Bush appointee, on Saturday. That ruling prevented the law &mdash; which was set to take effect on Sunday &mdash; from being enforced.<\/p>\n<div class=\"fdrlst__b89e9-8101fd2443e0dbe30364c9e71c8a56f2 fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-8101fd2443e0dbe30364c9e71c8a56f2\"><\/div>\n<p>&ldquo;The people of Ohio have made it clear that our elections are only for citizens,&rdquo; LaRose said in a <a href=\"https:\/\/www.ohiosos.gov\/media-center\/press-releases\/2024\/2024-09-03\/\" target=\"_blank\" rel=\"noreferrer noopener\">statement<\/a>. &ldquo;We&rsquo;re especially not going to let foreign billionaires try to buy our constitution.&rdquo;<\/p>\n<p>Approved by lawmakers during Ohio&rsquo;s special legislative session in May, <a href=\"https:\/\/www.legislature.ohio.gov\/135-special-session\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1<\/a> <a href=\"https:\/\/www.legislature.ohio.gov\/files\/special-session\/hb1_04_EN.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">stipulates<\/a> that foreign nationals are directly and indirectly prohibited from making &ldquo;a contribution, expenditure, or independent expenditure in support of or opposition to a statewide ballot issue or question, regardless of whether the ballot issue or question has yet been certified to appear on the ballot.&rdquo; The legislation further barred foreign funds from being given to political parties, candidates, or campaigns &mdash; all of which are prohibited from &ldquo;knowingly&rdquo; accepting such monies.<\/p>\n<p>The law was designed to stave off interference by foreign actors such as <a href=\"https:\/\/www.influencewatch.org\/person\/hansjorg-wyss\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hansj&ouml;rg Wyss<\/a>, a Swiss national whose <a href=\"https:\/\/www.influencewatch.org\/non-profit\/berger-action-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Berger Action Fund<\/a> has <a href=\"https:\/\/americansforpublictrust.org\/wp-content\/uploads\/2024\/04\/APT_1630_Ballot_Spending_Report_FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">given<\/a> hundreds of millions of dollars to the left-wing <a href=\"https:\/\/www.influencewatch.org\/non-profit\/sixteen-thirty-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sixteen Thirty Fund<\/a>. The latter group <a href=\"https:\/\/ohiocapitaljournal.com\/2024\/03\/04\/ohio-senate-passes-bill-to-stop-foreign-donations-on-ballot-campaigns\/\" target=\"_blank\" rel=\"noreferrer noopener\">poured<\/a> $11.5 million into the coffers of organizations backing efforts to enshrine abortion into Ohio&rsquo;s constitution and defeat a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gop-speaker-blocks-bill-keeping-foreign-money-out-of-ohio-ballot-measure-campaigns\/\" title=\"GOP Speaker halts foreign funding ban for Ohio ballot campaigns\">ballot measure raising<\/a> the threshold to amend the state&rsquo;s founding document last year.<\/p>\n<p>In his <a href=\"https:\/\/www.scribd.com\/document\/764729759\/HB-1-Ruling-83124\" target=\"_blank\" rel=\"noreferrer noopener\">decision<\/a>, Watson claimed a provision of HB 1 including lawful permanent residents in its definition of &ldquo;foreign nationals&rdquo; is &ldquo;likely unconstitutional,&rdquo; arguing these individuals &ldquo;have political speech rights&rdquo; covered by the First Amendment. He also contended that the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/antifa-blm-vandalize-ice-building-burn-original-starbucks\/\" title=\"Antifa, BLM vandalize ICE building, burn original Starbucks\">left-wing groups<\/a> who sued to block the statute&rsquo;s enforcement &ldquo;are likely to succeed on the merits of their First Amendment challenge&rdquo; to that section of the law. <\/p>\n<div class=\"fdrlst__b89e9-ab1015d7f968263993e081e2b1d5b7d5 fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-ab1015d7f968263993e081e2b1d5b7d5\"><\/div>\n<p>Watson did, however, acknowledge that &ldquo;most of [HB 1] was constitutional&rdquo; and &ldquo;only issued a partial injunction which invalidates the law&rsquo;s definition of &lsquo;foreign nationals,&#8217;&rdquo; according to <a href=\"https:\/\/www.jurist.org\/news\/2024\/09\/us-federal-judge-blocks-ohio-law-banning-foreign-electoral-donations-over-free-speech-concerns\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jurist News<\/a>.
