Joe Courtney (D-CT), who sponsored this proposal, said <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/congress\/\" target=\"_blank\" rel=\"noopener\" title>Congress<\/a> needed to control the &ldquo;less essential aspects&rdquo; of the new planes and prevent a potential &ldquo;backdoor for the program to hemorrhage&rdquo; funds.<\/p>\n<p>&ldquo;The president will have an opportunity to make some suggestions and changes to the plane,&rdquo; Courtney said during the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/house-armed-services-committee\/\" target=\"_blank\" rel=\"noopener\" title>House Armed Services Committee<\/a> deliberations on the <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/defense\/\" target=\"_blank\" rel=\"noopener\" title>defense<\/a> bill.<\/p>\n<p>&ldquo;But we do want to keep this within the parameters of the existing contract process so that, again, we&rsquo;re not creating additional costs for the operation of the plane,&rdquo; he added.<\/p>\n<p>On the other hand, <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/republicans\/\" target=\"_blank\" rel=\"noopener\" title>Republicans<\/a> said the program was being used to target Trump.<\/p>\n<p>Former Rep.
