After enacting a reign of terror that included raping, brutalizing, and murdering <a href=\"https:\/\/www.westernjournal.com\/house-democrat-proposes-14-trillion-reparations-plan-black-americans\/\" target=\"_blank\" rel=\"noopener\">black Americans<\/a> or anyone who threatened to upend the social order of a white-dominated South, President Ulysses S.
