Henry Cuellar (D-TX) is running for reelection despite <a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/2990400\/members-congress-indicted-cuellar-joins-officials-charged\/\" target=\"_blank\" rel=\"noopener\" title>facing charges<\/a> of conspiracy to commit bribery, bribery of a federal official, conspiracy to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/breaking-president-trump-gives-pardons-to-73-individuals-and-commutes-another-70-sentences-steve-bannon-is-included\/\" title=\"BREAKING: President Trump Gives Pardons to 73 Individuals and Commutes Another 70 Sentences \u2013 Steve Bannon Is Included\">commit honest services fraud<\/a>, violating a ban on public officials acting as foreign agents, and several money laundering violations.<\/p>\n<p>The seat was most recently considered Lean Democrat but is now projected to be Likely Democrat.<\/p>\n<p>The shifted projections also move three seats into toss-up territory, including Alaska&rsquo;s at-large House seat that was once considered Lean Democrat; California&rsquo;s 45th Congressional District that was once considered Lean Republican; and Nebraska&rsquo;s 2nd Congressional District that was once considered Lean Republican. Additionally, one seat is being moved out of the toss-up category: Ohio&rsquo;s 9th Congressional District.<\/p>\n<p>Those moves now mean toss-up races are almost evenly split, with 13 toss-up seats being held by Republicans and 11 held by Democrats.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\" target=\"_blank\" rel=\"noopener\" title><strong><\/strong><\/a><\/p>\n<p>Although unlikely, if Democrats were able to sweep the 24 toss-up seats and hold the seats they are favored in, that would give the party a nine-seat majority.
