Established in 2005 to complement Metro bus services, the Circulator offered six routes. The route connecting Union Station and Georgetown—currently experiencing ridership comparable to pre-pandemic figures—will transition to Metro bus service. In contrast, routes serving the National Mall, Woodley Park and 14th Street NW, as well as Eastern Market to L’Enfant Plaza will not be replaced. The expansion of Metro bus routes is expected to incur an annual cost of $8.7 million. Additionally, Metro plans to implement some 24-hour service routes at a further cost of $11 million per year for the city. Adjustments related to phasing out the Circulator include extending services for buses 31 and 33 all the way to Union Station, creating faster loops along 14th Street NW, and introducing a shuttle bus for riders traveling from Stanton and Pomeroy roads SE to Anacostia Metro station.
