The justices issued their decision without comment, rejecting the \u200dappeal that claimed the order \u200bwas unconstitutional and intended to sway the upcoming election between Donald Trump and Kamala\u200d Harris. This executive order, signed in \u200bMarch 2021, called for nonpartisan \u200corganizations to assist with voter registration on\u200c federal agency premises. Critics among conservative lawmakers argued this practice unlawfully directed federal funds\u2062 to boost Democratic \u200bvoter turnout. The\u200c Pennsylvania GOP based their challenge \u2064on\u2062 the &#8220;independent state \u200clegislature doctrine,&#8221; claiming \u200bthat only state legislatures have the authority to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/supreme-court-rejects-pennsylvania-gop-election-appeal\/\" title=\"Supreme Court Rejects Pennsylvania GOP Election Appeal\">regulate federal elections<\/a>. However, prior to this challenge, similar\u200c arguments had already \u2064been addressed by Chief Justice John Roberts in an earlier ruling. Lower courts had already dismissed the lawsuit.<\/p>\n<p>In March 2021, President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\/\" target=\"_blank\" rel=\"noopener\" title>Joe Biden<\/a> signed an executive order that specifically called for &ldquo;soliciting and facilitating approved, nonpartisan third-party organizations and state officials to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-puts-susan-rice-in-charge-of-effort-to-expand-vote-by-mail\/\" title=\"Biden Puts Susan Rice in Charge of Effort to Expand Vote by Mail\">provide voter registration services<\/a> on agency premises,&rdquo; which conservative lawmakers and groups <a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2986378\/documents-biden-white-house-meeting-voter-registration-left-wing-activists\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> unlawfully funneled federal funds to promote Democratic voter turnout.<\/p>\n<p>Pennsylvania Republicans hinged their request to contest the order on a theory that says the authority for regulating federal elections is singularly vested in state legislatures, also known colloquially as the &ldquo;independent state legislature doctrine.&rdquo; They also argued that the electors clause of the Constitution should justify quashing the executive order.<\/p>\n<p>However, Chief Justice John Roberts already addressed a similar version of this argument in a 2023 decision, in which he and five other justices ruled against Republican lawmakers in <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/north-carolina\" target=\"_blank\" rel=\"noreferrer noopener\">North Carolina<\/a>.<\/p>\n<p>&ldquo;The Elections Clause does not insulate state legislatures from the ordinary exercise of state judicial review,&rdquo;&nbsp;Roberts wrote in the case, known as <em><a href=\"https:\/\/www.washingtonexaminer.com\/news\/1759549\/supreme-court-rules-against-north-carolina-gop-in-congressional-map-fight\/\" target=\"_blank\" rel=\"noopener\" title=\"Moore v. Harper\">Moore v.
