House Bill 10, also referred to as the Require ICE Cooperation & Budget Adjustments bill, was approved with a vote of 67-43 and will be sent to Gov. Roy Cooper. As North Carolina broadens educational choices for families, we are ensuring every child has the opportunity to succeed.” The three Democratic representatives supporting the bill were Carla Cunningham from Mecklenburg County, Shelly Willingham from Edgecombe County, and Michael Wray from Northampton County. Wray recently lost his primary election; Willingham faces Republican Brent Roberson in the upcoming fall elections; while Cunningham is running unopposed. The Senate had previously passed the bill on Monday with no Democratic votes against it (27-17), while all Republicans supported it in both chambers. This spending plan acts as an amendment to the state’s two-year budget and allocates additional funds for Medicaid services and rural broadband access as well. It includes provisions requiring all county sheriffs’ cooperation with U.S Immigration and Customs Enforcement detainers through agreements made by legislative conferees including Sens.
