America&rsquo;s governors and state governments are playing a reckless game with our tax dollars: competing to host U.S. locations of China-owned companies. In retrospect, allowing China-owned companies to establish operations in the U.S. is only the latest commercial iteration of Making America China.<\/p>\n<p>First, George H.W. Bush laid the diplomatic groundwork for outsourcing to China, letting the lights <a href=\"https:\/\/www.epi.org\/publication\/china-trade-outsourcing-and-jobs\/\" target=\"_blank\" rel=\"noreferrer noopener\">go out<\/a> in our Pax Americana-era factories. Then around the 2010s, China started buying our mega brands such as Smithfield Foods and <a href=\"https:\/\/finance.yahoo.com\/news\/biggest-american-companies-now-owned-211004728.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly9kdWNrZHVja2dvLmNvbS8&amp;guce_referrer_sig=AQAAAM4S8Q8F6o4tLpHrkBsqfl9DMnqfISYkVVuHP8TRRjBytCwuD-bqMlj3FH9k_QOjE_1D0BZrxugqmv0hGbJwCMObUcCUSvYt9AKizTX0k9dkdzVRLUjnkUQdGGLpLJ7MqE5F6Og8q81--XNUM6ksjIFf7BE2j8f_tkJc8o7OfFxE\" target=\"_blank\" rel=\"noreferrer noopener\">Starwood Hotels<\/a>. More recently, Chinese companies have graciously offered to dust off our shuttered factories for their own profit, &ldquo;as our way of cherishing and conserving resources,&rdquo; said Gotion Chairman Li Zhen in 2023 of its bargain-basement factory <a href=\"https:\/\/www.forbes.com\/sites\/russellflannery\/2023\/09\/10\/chinas-gotion-to-build-historic-2-billion-ev-battery-plant-in-illinois\/\" target=\"_blank\" rel=\"noreferrer noopener\">acquisition<\/a> in Manteno.<\/p>\n<p>Rather than being insulted, state and local officials find this offer so appealing that they throw tax-funded incentives at the Chinese companies in competition with each other. Thus completes the generational cycle of American businesses, to no businesses, to Chinese businesses occupying the industrial properties of what has become the Rust Belt.<\/p>\n<h2>They Were Warned<\/h2>\n<p>The current mood, in which the various states perceive themselves to be in a hot bidding war for each Chinese company that speculates about U.S. expansion, can be traced back to a meeting in May 2019. It was an Exclusive Deal Making Opportunity (the actual <a href=\"https:\/\/www.cgccusa.org\/wp-content\/uploads\/2019\/03\/ExclusiveDealMakingClub-Letter-FINAL-FINAL.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">meeting<\/a> name) within the fifth China-U.S. Governors Forum. The forum&rsquo;s conferences are sponsored by the Chinese People&rsquo;s Association for Friendship with Foreign Countries (CPAFFC), <a href=\"https:\/\/www.hoover.org\/sites\/default\/files\/research\/docs\/diamond-schell_chineseinfluence_oct2020rev.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">part<\/a> of the Chinese Communist Party&rsquo;s (CCP) United Front Work Department. The 2019 meeting in Kentucky was attended by 400 U.S. and Chinese government leaders and investors.<\/p>\n<p>The China-sponsored deal-making workshop was advertised as a &ldquo;prestigious and highly curated event where investors from both countries can meet one-on-one and discuss possible investment projects.&rdquo; An exciting offer, perhaps, for leaders of economically depressed areas who are unaware of or indifferent to the CCP&rsquo;s record of <a href=\"https:\/\/moolenaar.house.gov\/media-center\/press-releases\/moolenaar-rubio-lawmakers-uncover-new-evidence-slave-labor-links\" target=\"_blank\" rel=\"noreferrer noopener\">forced labor<\/a>, <a href=\"https:\/\/www.cbsnews.com\/news\/chinese-hackers-took-trillions-in-intellectual-property-from-about-30-multinational-companies\/\" target=\"_blank\" rel=\"noreferrer noopener\">intellectual property theft<\/a>, and product <a href=\"https:\/\/www.newsweek.com\/us-warns-china-predatory-dumping-economy-1871512\" target=\"_blank\" rel=\"noreferrer noopener\">dumping<\/a>. Irrefutable signs of a bad business partner.<\/p>\n<p>Little is known about what deals were made or which governors attended besides the host Gov. Matt Bevin, R-Ky., Gov. Bill Lee, R-Tenn., and <a href=\"https:\/\/www.chinadaily.com.cn\/a\/201905\/24\/WS5ce802c2a3104842260bdaf8.html\" target=\"_blank\" rel=\"noreferrer noopener\">representatives<\/a> from Colorado, Michigan, and Washington state. But with a crowd of 400 &mdash; much like Chinese leader Xi Jinping&rsquo;s <a href=\"https:\/\/thefederalist.com\/2024\/02\/09\/in-chinas-commercial-warfare-with-boeing-american-foreign-policy-is-collateral\/\" target=\"_blank\" rel=\"noreferrer noopener\">dinner<\/a> with the CEOs last November &mdash; the imagination fills in the blanks.<\/p>\n<p>If the danger of this environment was not apparent, the federal government promptly made it clear.<\/p>\n<p>The U.S. Department of State withdrew support for the China-U.S. Governors Forum in 2020. In February 2020, then-Secretary of State Mike Pompeo delivered a no-minced-words <a href=\"https:\/\/youtu.be\/g1BbswU3i10?si=czLI7MJSNHPnSttW\" target=\"_blank\" rel=\"noreferrer noopener\">address<\/a> to the National Governors Association about the &ldquo;China Competition.&rdquo; &ldquo;Know that [the CCP] is working you, know that it&rsquo;s working the team around you,&rdquo; he noted. In October 2020, a Department of Homeland Security report <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/publications\/2020_10_06_homeland-threat-assessment.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">noted<\/a> that that CCP may take advantage of a state or municipality&rsquo;s economic challenges to create a dependency.<\/p>\n<p>In July 2022, the National Counterintelligence and Security Center issued a <a href=\"https:\/\/www.dni.gov\/files\/NCSC\/documents\/SafeguardingOurFuture\/PRC_Subnational_Influence-06-July-2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">communication<\/a> detailing this progression, and advising state and local leaders to background check new connections, stay vigilant to bribery, and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-push-to-make-military-vehicles-climate-friendly-hands-americas-military-infrastructure-to-red-china\/\" title=\"Biden&#039;s plan for eco-friendly military vehicles gives China control of US military infrastructure.\">prioritize national security<\/a> over economic development.<\/p>\n<h2>Leaping without Looking<\/h2>\n<p>In response, state governments have pursued a China-forward economic agenda, ignoring all warnings and common sense to the contrary.<\/p>\n<p>Before the U.S. Air Force <a href=\"https:\/\/www.kfyrtv.com\/2023\/01\/31\/hoeven-cramer-air-force-provides-official-position-fufeng-project-grand-forks\/\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a> Chinese corn processor Fufeng a national security threat in early 2023, Fufeng initially &ldquo;selected&rdquo; Grand Forks, North Dakota, from among 25 candidate <a href=\"https:\/\/www.grandforksgov.com\/Home\/Components\/News\/News\/6760\/550\" target=\"_blank\" rel=\"noreferrer noopener\">submissions<\/a> for its first U.S. location. Consider the stunning statistic that more than two dozen local governments across the U.S. gave their best-and-final offers in search of a foreign bridegroom.<\/p>\n<p>Consider also that Doug Burgum had been North Dakota&rsquo;s governor the entire <a href=\"https:\/\/en.wikipedia.org\/wiki\/Doug_Burgum\" target=\"_blank\" rel=\"noreferrer noopener\">time<\/a>, from the CCP&rsquo;s deal-making meeting through former Secretary Pompeo&rsquo;s address, and the numerous other warnings since. Did Burgum help <a href=\"https:\/\/www.grandforksherald.com\/news\/north-dakota\/gov-doug-burgum-fufeng-group-leaders-visit-grand-forks-as-city-finalizes-deal\" target=\"_blank\" rel=\"noreferrer noopener\">advance<\/a> this deal behind the scenes? Had he paid attention to the warnings?<\/p>\n<p>Grand Forks had offered a winning incentive <a href=\"https:\/\/www.grandforksherald.com\/news\/local\/grand-forks-eyes-infrastructure-upgrades-to-accommodate-fufeng-plant\" target=\"_blank\" rel=\"noreferrer noopener\">package<\/a> of $91 million for the ill-fated deal, to provide Fufeng-specific infrastructure needed to feed its energy-intensive beast of a factory. The $91 million was to be generated from mostly county and state grants, a portion covered by a pay-back loan to Fufeng, and most notably: $7 million appropriated <a href=\"https:\/\/hpr1.com\/index.php\/feature\/news\/fufeng-corn-processing-plant-angry-citizens-in-grand-forks\/\" target=\"_blank\" rel=\"noreferrer noopener\">from<\/a> the American Rescue Plan Act (ARPA), a federal Covid relief fund for small businesses.<\/p>\n<p>This generous dowry pales in comparison to the incentive packages offered by other states in pursuit of China deals, which are going almost as poorly.<\/p>\n<p>In October 2022, Gov. Gretchen Whitmer, D-Mich., conjured up a <a href=\"https:\/\/www.michigan.gov\/whitmer\/news\/press-releases\/2022\/10\/05\/whitmer-announces-new-battery-component-manufacturing-facility-in-big-rapids\" target=\"_blank\" rel=\"noreferrer noopener\">total<\/a> of $715&nbsp; million for the Chinese lithium ion battery maker Gotion. The package included $175 million cash money, plus $540 million in tax abatements through a &ldquo;Renaissance Zone&rdquo; designation. Green Charter Township residents <a href=\"https:\/\/www.wzzm13.com\/article\/news\/politics\/elections\/township-board-recalled-for-support-gotion-battery-plan\/69-0f25bf7a-9039-42aa-b919-11af12b1d199\" target=\"_blank\" rel=\"noreferrer noopener\">recalled<\/a> their entire township board for approving this plan, and voted in anti-Gotion representatives. Gotion is now <a href=\"https:\/\/www.freep.com\/story\/news\/local\/michigan\/2024\/03\/19\/gotion-sues-green-charter-township-over-2-4-ev-battery-plant\/73018994007\/\" target=\"_blank\" rel=\"noreferrer noopener\">suing<\/a> the township (population 3,218) for breach of contract.<\/p>\n<p>Gotion wanted to develop a second U.S. site concurrently. It found a warm welcome from Gov. J.B. Pritzker, D-Ill., who offered up the small town of Manteno (population <a href=\"https:\/\/en.wikipedia.org\/wiki\/Manteno,_Illinois\" target=\"_blank\" rel=\"noreferrer noopener\">9,210<\/a>) along with a proverbial briefcase stuffed with $536 million. This <a href=\"https:\/\/www.illinois.gov\/news\/press-release.26993.html\" target=\"_blank\" rel=\"noreferrer noopener\">deal<\/a> included $125 million cash and the rest in tax abatements for the privilege of letting Gotion &ldquo;cherish&rdquo; Illinois&rsquo; resources. Unable to fire their board, the residents of Manteno <a href=\"https:\/\/www.nogotion-illinois.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">formed<\/a> a protest organization and are <a href=\"https:\/\/www.daily-journal.com\/news\/local\/manteno_news\/manteno-residents-plan-to-amend-lawsuit-against-gotion\/article_783644e0-c463-11ee-adcf-af8e6a78f8e6.html\" target=\"_blank\" rel=\"noreferrer noopener\">suing<\/a> Gotion. &ldquo;Why would anybody think that&rsquo;s a good idea to have that in our backyard?&rdquo; asked Amanda Piker, founder of &ldquo;No Gotion in Illinois.&rdquo;<\/p>\n<p>Smaller China deals haven&rsquo;t fared well either: Gov. Eric Holcomb, R-Ind., arranged an $11 million incentive package for auto parts maker BeijingWest Industries (BWI) to open an $80 million factory in 2019; a deal he had been working on <a href=\"https:\/\/ksmlocationadvisors.com\/2019\/07\/bwi-group-opens-first-u-s-production-facility-in-central-indiana\/\" target=\"_blank\" rel=\"noreferrer noopener\">since<\/a> 2017. The factory was intended to create a modest 195 jobs; but it <a href=\"https:\/\/www.greenfieldreporter.com\/2020\/03\/26\/auto-parts-plant-temporarily-lays-off-336\/\" target=\"_blank\" rel=\"noreferrer noopener\">closed<\/a> promptly during Covid, and had trouble staying fully operational thereafter due to <a href=\"https:\/\/www.greenfieldreporter.com\/2022\/06\/28\/bwi-restructuring-amid-setbacks\/\" target=\"_blank\" rel=\"noreferrer noopener\">alleged<\/a> &ldquo;workforce&rdquo; issues. BWI will be <a href=\"https:\/\/www.wrtv.com\/news\/local-news\/3-central-indiana-businesses-closing-laying-off-over-400-employees\" target=\"_blank\" rel=\"noreferrer noopener\">closing<\/a> this year. Holcomb may as well have given $50,000 checks to 195 unemployed Hoosiers.<\/p>\n<p>Americans instinctively don&rsquo;t want these companies here. What will it take for state and local officials to honor the will of the people?<\/p>\n<h2>The Long Arm of the CCP Likes the Long Tail of the US<\/h2>\n<p>The CCP pursued relationships with U.S. state governors to get around the Trump administration&rsquo;s trade posture. Cui Tiankai (former Chinese ambassador to the U.S.) <a href=\"http:\/\/us.china-embassy.gov.cn\/eng\/sgzc\/201905\/t20190524_4901731.htm\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> outright at the 2019 China-U.S. Governors Forum that &ldquo;it is more important than ever that sub-national representatives from China and the United States gather to explore how to advance cooperation.&rdquo; Why struggle with one door that opens and closes, when there are 50 other doors to check out?<\/p>\n<p>The same year, the CCP deployed a brilliant piece of psychological warfare in publishing a <a href=\"https:\/\/www.fdd.org\/wp-content\/uploads\/2021\/11\/fdd-monograph-all-over-the-map-the-chinese-communist-partys-subnational-interests-in-the-united-states.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">rating<\/a> of the 50 governors&rsquo; attitudes toward China. Despite the questionable methods and source of this survey, it surely branded the CCP-friendly collaborators as such; convinced the less-friendly &ldquo;ambiguous&rdquo; states to catch up with the &ldquo;friendly&rdquo; states; and put the &ldquo;tough&rdquo; states on notice.<\/p>\n<p>&ldquo;All that we see here [in Illinois] are of enormous <a href=\"https:\/\/www.forbes.com\/sites\/russellflannery\/2023\/09\/10\/chinas-gotion-to-build-historic-2-billion-ev-battery-plant-in-illinois\/\" target=\"_blank\" rel=\"noreferrer noopener\">value<\/a> to us,&rdquo; said Gotion Chairman Zhen. Indeed. We have allowed our land to become the desirable <a href=\"https:\/\/www.wussu.com\/laotzu\/laotzu11.html\" target=\"_blank\" rel=\"noreferrer noopener\">empty vessel,<\/a> and offered it to the highest bidder. While we wait for a future time when governors are told, not just asked, to change course, we can counter the empty vessel economics with internal integrity. Now is the time for Americans to start businesses. Expand businesses.
