The manual states that individuals showing a\u2064 DPC may still cast a regular ballot if they are listed in\u200c the pollbook and present another form of valid ID or sign an\u200b ID Confirmation \u2064Statement. However,\u2064 these criteria do not sufficiently prove citizenship as many accepted identification forms can be possessed by both citizens\u200b and noncitizens.<\/p>\n<p>The DPC\u200b is provided to those unable\u200c to demonstrate legal presence \u2062in the U.S., making\u200c most holders likely to be illegal aliens. Despite the federal prohibition against \u2062non-citizens voting in U.S. elections, the manual&#8217;s guidance suggests that election officials\u200d could inadvertently facilitate illegal voting by\u2063 allowing DPC holders to cast ballots.<\/p>\n<p>While neighboring Loudoun County has notable procedures for addressing the presentation of\u2062 DPCs, including canceling noncitizen registrations, Prince William \u200dCounty&#8217;s approach does not adequately address the potential illegitimacy of voters showing a DPC. Virginia law states that any individual who votes while knowing they are unqualified is committing \u200da felony, indicating that\u200d election officers are at\u200c risk of legal repercussions if they issue ballots to individuals whom the DPC suggests are ineligible to \u2062vote. The Director\u2063 of\u2062 Elections for the county insists the procedure adheres to existing laws, yet the \u2064overarching concern remains about whether legitimate U.S. citizens could hold a DPC.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>An election officer training <a href=\"https:\/\/www.pwcvotes.org\/_files\/ugd\/d8ec42_327c2831b04e42c5ad530b6af8778d35.pdf\">manual<\/a> issued by Prince William County, Virginia, appears to instruct poll workers that people who show ID cards which are issued &ldquo;only to non-citizens&rdquo; may still vote if they <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/half-of-america-moves-to-constitutional-carry\/\" title=\"Half of America Moves to Constitutional Carry\">fulfill additional requirements<\/a>,&nbsp;none of which provide evidence of citizenship.<\/p>\n<p>As the manual states, the Virginia <a href=\"https:\/\/www.dmv.virginia.gov\/licenses-ids\/license\/driver-privilege-card\" target=\"_blank\" rel=\"noreferrer noopener\">Driver Privilege Card<\/a> &ldquo;is not acceptable because it is given only to non-citizens.&rdquo; Driver Privilege Cards (DPCs) are<em> <\/em>issued to non-U.S. citizens who are unable to demonstrate <em>any<\/em> sort of legal presence in the United States, so most holders are likely illegal aliens.<\/p>\n<p>The manual instructs election workers that people who show a Driver Privilege Card may still cast &ldquo;a regular ballot if (1) they are in your pollbook and (2) have another valid ID or sign an ID Confirmation Statement.&rdquo; Neither of these requirements proves the would-be voter&rsquo;s citizenship.<\/p>\n<p>(If the voter can&rsquo;t even meet those requirements, Prince William County says he may &ldquo;vote a provisional ballot.&rdquo;)<\/p>\n<p>Although positive evidence of citizenship is not required to vote in Virginia, the presentation of a card that is only issued to noncitizens suggests that person is not eligible to vote. It is a federal crime &mdash; across the entire United States &mdash; for <em>any<\/em> noncitizen to cast a ballot in a U.S. federal election.<\/p>\n<figure><figcaption><\/figcaption><\/figure>\n<p>By law, the DPC <a href=\"https:\/\/law.lis.virginia.gov\/vacode\/title46.2\/chapter3\/section46.2-328.3\/\" target=\"_blank\" rel=\"noreferrer noopener\">may only be issued to noncitizens who are ineligible for a regular license<\/a>. Those who are eligible for a regular license <a href=\"https:\/\/law.lis.virginia.gov\/vacode\/title46.2\/chapter3\/section46.2-328.1\/#:~:text=Licensure%20of%20Drivers-,%C2%A7%2046.2%2D328.1.,renewal%2C%20duplication%2C%20or%20reissuance.\">include<\/a>: U.S. citizens, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/sullivan-those-who-want-to-leave-afghanistan-will-get-safe-passage-under-taliban\/\" title=\"Sullivan: Those who want to leave Afghanistan will get safe passage under Taliban\">legal permanent residents<\/a>, conditional resident aliens, approved asylum applicants, noncitizens with refugee status, or citizens of Micronesia, Palau, or the Marshall Islands.<\/p>\n<p>According to Department Of Motor Vehicles records provided in response to a Freedom of Information Act request, 49,040 Driver Privilege Cards have been issued so far in 2024. The program began in 2021.<\/p>\n<h2>IDs Accepted After a Person Shows a Driver Privilege Card Don&rsquo;t Prove Citizenship<\/h2>\n<p>The Prince William County manual says a person listed in the pollbook may still vote after presenting a Driver Privilege Card if he furnishes another &ldquo;valid ID.&rdquo; But many of the forms of identification Virginia accepts fail to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/lawsuit-wi-fails-to-use-tools-to-keep-noncitizens-off-voter-rolls\/\" title=\"Lawsuit: WI Fails To Use Tools To Keep Noncitizens Off Voter Rolls\">confirm citizenship status<\/a>; they can be held by noncitizens as well as citizens.<\/p>\n<p>Those options <a href=\"https:\/\/www.elections.virginia.gov\/media\/formswarehouse\/voter-id\/outreach-materials\/documents\/Voter-Identification-Chart---Revised-10.2022.pdf\">include<\/a> a current utility bill, government check, or paycheck &ldquo;containing the name and address of the voter&rdquo;; a nursing home resident ID, a government-issued ID card from a federal, Virginia, or local political subdivision, a student photo ID from a U.S. college, a student ID from a Virginia high school, a U.S. military ID, or an employee ID card with a photo.<\/p>\n<p>In neighboring Loudoun County, if a prospective voter presents a Virginia Driver Privilege Card, poll workers are being instructed to flag the situation to their chiefs, who will contact the Loudoun County Office of Elections, which will look into the situation and decide what next steps to take, said Communications Manager Samantha Shepherd. Loudoun County officials recently <a href=\"https:\/\/lfportal.loudoun.gov\/LFPortalInternet\/0\/edoc\/634451\/09-12-2024%20LCEB%20Agenda%20Packet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> canceling the registrations of 62 noncitizens found on the voter rolls between January and August 2024.<\/p>\n<p>The top of the Driver Privilege Card <a href=\"https:\/\/www.dmv.virginia.gov\/sites\/default\/files\/forms\/dl10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">application<\/a> states &ldquo;Non-US citizens may use this form to apply for a Driver Privilege Card or Identification Privilege Card,&rdquo; and the attestation above the application&rsquo;s signature line states: &ldquo;I certify and affirm that I am not a citizen of the United States.&rdquo;<\/p>\n<p>The Code of Virginia, &sect; 24.2-1004.B, <a href=\"https:\/\/law.lis.virginia.gov\/vacode\/title24.2\/chapter10\/section24.2-1004\/\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a>:<\/p>\n<blockquote>\n<p>Any person who intentionally &hellip; (iii) votes knowing that he is not qualified to vote where and when the vote is to be given, or (iv) procures, assists, or induces another to vote knowing that such person is not qualified to vote where and when the vote is to be given is guilty of a Class 6 felony.<\/p>\n<\/blockquote>\n<p>Because the Driver Privilege Card is only issued to noncitizens, its presentation should lead election officials to suspect the would-be voter is likely not a citizen and is likely not eligible to vote. By instructing election officials to issue ballots to individuals who have provided evidence against their eligibility to vote, election workers in Prince William County are being instructed to flirt with a Class 6 felony.&nbsp;Noncitizen voting is also a felony under U.S. federal law.<\/p>\n<p>Eric Olsen, Director of Elections and General Registrar of Prince William County, told me the county&rsquo;s &ldquo;officers are following the law and state guidance as they are supposed to.&rdquo;<\/p>\n<p>&ldquo;An election officer can&rsquo;t determine someone&rsquo;s citizenship status even if they have that type of identification,&rdquo; he insisted.<\/p>\n<p>But is there really a possibility of a U.S. citizen holding an unexpired Driver Privilege Card?&nbsp;<\/p>\n<p>These cards are issued for a maximum duration of two years. Even assuming an illegal alien could somehow get a Green Card, by law he or she would have to <a href=\"https:\/\/www.uscis.gov\/citizenship\/learn-about-citizenship\/citizenship-and-naturalization\/i-am-a-lawful-permanent-resident-of-5-years\">wait<\/a> five years before applying for naturalization. (For spouses of U.S. citizens, the waiting period is three years.) In a live web chat, U.S. Customs and Immigration Services (USCIS) confirmed to me that no illegal alien would be able to obtain U.S. citizenship in less than that time. The person&rsquo;s Driver Privilege Card would expire during that time, and as a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cotton-bidens-border-crisis-is-a-superspreader-event\/\" title=\"Cotton: \u2018Biden\u2019s Border Crisis Is A Superspreader Event\u2019\">legal permanent resident<\/a>, the person would presumably obtain a regular driver&rsquo;s license instead.<\/p>\n<p>In other situations where a would-be voter presents a form of ID that is not acceptable for voting purposes &mdash; for example, a library card &mdash; the ID first presented does not establish that the person seeking to vote is a noncitizen. However, the Driver Privilege Card is different, because its presentation is strong evidence that its holder is not a citizen. <\/p>\n<h2><strong>Youngkin&rsquo;s Action Needed<\/strong><\/h2>\n<p>Early voting in Virginia begins Sept. 20. Gov. Glenn Youngkin should immediately issue an executive order mandating that no person presenting a Driver Privilege Card as proof of ID to any election official shall be issued a ballot in the 2024 election, unless he subsequently presents documentary proof of his citizenship.<\/p>\n<p>Virginia&rsquo;s voter rolls should also be inspected, since anyone with a Driver Privilege Card can still vote if he is listed on the rolls and shows an ID. The voter rolls should be compared to Department of Motor Vehicle data to reveal which voters listed have been issued Driver Privilege Cards, so that either their citizenship can be verified or they can be prevented from committing a federal crime if ineligible to vote.<\/p>\n<p>I raised the issue of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-sheriffs-tell-newsom-they-wont-enforce-covid-curfew\/\" title=\"California Sheriffs Tell Newsom They Won&#039;t Enforce COVID Curfew\">county officials<\/a> being instructed to give ballots to people who present Driver Privilege Cards to Gov. Voting as a noncitizen is a federal offense across the U.S. By law, DPCs can only be issued to those who do not qualify for standard licenses; eligible individuals include U.S. citizens and various categories of legal residents.<\/p>\n<p>Records from the Department Of Motor Vehicles reveal that 49,040 Driver Privilege Cards were issued in 2024 alone since the program&#8217;s inception in 2021.<\/p>\n<p>The Prince William County manual states that someone listed on the pollbook may vote after showing a Driver Privilege Card if they provide another \u201cvalid ID.\u201d However, many accepted forms of identification do not confirm citizenship and can be held by both citizens and noncitizens alike.<\/p>\n<p>In nearby Loudoun County, poll workers are instructed to report instances where voters present a Virginia Driver Privilege Card so officials can investigate further; recently reported actions included canceling registrations for 62 noncitizens found on voter rolls between January and August 2024.<\/p>\n<p>The application for a Driver Privilege Card explicitly states it is intended for \u201cNon-US citizens,\u201d with an affirmation confirming one\u2019s status as a non-citizen required upon signing.<\/p>\n<p>According to Virginia law (\u00a7 24.2-1004.B), anyone who knowingly votes while unqualified or assists others in doing so commits a Class 6 felony\u2014a serious offense under both state and federal laws regarding voting eligibility.<\/p>\n<p>Eric Olsen, Director of Elections and General Registrar of Prince William County stated that county officials adhere strictly to legal guidelines regarding this matter but raised questions about whether any U.S citizen could legitimately hold an unexpired DPC given its two-year maximum validity period\u2014illegal aliens must wait five years post-Green Card before applying for naturalization (three years if married to U.S citizens). <\/p>\n<p>In cases where voters present unacceptable forms of identification\u2014like library cards\u2014their eligibility isn&#8217;t inherently questioned; however, presenting a Driver Privilege Card strongly indicates potential ineligibility due its exclusive issuance policy.<\/p>\n<p>With early voting set for September 20th in Virginia, Governor Glenn Youngkin should promptly issue an executive order prohibiting anyone using a Driver Privilege Card as identification from receiving ballots unless they provide proof of citizenship afterward. Additionally, there should be scrutiny over voter rolls against DMV data identifying those with DPCs so their eligibility can be verified or prevented from committing federal offenses due their potential disqualification from voting rights based on their documentation status.<\/p>\n<p>I brought this concern about county protocols allowing ballots based on presentation of DPCs directly with Gov.
