The board has stated that mobile phone identification is valid under the state’s voter ID law, but both state and national Republican organizations contested this in court on Thursday. The North Carolina Republican Party and the Republican National Committee, who are plaintiffs for the fourth time, argue that only physical forms of ID should be accepted. Recently, the board approved the Mobile UNC One Card for use at the University of North Carolina at Chapel Hill, which is optional for students and staff with Apple devices. However, plaintiffs assert that state law permits only tangible IDs such as military or veterans’ photo IDs issued by the U.S. government; government-issued photo IDs for public assistance programs; or tribal enrollment cards from recognized tribes like Cherokee-Eastern Band and Lumbee among others. There are also 95 entities authorized to issue student or government employee photo IDs. The lawsuit claims that it was a mistake for the board to broaden what constitutes an acceptable student ID to include digital formats found solely on computer systems rather than physical items. Concerns about digital identification and artificial intelligence have been prevalent this election cycle; a national poll indicated that over 75% of Americans worry about potential abuses of AI impacting the upcoming presidential election and many lack confidence in their ability to identify manipulated media content. The defendants include all members of the board\u2014Democrats Alan Hirsch (chairman), Jeff Carmon, Siobhan Millen; Republicans Stacy Eggers and Kevin Lewis\u2014as well as Executive Director Bell.
