Harris has previously advocated for treating immigration violations as civil issues rather than criminal offenses and suggested\u200b a reevaluation of the Immigration and\u2063 Customs Enforcement (ICE) agency. <\/p>\n<p>Her legislative record raises questions about \u200cher beliefs in border enforcement. The speech was intended to respond to the ongoing chaos at the border, along with attacks from Republicans about her service as Joe Biden&rsquo;s &ldquo;border czar.&rdquo; But the latter controversy misses a fundamental distinction: To act as a &ldquo;border czar,&rdquo; one must first believe in national borders.<\/p>\n<p>With Harris, that&rsquo;s not an academic question given her prior positions. Over and above the Biden administration&rsquo;s refusal to enforce immigration laws the last four years, Harris developed a record far to the left during the short time she served in the Senate. For instance, Harris <a href=\"https:\/\/www.yahoo.com\/entertainment\/kamala-harris-claps-back-at-meghan-mc-cain-on-border-security-we-cant-treat-people-like-criminals-215623428.html\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a> in 2018 that immigration violations &ldquo;should be a civil enforcement issue but not a criminal enforcement issue.&rdquo;<\/p>\n<p>Responding to leftist calls to abolish Immigration and Customs Enforcement (ICE), Harris also <a href=\"https:\/\/www.nbcnews.com\/meet-the-press\/meet-press-june-24-2018-n886131\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> for &ldquo;critically re-examin[ing]&rdquo; the agency, claiming &nbsp;&ldquo;we need to probably think about starting from scratch&rdquo;&mdash;a position her NBC interviewer called on the &ldquo;far edge&rdquo; of mainstream politics.<\/p>\n<p>The specifics of her legislative record raise further questions, beginning with Harris&rsquo; support for a policy effectively outsourcing immigration policy to an international body. Just four short years ago, during Covid-19 lockdowns, she co-sponsored <a href=\"https:\/\/www.congress.gov\/116\/bills\/s4011\/BILLS-116s4011is.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">legislation<\/a> that would &ldquo;suspend all immigration enforcement-related activities in the United States&rdquo; under several conditions. Under the bill, any <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/martinez-we-have-2-4-hour-lines-due-to-new-mexico-lockdown\/\" title=\"Martinez: &#039;We Have 2-4 Hour Lines&#039; Due to New Mexico Lockdown\">public health emergency<\/a>, national emergency regarding a communicable disease, or &ldquo;global pandemic declared by the World Health Organization&rdquo; would see immigration enforcement cease.<\/p>\n<p>Given that Harris supported ceding border enforcement &mdash; one of the hallmarks of national sovereignty &mdash; to an arm of the United Nations, it seems reasonable to ask whether she believes in enforcement. Nothing in the bill prevents the WHO from declaring a global pandemic solely to halt U.S. immigration enforcement. Similarly, nothing prevents Harris, or any future president, from declaring a public health emergency over an unrelated issue &mdash; such as <a href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/firearm-violence-advisory.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">gun violence<\/a> &mdash; to suspend border enforcement.<\/p>\n<p>In November 2019, Harris <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/2565\/cosponsors?s=4&amp;r=1&amp;q=%257B%2522search%2522:%2522s2565%2522%257D\" target=\"_blank\" rel=\"noreferrer noopener\">co-sponsored<\/a> another <a href=\"https:\/\/www.congress.gov\/116\/bills\/s2565\/BILLS-116s2565is.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">bill<\/a> creating a new category of &ldquo;climate-displaced persons&rdquo; admitted into the country. While the legislation references allowing 50,000 such individuals entry each year, it does not set a hard-and-fast cap on the number of displaced persons admitted. Instead, the president would have the discretion to admit as many individuals as he saw fit following consultations with Congress, as with the <a href=\"https:\/\/uscode.house.gov\/view.xhtml?req=granuleid:USC-prelim-title8-section1157&amp;num=0&amp;edition=prelim\" target=\"_blank\" rel=\"noreferrer noopener\">current refugee program<\/a>.<\/p>\n<p>It&rsquo;s not for nothing that Harris has yet to take many <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/iowa-dem-scrubs-left-wing-views-from-campaign-site-to-kick-off-moderate-congressional-campaign\/\" title=\"Iowa Dem Scrubs Left-Wing Views From Campaign Site To Kick Off Moderate Congressional Campaign\">detailed policy positions<\/a>, other than trying to U-turn away from some controversial stances (like <a href=\"https:\/\/thefederalist.com\/2024\/08\/05\/kamala-harris-always-planned-to-take-away-your-health-coverage\/\" target=\"_blank\" rel=\"noreferrer noopener\">outlawing<\/a> private health insurance) she took during her short-lived 2020 presidential campaign. According to <a href=\"https:\/\/www.politico.com\/news\/2024\/08\/16\/harris-dnc-democrats-message-policies-00174195\" target=\"_blank\" rel=\"noreferrer noopener\">Politico<\/a>, &ldquo;elected officials are hoping an intentionally fuzzy approach on immigration, particularly, could help shield them from GOP attacks.&rdquo; But Politico should know that Harris has a history of controversial and lenient immigration proposals that run contrary to that &ldquo;intentionally fuzzy&rdquo; election strategy.<\/p>\n<p>Instead of working to memory-hole <a href=\"https:\/\/www.axios.com\/2024\/07\/24\/kamala-harris-border-czar-immigratin\" target=\"_blank\" rel=\"noreferrer noopener\">their own prior descriptions<\/a> of Harris as a &ldquo;border czar,&rdquo; reporters should focus their energies on questioning the proposals she has previously endorsed. Why does she support giving an international organization &mdash; one that spent months <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/chinese-officials-note-serious-problems-in-coronavirus-response-the-world-health-organization-keeps-praising-them\/2020\/02\/08\/b663dd7c-4834-11ea-91ab-ce439aa5c7c1_story.html\" target=\"_blank\" rel=\"noreferrer noopener\">praising<\/a> a Chinese government that tried to cover up the pandemic &mdash; an effective veto over America&rsquo;s immigration enforcement? <\/p>\n<p>The climate-displaced persons bill claimed that &ldquo;by 2050, there could be as many as 200,000,000&rdquo; such individuals. How many would she support bringing to the United States, and from where? Would Harris link the number of climate refugees admitted to &ldquo;decarbonization,&rdquo; forcing Republicans to support green-energy pork and climate regulations across the economy?<\/p>\n<p>The problem with Harris on the border goes far deeper than her former title. Just four years ago, during COVID-19 lockdowns, she co-sponsored legislation aimed at suspending all immigration enforcement activities under certain conditions. This bill would halt enforcement during any public health emergency or national emergency related to communicable diseases declared by the World Health Organization (WHO).<\/p>\n<p>Given that Harris supported transferring border enforcement\u2014an essential aspect of national sovereignty\u2014to a UN body, it is reasonable to question whether she genuinely believes in enforcing borders. The bill does not prevent WHO from declaring a global pandemic solely for halting U.S. immigration enforcement; similarly, nothing stops Harris or any future president from declaring unrelated public health emergencies\u2014like gun violence\u2014to suspend border controls.<\/p>\n<p>In November 2019, she co-sponsored another bill creating a new category for \u201cclimate-displaced persons\u201d allowed into the country. While it mentions admitting up to 50,000 such individuals annually, there is no strict cap; instead, it grants discretion to the president after consulting Congress.<\/p>\n<p>Harris has been vague about many policy positions since then while attempting to distance herself from some controversial views (such as banning private health insurance) expressed during her short-lived presidential campaign in 2020. According to Politico\u2019s reporting on elected officials\u2019 strategies around immigration issues suggests they hope this ambiguity will protect them from GOP attacks; however, they should recognize that Harris has previously endorsed contentious and lenient proposals contrary to this strategy.<\/p>\n<p>Rather than trying to erase their previous characterizations of Harris as a \u201cborder czar,\u201d reporters should focus on scrutinizing her earlier proposals more closely: Why does she advocate giving an international organization\u2014one criticized for its handling of information about China\u2019s pandemic response\u2014effective control over U.S. immigration policy?<\/p>\n<p>The climate-displaced persons bill projected up to \u201c200 million\u201d such individuals by 2050; how many would she support bringing into America?
