Although it aimed to reduce incarceration \u200crates and improve \u200cpublic\u2063 safety, its implementation led to increased \u2064crime rates, \u2064higher recidivism, and \u200badverse social outcomes, including a\u200c spike in overdose deaths and \u200crampant \u200dshoplifting in cities like San Francisco.<\/p>\n<p>Despite the negative fallout from Proposition 47, advocates have resisted efforts\u200c to repeal it, emphasizing a desire for <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/california-supreme-court-ends-cash-bail-for-some-who-cannot-pay\/\" title=\"California Supreme Court Ends Cash Bail For Some Who Cannot Pay\">progressive criminal justice reform<\/a>. As Proposition 47&#8217;s future\u200c is debated, questions linger about its effects on crime, law enforcement, and public safety in California, especially\u200c with the upcoming \u2063vote influenced by Harris&#8217;s\u2063 previous\u200c role\u200b in \u2062promoting it. Furthermore, a reduction in arrests \u200dhas led to a decline \u2062in DNA collections from criminals,\u2063 potentially hampering investigations into more serious crimes.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>When Rudy Giuliani became mayor of New York City in 1994, one of his top goals was reducing crime. This meant all crime, not just those that grab headlines but those at the pyramid&rsquo;s base. He&nbsp;<a href=\"https:\/\/www.nber.org\/digest\/jan03\/what-reduced-crime-new-york-city\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a>&nbsp;at the time:&nbsp;&ldquo;Obviously murder and graffiti are two vastly different crimes. But they are part of the same continuum, and a climate that tolerates one is more likely to tolerate the other.&rdquo;&nbsp;<\/p>\n<p>The&nbsp;theory&nbsp;behind Giuliani&rsquo;s approach wasn&rsquo;t novel. Dubbed the &ldquo;broken windows&rdquo; approach, the theory was just as Giuliani explained it &mdash; laxity begets criminality &mdash; and at its core were more resources and arrests. According to a NBER&nbsp;<a href=\"https:\/\/www.nber.org\/digest\/jan03\/what-reduced-crime-new-york-city\" target=\"_blank\" rel=\"noreferrer noopener\">paper<\/a>&nbsp;on Giuliani&rsquo;s methods: &ldquo;the police force in New York City grew by 35 percent in the 1990s, the numbers of prison inmates rose 24 percent.&rdquo;&nbsp;<\/p>\n<p>The report argued that deterrence had a bigger effect than a growing economy. For New Yorkers, the&nbsp;<a href=\"https:\/\/www.nber.org\/digest\/jan03\/what-reduced-crime-new-york-city\" target=\"_blank\" rel=\"noreferrer noopener\">results<\/a>&nbsp;spoke for themselves: &ldquo;Between 1990 and 1999, homicide dropped 73 percent, burglary 66 percent, assault 40 percent, robbery 67 percent, and vehicle hoists 73 percent.&rdquo;&nbsp;<\/p>\n<h2>California Dreamin&rsquo;<\/h2>\n<p>The other side of the country, however, presents a very different story. During Kamala Harris&rsquo; tenure (2011-2017) as state attorney general, California decided to break its own windows.&nbsp;<\/p>\n<p>One of the drivers of California&rsquo;s descent into dystopia has been the now infamous&nbsp;<a href=\"https:\/\/file.lacounty.gov\/SDSInter\/dpr\/219495_SampleBallot.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 47<\/a>. On 2014&rsquo;s&nbsp;<a href=\"https:\/\/file.lacounty.gov\/SDSInter\/dpr\/219495_SampleBallot.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ballot<\/a>, it promised a win-win by &ldquo;requir[ing] misdemeanor sentence instead of felony for certain drug and property offenses.&rdquo; But it wouldn&rsquo;t apply to those &ldquo;with prior conviction for serious or violent crime and registered sex offenders,&rdquo; and it dangled large budget savings, &ldquo;potentially in the high hundreds of millions of dollars annually.&rdquo; These &ldquo;savings would be spent on school truancy and dropout prevention, mental health and substance abuse treatment, and victim services.&rdquo;<\/p>\n<p>If the ballot language sounded like a win-win, it paled compared to what it was&nbsp;<a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/data-visualizations\/2015\/hia-map\/state\/california\/california-proposition-47-the-safe-neighborhoods-and-schools-act\" target=\"_blank\" rel=\"noreferrer noopener\">dubbed<\/a>: &ldquo;The Safe Neighborhoods and Schools Act.&rdquo; A study by Human Impact Partners&nbsp;<a href=\"https:\/\/www.pewtrusts.org\/-\/media\/assets\/external-sites\/health-impact-project\/2023\/2\/california-proposition-47-hia-executive-summary.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a>: &ldquo;A Health Impact Assessment of reforms proposed by a state ballot initiative predicts the changes would reduce crime, recidivism, racial inequities in sentencing, and save the state and its counties $600 million to $900 million a year &mdash; but only if treatment and rehabilitation programs are fully funded and implemented properly.&rdquo;<\/p>\n<p>Curiously, despite her title and the proposition&rsquo;s direct effects within her purview, Harris didn&rsquo;t take a public position on the legislation &mdash; but she was&nbsp;<a href=\"https:\/\/spectrumnews1.com\/ca\/la-west\/politics\/2024\/07\/23\/how-harris--california-past-could-influence-future-presidential-priorities-\" target=\"_blank\" rel=\"noreferrer noopener\">responsible<\/a>&nbsp;for writing its title and summary. It would hardly be the only occasion when Harris disappeared from her bailiwick during her tenure as attorney general.&nbsp;<\/p>\n<p>With so much leftward wind billowing in its sails, Proposition 47&nbsp;<a href=\"https:\/\/www.politico.com\/2014-election\/results\/map\/ballot-measures\/california\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a>&nbsp;59-41 percent. Some nonviolent property and drug crimes were reclassified into misdemeanors (including retroactively under defined procedures), and the now-infamous $950 threshold for shoplifting was established.<\/p>\n<h2>California Crime<\/h2>\n<p>Fast-forward a decade, and things haven&rsquo;t panned out as predicted. Like California&rsquo;s windows, Proposition 47&rsquo;s promises were made to be broken. A 2023 Pacific Research Institute report&nbsp;<a href=\"https:\/\/www.pacificresearch.org\/prop-47-never-stood-a-chance\/\" target=\"_blank\" rel=\"noreferrer noopener\">summarized<\/a>&nbsp;Proposition 47 as a desire to &ldquo;reduce crime and rates of incarceration.&rdquo; As with all such attempts to have cake and eat it too, &ldquo;Unfortunately, the recidivism rates have not improved and for the Prop 47 cohort of offenders has actually worsened.&rdquo;<\/p>\n<p><a href=\"https:\/\/www.pacificresearch.org\/prop-47-never-stood-a-chance\/\" target=\"_blank\" rel=\"noreferrer noopener\">Specifically<\/a>, &ldquo;Nearly 3\/4 of all Prop 47 thieves and drug dealers are re-arrested. Roughly the same number were re-arrested before Prop 47&rsquo;s passage and they reoffend at a higher rate than former <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/locked-in-a-room-with-his-full-erection-women-speak-out-about-gender-laws-allowing-men-in-womens-prisons\/\" title=\"\u2018Locked In A Room\u2019 With His \u2018Full Erection\u2019: Women Speak Out About Gender Laws Allowing Men In Women\u2019s Prisons\">state prison inmates<\/a>. Worse, this has been occurring for 9 years.&rdquo;<\/p>\n<p>In San Francisco, the seeming epicenter of California&rsquo;s meltdown, an August 2023 report by Grow SF&nbsp;<a href=\"https:\/\/growsf.org\/blog\/prop-47\/\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a>:&nbsp;<\/p>\n<blockquote>\n<p>There are three practical outcomes following Prop 47 for San Francisco. <\/p>\n<ol>\n<li><a href=\"https:\/\/growsf.org\/blog\/prop-47\/#overdoses\" target=\"_blank\" rel=\"noreferrer noopener\">Overdose deaths skyrocketed after Prop 47&rsquo;s passage<\/a><\/li>\n<li><a href=\"https:\/\/growsf.org\/blog\/prop-47\/#shoplifting\" target=\"_blank\" rel=\"noreferrer noopener\">Shoplifting became endemic after Prop 47<\/a><\/li>\n<li><a href=\"https:\/\/growsf.org\/blog\/prop-47\/#serial-shoplifting\">Serial shoplifting is no longer a felony after Prop 47<\/a><\/li>\n<\/ol>\n<\/blockquote>\n<p>Yet despite the fallout from Proposition 47, its far-left advocates have continued to try to retain it. When Republicans crafted legislation to repeal it, Democrats tried to buy them off with legislative&nbsp;<a href=\"https:\/\/www.kqed.org\/news\/11982070\/campaign-to-roll-back-prop-47-criminal-justice-reforms-could-head-to-voters\" target=\"_blank\" rel=\"noreferrer noopener\">language<\/a>&nbsp;that would have scaled back Proposition 47 but avoided putting full repeal on the ballot.&nbsp;<\/p>\n<p>Once repeal was cleared for this November&rsquo;s ballot, Democrats tried to undercut it with milquetoast&nbsp;<a href=\"https:\/\/www.latimes.com\/california\/story\/2024-07-03\/newsom-pulls-anti-crime-ballot-measure-california-democrats-chaotic-response-to-prop-47-reform\" target=\"_blank\" rel=\"noreferrer noopener\">changes<\/a>&nbsp;to draw away support and keep Proposition 47 on the books. Both efforts failed.<\/p>\n<h2>Say No to Californication<\/h2>\n<p>This November in America, our 47th&nbsp;president will be determined. Simultaneously, in California, Proposition 47&rsquo;s fate will be determined (by Proposition 36). On the national ballot, Kamala Harris will be there directly. In California, Kamala Harris will be there indirectly &mdash; because while she was California&rsquo;s attorney general, her office was&nbsp;<a href=\"https:\/\/nypost.com\/2024\/07\/25\/opinion\/kamala-harris-played-a-key-role-in-californias-crime-catastrophe-voters-should-be-very-worried\/\" target=\"_blank\" rel=\"noreferrer noopener\">responsible<\/a>&nbsp;for writing Proposition 47&rsquo;s title and &ldquo;favorable description&rdquo; that assuredly aided its 2014 passage.&nbsp;&nbsp;<\/p>\n<p>One thing left out of the summary &mdash; beyond the crime effects that have occurred in Proposition 47&rsquo;s wake &mdash; was something that would <em>not<\/em> occur: DNA samples from those committing crimes whose severity had been reduced. As The&nbsp;Sacramento Bee&nbsp;<a href=\"https:\/\/www.sacbee.com\/opinion\/editorials\/article10492628.html\" target=\"_blank\" rel=\"noreferrer noopener\">editorialized<\/a>,&nbsp;just &ldquo;three months after voters approved the initiative that reduced drug and property crimes from felonies to misdemeanors,&rdquo; DNA samples had fallen by two-thirds (from 15,000 per month to 5,000). Such samples are analyzed to look for matches with those taken from more serious crime scenes. Fewer samples analyzed from lower-level crimes means fewer chances to solve more serious crimes.&nbsp;<\/p>\n<p>The&nbsp;Sacramento Bee&rsquo;<em>s<\/em>&nbsp;editorial&nbsp;<a href=\"https:\/\/www.sacbee.com\/opinion\/editorials\/article10492628.html\" target=\"_blank\" rel=\"noreferrer noopener\">concluded<\/a>&nbsp;that if Harris knew the drop in DNA samples was a byproduct, her summary should have said so. And &ldquo;[i]f she wasn&rsquo;t aware of the DNA issue, she was not doing her job.&rdquo;<\/p>\n<p>As&nbsp;Politico&nbsp;recently&nbsp;<a href=\"https:\/\/www.politico.com\/news\/2024\/07\/29\/kamala-harris-california-criminal-justice-00171490\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a>&nbsp;regarding the overlap of Kamala Harris&rsquo; tenure as attorney general and California&rsquo;s relaxing of its law enforcement under the guise of &ldquo;reform&rdquo;: &ldquo;In the years that followed, California voters were presented with a series of proposals to break from decades of tough-on-crime policies by relaxing penalties for nonviolent and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/connecticut-house-debates-expunging-criminal-records-for-300k\/\" title=\"Connecticut House Debates Expunging Criminal Records for 300K\">drug-related offenses<\/a> while facilitating prisoners&rsquo; early release. Even as she shared a ballot with those measures during her reelection campaign, Harris refused to give her opinion of them.&rdquo;<\/p>\n<p>However, there is a larger question than simply, &ldquo;Where was Kamala Harris?&rdquo; Why &mdash; in the face of &ldquo;reform&rsquo;s&rdquo; failure and based on her experience as attorney general and then as senator from California &mdash; was Harris not leading the charge to roll back these misguided reforms?&nbsp;<\/p>\n<p>In the 1960s, the Beach Boys sang that they wished all girls &ldquo;could be California girls.&rdquo; Six decades later, America&rsquo;s far left wants all of the country to be California&rsquo;s world. Proposition 47 is a stark reminder of what that world would look like. Kamala Harris should also remind us how California got to where it is, the role she played in getting it there &mdash; and the role she didn&rsquo;t play in getting it out.<\/p>\n<hr>\n<p>      J.T. Interestingly enough, despite her position overseeing such matters directly related to this proposition\u2019s impact within her jurisdiction\u2014Harris did not publicly endorse or oppose it but did contribute to its title and summary.<\/p>\n<p>With considerable support from progressive factions at play during its campaign phase, Proposition 47 passed with a vote tally of approximately59% in favor versus41% against it. This legislation reclassified several nonviolent property crimes into misdemeanors (including retroactive applications) while establishing an infamous $950 threshold for shoplifting.<\/p>\n<p>Fast forward ten years later; however\u2014and reality has diverged sharply from expectations surrounding Proposition47\u2019s implementation.
