This is a complete inverse to just a few months ago when a June poll found 57% of respondents believed it was the correct decision.

Opinion in the West Bank is more radical, with 64% believing the Oct. 7 attack was the correct decision.

Palestinians were almost fully united on one aspect of the attack, however, with nearly everyone polled not believing that Hamas carried out atrocities against Israeli civilians.

“Indeed, almost 90% of the public believes Hamas men did not commit the atrocities depicted in videos taken on that day,” the PCPSR wrote. “Support for the attack however seems to come from another motive: findings show that more than two-thirds of the Palestinians believe that the attack has put the Palestinian issue at the center of attention and eliminated years of neglect at the regional and international levels.”

Hamas remains the most popular political group among Palestinians — 36% said they prefer the group, a decline from 40% in June. The next up is Fatah, which governs the West Bank and has only 21% support. Likewise, “armed struggle” is the most popular method to “end the Israeli occupation and establish an independent Palestinian state,” with 50% in the West Bank and 36% in the Gaza Strip answering that it was the most effective. Only 11% in the West Bank and 22% in the Gaza Strip said that popular peaceful resistance was the most effective.

Satisfaction with Hamas’s performance remains at 61% overall; 75% in the West Bank and 39% in the Gaza Strip. Hamas leader Yahiya Sinwar’s approval rating is 54% overall; 70% in the West Bank and 29% in the Gaza Strip.

Palestinian Authority President Mahmoud Abbas, a member of Fatah, is exceedingly unpopular. If presidential elections were held, he would win just 6% of the vote.

Also of note were regional actors — the two most popular were those engaged in direct armed conflict with Israel — Yemen at 69%; 70% in the West Bank and 56% in the Gaza Strip; and Hezbollah at 44%. Qatar had a 43% favorability rating, Iran 33%, Jordan 23%, Egypt 20%, the United Arab Emirates 19%, and Saudi Arabia 15%.

Of note was a 16-point drop in satisfaction with Iran’s performance, which the PCPSR believes is due to the lack of a response to former Hamas head Ismail Haniyeh’s assassination in Tehran. Hezbollah’s relatively low rating could also reflect dissatisfaction with the fact that it has held back its full arsenal thus far.

The two most popular international actors are China, with a 26% satisfaction rating, and Russia, with a 19% satisfaction rating.

The war in Gaza has slowed down in recent months, with Israeli focus shifting to its northern border with Lebanon. A recent poll conducted by the Palestinian Center for Policy and Survey Research revealed that support for Hamas’s surprise attack has waned, particularly in Gaza, where it is losing popular backing for the first time. According to the September survey, 57% of respondents in Gaza felt that Hamas’s decision to launch the attack was wrong, while only 39% supported it. This marks a stark contrast to a June poll where 57% believed it was the right choice. In the West Bank, opinions are more polarized, with 64% supporting the attack.

Despite this decline in support for the offensive itself, there is widespread consensus among Palestinians regarding one aspect: nearly all respondents do not believe that Hamas committed atrocities against Israeli civilians during the attack. The PCPSR noted that almost 90% of those surveyed think that Hamas fighters did not carry out acts depicted in videos from that day. The motivation behind continued support for such attacks seems rooted in a belief among over two-thirds of Palestinians that these actions have brought renewed attention to their cause on both regional and international stages.

Hamas remains the most favored political group among Palestinians at 36%, though this is down from 40% in June; Fatah follows with only 21%. Additionally, “armed struggle” is viewed as the most effective means to end Israeli occupation and establish an independent Palestinian state by half of West Bank respondents (50%) and about one-third (36%) from Gaza. In contrast, only small percentages favor peaceful resistance methods.

Satisfaction with Hamas’s performance stands at an overall rate of 61%, varying between regions—75% satisfaction in West Bank compared to just 39% in Gaza. Approval ratings for Hamas leader Yahiya Sinwar are at 54%, but drop significantly within Gaza (29%). Conversely, Palestinian Authority President Mahmoud Abbas enjoys very low popularity; he would receive just about 6% if elections were held today.

Regional actors engaged directly against Israel rank highly among public favorability: Yemen leads at a rating of 69%, followed closely by Hezbollah at around44%. Other countries like Qatar (43%), Iran (33%), Jordan (23%), Egypt (20%), UAE (19%), and Saudi Arabia (15%) follow behind but show lower approval ratings overall—particularly Iran which saw a notable drop due to perceived inactivity following an assassination incident involving former Hamas leader Ismail Haniyeh.

Internationally recognized figures include China with a satisfaction rating of approximately26%, while Russia holds around19%. As hostilities have slowed recently—with Israel shifting focus towards its northern border—the situation remains tense amid fears over potential escalations following recent military actions involving Hezbollah communications equipment being targeted by Israeli forces.

The PSR conducted face-to-face interviews with1,200 Palestinians across both regions—790 from West Bank and410 from Gaza—with results carrying a margin error rateof3.5%

[538
41222,10660,3723,6696,35107
post-2343327","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-washington-examiner","tag-oct7attack","tag-palestinians","tag-support","tag-war","tag-washingtonexaminer
["GET
