The new law will sunset by 2030.<\/p>\n<p>The decision to bring back tough penalties comes as Democratic leaders attempt to prove that they are tough enough on crime &mdash; while also trying to convince voters to reject a ballot measure that would bring even harsher sentences for repeat offenders of <a href=\"https:\/\/www.westernjournal.com\/san-francisco-store-resorts-extreme-measures-attempt-stop-rampant-shoplifting\/\" target=\"_blank\" rel=\"noopener\">shoplifting<\/a> and drug charges.<\/p>\n<p>While shoplifting has been a growing problem, large-scale, <a href=\"https:\/\/www.westernjournal.com\/san-francisco-smash-grabbers-rush-sledgehammers-encounter-wrong-73-year-old-sends-running\/\" target=\"_blank\" rel=\"noopener\">smash-and-grab thefts<\/a>, in which groups of individuals brazenly rush into stores and take goods in plain sight, have become a crisis in California and elsewhere in recent years.
