So far, the five Democrats have been silent on whether they support the CR with the SAVE Act attached. Reps. Yadira Caraveo (D-CO) and Mary Peltola (D-AK) also voted in favor of that resolution, and the Washington Examiner reached out to both to see how they would vote on the CR.

Of the five who voted for the SAVE Act, Cuellar is the only incumbent running in a “likely Democratic” seat in the 2024 election. Golden, Perez, and Davis are in “toss-up” races, and Gonzalez’s seat is ranked “lean Democrat.” Democrats in tight, competitive races or states that voted for Trump in 2020 tend to vote outside party lines to match their constituency, so a vote for the CR from any of the five would not be surprising.

Johnson is facing challenges from all sides as lawmakers return to Capitol Hill after a monthlong recess. As lawmakers reconvene on Capitol Hill, they are gearing up to vote on a CR that includes the Safeguard American Voter Eligibility Act, which aims to prevent noncitizens from voting in federal elections. This bill has backing from House GOP leadership and former President Donald Trump, and it would fund the government until March 28 of next year. The five Democrats—Reps. Jared Golden (D-ME), Don Davis (D-NC), Marie Gluesenkamp Perez (D-WA), Henry Cuellar (D-TX), and Vicente Gonzalez Jr. (D-TX)—have not publicly stated their stance on the CR with the SAVE Act attached despite having voted for it earlier this year. The Washington Examiner attempted to contact them multiple times regarding their voting intentions but received no replies.

In a letter addressed to colleagues, House Minority Leader Hakeem Jeffries (D-NY) criticized the GOP’s CR plan as “unserious and unacceptable,” insisting that any spending deal should be free of partisan policy changes. Some of these Democrats have previously broken party lines; for instance, they recently voted against Vice President Kamala Harris concerning her handling of the migrant crisis.

Among those who supported the SAVE Act, Cuellar is currently running in a district considered “likely Democratic” for the 2024 election cycle, while Golden, Perez, and Davis are involved in competitive races categorized as “toss-ups,” with Gonzalez’s seat leaning Democratic. It’s common for Democrats in tight races or Trump-supporting states to cross party lines based on their constituents’ preferences; thus, if any of these five vote for the CR, it wouldn’t be unexpected.

Speaker Johnson faces challenges from various factions as Congress returns after a month-long break. Senate Democrats have criticized his approach as catering too much to hardline MAGA supporters. The Senate may propose a straightforward continuing resolution without including the SAVE Act—a move that could help avert a government shutdown.

Additionally, Johnson is under pressure from right-wing members who want to ensure that Democrats cannot leverage President Biden’s final months before Christmas recess to push through significant spending legislation before he leaves office—some hardliners advocate postponing such decisions until next year when they hope Trump will return as president.

Some Republicans have already expressed opposition to this CR; Reps. Thomas Massie (R-KY) and Matt Rosendale (R-MT) plan to vote against it when presented in Congress. Hardline members like Rep. Marjorie Taylor Greene (R-GA) support SAVE but typically oppose continuing resolutions; she remains undecided about her vote.

Vulnerable Republican representatives also raised concerns during last week’s conference call about potential risks associated with Johnson’s proposal leading up to elections scheduled for November 5th—this creates complications since he can only afford four dissenting votes within his party line for passage—which may necessitate seeking Democratic support for an unamended continuing resolution capable of passing through both chambers and receiving Biden’s approval

https://www.washingtonexaminer.com/wp-content/uploads/2024/09/house-democrats-voted-for-save-act-1024x680.webp
[40475,33723,5191,34333,32076
post-2338706","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","tag-cr","tag-house-democrats","tag-leadership","tag-save-act","tag-washington-examiner
https://www.washingtonexaminer.com/wp-content/uploads/2024/09/house-democrats-voted-for-save-act-1024x680.webp
["GET
