Those who picked the eliminated candidate as their <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mccarthy-endorses-rep-stefanik-to-replace-rep-cheney\/\" title=\"McCarthy endorses Rep. Stefanik to replace Rep. Cheney\">top choice<\/a> then have their votes redistributed to their second-choice candidate, and the process continues until someone wins at least 50% of the vote.<\/p>\n<p>The ballot measure would also allow nearly 75,000 registered independents to vote in the district&rsquo;s primary elections. Presently, the district utilizes a closed-primary system, meaning that voters must be registered with a political party in order to participate.<\/p>\n<p>The initiative would cost Washington an estimated $1.45 million over the first five years, much of which would go toward voter outreach and education, <a href=\"https:\/\/makeallvotescountdc.org\/faq\/\" target=\"_blank\" rel=\"noopener\" title>according to<\/a> the campaign&rsquo;s website.<\/p>\n<p>Mayor <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/muriel-bowser\/\" target=\"_blank\" rel=\"noopener\" title>Muriel Bowser<\/a> <a href=\"https:\/\/www.washingtonexaminer.com\/news\/3067010\/dc-voters-inch-toward-shake-up-elections\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> in May that she hopes &ldquo;nobody votes for&rdquo; the initiative and that ranked choice voting was a &ldquo;bad idea, and it&rsquo;s not necessary.&rdquo;<\/p>\n<p>The district&rsquo;s Democratic Party also filed a lawsuit against the initiative, arguing that opening up the primaries would violate voters&rsquo; rights to freely associate with a political party. The suit was dismissed in March.<\/p>\n<p>If a majority of voters approve the initiative on Election Day, it would need to be certified by the Board of Elections and undergo a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bernie-sanders-attempt-to-block-735m-israeli-arms-deal-appears-doomed\/\" title=\"Bernie Sanders&#039; Attempt to Block 5M Israeli Arms Deal Appears Doomed\">30-day congressional review period<\/a>, the campaign <a href=\"https:\/\/makeallvotescountdc.org\/press-release-the-yes-on-83-campaign-submits-over-40000-signatures-to-d-c-board-of-elections-today\/\" target=\"_blank\" rel=\"noopener\" title>said<\/a> in a press release.
