/\/democrats.org\/news\/dnc-announces-innovative-six-figure-investment-in-democrats-abroad-to-ensure-engagement-of-key-voters-living-outside-u-s\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a> announcing the investment: &ldquo;Democrats are leaving nothing to chance&rdquo; in such a <a href=\"https:\/\/thefederalist.com\/2024\/09\/06\/democrats-plan-to-harvest-millions-of-overseas-ballots-is-a-threat-to-fair-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">close election<\/a>.<\/p>\n<p>&ldquo;With the largest investment in Democrats Abroad this cycle, we&rsquo;re going to win this election by engaging voters inside and outside the U.S.,&rdquo; Lau said, &ldquo;and this investment shows our commitment to leaving no stone left unturned.&rdquo;<\/p>\n<p><em>For more election news and updates, visit&nbsp;<\/em><a href=\"https:\/\/electionbriefing.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><em>electionbriefing.com<\/em><\/a><em>.<\/em><\/p>\n<div class=\"fdrlst__b89e9-702584bcb81bdac728ccef4d6bba1961 fdrlst__b89e9-after-post-content\" id=\"fdrlst__b89e9-702584bcb81bdac728ccef4d6bba1961\"><\/div>\n<hr class=\"wp-block-separator\">\n<div class=\"article-author-description fst-italic\">      Brianna Lyman is an elections correspondent at The Federalist.
