Here are the biggest ones you need to know about. <\/p>\n<h2>Ranked-Choice Voting<\/h2>\n<p>Often referred to as &ldquo;rigged-choice voting&rdquo; by its critics, ranked-choice voting (RCV) is an elections system in which voters rank candidates of all parties in order of preference. If no candidate receives more than 50 percent of first-choice votes in the first round of voting, the last-place finisher is eliminated, and his votes are reallocated to the voter&rsquo;s second-choice candidate. This process continues until one candidate receives a majority of votes.<\/p>\n<p>The system has <a href=\"https:\/\/thefederalist.com\/2023\/10\/31\/ranked-choice-voting-is-the-monster-under-the-bed-of-american-elections\/\" target=\"_blank\" rel=\"noreferrer noopener\">largely<\/a> been <a href=\"https:\/\/thefederalist.com\/2024\/05\/15\/communists-cheer-ranked-choice-voting-as-a-weapon-for-defeating-conservatives\/\" target=\"_blank\" rel=\"noreferrer noopener\">pushed<\/a> by Democrats as a way of winning traditionally Republican seats and has regularly <a href=\"https:\/\/thefederalist.com\/2024\/03\/06\/watch-how-ranked-choice-voting-complicates-elections-and-disenfranchises-voters\/\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a> inaccurate election results and discarded ballots. While <a href=\"https:\/\/ballotpedia.org\/Ranked-choice_voting_(RCV)\" target=\"_blank\" rel=\"noreferrer noopener\">10 states<\/a> have prohibited RCV in recent years, that hasn&rsquo;t stopped its proponents from attempting to trick voters into adopting the system via the ballot amendment process.<\/p>\n<p>In Idaho, where Republicans <a href=\"https:\/\/thefederalist.com\/2023\/04\/03\/idaho-takes-an-axe-to-ranked-choice-voting-in-elections-and-north-dakota-and-arizona-could-follow-suit\/\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> a law barring the practice last year, RCV supporters <a href=\"https:\/\/www.spokanepublicradio.org\/regional-news\/2024-07-02\/idaho-open-primaries-supporters-submit-signatures-to-state-for-final-round-of-verification\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a> submitted enough signatures earlier this month to have a <a href=\"https:\/\/ballotpedia.org\/Idaho_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">top-four RCV initiative<\/a> appear on the state&rsquo;s November ballot. According to <a href=\"https:\/\/ballotpedia.org\/Idaho_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Ballotpedia<\/a>, the initiative would change state law to require the use of ranked-choice voting in congressional, gubernatorial, and state and county elections.<\/p>\n<p><a href=\"https:\/\/ballotpedia.org\/Nevada_Question_3,_Top-Five_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Nevada<\/a> and <a href=\"https:\/\/ballotpedia.org\/Oregon_Ranked-Choice_Voting_for_Federal_and_State_Elections_Measure_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Oregon<\/a> will also have pro-RCV initiatives appearing on their November ballots. The former state&rsquo;s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/louisiana-house-approves-constitutional-amendment-to-keep-zuckbucks-out-of-elections\/\" title=\"LA House OKs Amendment To Block &#039;Zuckbucks&#039; From Elections.\">constitutional amendment proposal<\/a> would implement a top-five RCV system for &ldquo;congressional, gubernatorial, state executive official, and state legislative elections,&rdquo; according to Ballotpedia, while the latter&rsquo;s statutory initiative would require the system to be used for all federal and most state races, including those for president and governor. Oregon&rsquo;s initiative would further permit localities to adopt RCV if their governing charters permit it.<\/p>\n<p>Meanwhile, other states are looking to stop RCV from corrupting their elections. <\/p>\n<p>Alaska, which narrowly adopted a top-four RCV system via ballot initiative in 2020, will have an <a href=\"https:\/\/ballotpedia.org\/Alaska_Repeal_Top-Four_Ranked-Choice_Voting_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">amendment<\/a> to repeal the system&rsquo;s use on its fall ballot. The Last Frontier State&rsquo;s use of RCV has <a href=\"https:\/\/thefederalist.com\/2023\/02\/14\/after-ranked-choice-voting-rigged-their-elections-alaska-conservatives-fight-to-reclaim-democracy\/\" target=\"_blank\" rel=\"noreferrer noopener\">produced<\/a> a scenario in which a Democrat now represents Alaska&rsquo;s at-large congressional seat. The system also helped establishment GOP Sen. Lisa Murkowski win reelection against a more conservative challenger during the 2022 midterms.<\/p>\n<p>Missouri voters will also have the opportunity to prohibit RCV in elections via <a href=\"https:\/\/ballotpedia.org\/Missouri_Require_Citizenship_to_Vote_and_Prohibit_Ranked-Choice_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">constitutional amendment<\/a> this November. Arizonans will similarly vote on a <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_133,_Require_Partisan_Primaries_and_Prohibit_Primaries_Where_Candidates_Compete_Regardless_of_Party_Affiliation_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">constitutional amendment proposal<\/a> requiring partisan primaries. While Republican Rep. Austin Smith, the measure&rsquo;s legislative sponsor, <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_133,_Require_Partisan_Primaries_and_Prohibit_Primaries_Where_Candidates_Compete_Regardless_of_Party_Affiliation_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a> indicated the amendment doesn&rsquo;t prohibit RCV, he <a href=\"https:\/\/x.com\/azaustinsmith\/status\/1640829550207852545\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a> it will help &ldquo;gird&rdquo; the state &ldquo;against radical experimental election systems that disenfranchise voters such as &lsquo;ranked choice voting.&#8217;&rdquo;<\/p>\n<p>Sponsors of an Arizona <a href=\"https:\/\/news.ballotpedia.org\/2024\/07\/08\/signatures-submitted-for-arizona-initiative-that-would-eliminate-partisan-primaries-possibly-enact-ranked-choice-voting\/\">constitutional amendment<\/a> that would eliminate partisan primaries and pave the way for RCV submitted signatures to appear on the November ballot earlier this month. Election officials have yet to determine if it will.<\/p>\n<h2>Top-Two Primaries<\/h2>\n<p>South Dakota&rsquo;s <a href=\"https:\/\/ballotpedia.org\/South_Dakota_Constitutional_Amendment_H,_Top-Two_Primary_Elections_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Amendment H<\/a> seeks to alter the state&rsquo;s existing primary system. Rather than allow parties to hold individual primaries, the proposal would amend the state constitution by requiring a top-two primary system for state executive and legislative, congressional, and county races. Candidates from all parties would compete in a single primary, in which the top two vote-getters &mdash; regardless of party affiliation &mdash; would advance to the general election.<\/p>\n<p>This <a href=\"https:\/\/ballotpedia.org\/Jungle_primary\" target=\"_blank\" rel=\"noreferrer noopener\">type of primary system<\/a> is currently used by states such as California.<\/p>\n<h2>Citizens-Only Voting<\/h2>\n<p>Amid the Biden-manufactured <a href=\"https:\/\/thefederalist.com\/tag\/border-invasion\/\" target=\"_blank\" rel=\"noreferrer noopener\">invasion<\/a> at the southern border, various states are aiming to advance measures ensuring illegal aliens can&rsquo;t vote in American elections.<\/p>\n<p>Electors in <a href=\"https:\/\/ballotpedia.org\/Idaho_Citizenship_Requirement_for_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a>, <a href=\"https:\/\/ballotpedia.org\/Kentucky_Citizenship_Requirement_for_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Kentucky<\/a>, <a href=\"https:\/\/ballotpedia.org\/South_Carolina_Citizenship_Requirement_for_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">South Carolina<\/a>, <a href=\"https:\/\/ballotpedia.org\/Wisconsin_Citizenship_Voting_Requirement_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin<\/a>, <a href=\"https:\/\/ballotpedia.org\/Missouri_Require_Citizenship_to_Vote_and_Prohibit_Ranked-Choice_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Missouri<\/a>, <a href=\"https:\/\/ballotpedia.org\/Oklahoma_Citizenship_Requirement_for_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Oklahoma<\/a>, and <a href=\"https:\/\/ballotpedia.org\/North_Carolina_Citizenship_Requirement_for_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">North Carolina<\/a> will have the opportunity this November to vote on <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-ohio-supreme-courts-ballot-amendment-ruling-is-not-the-win-democrats-think-it-is\/\" title=\"Ohio Supreme Court&#039;s ballot amendment ruling disappoints Democrats.\">constitutional amendment proposals<\/a> stipulating that only U.S. citizens may vote in their elections.<\/p>\n<p>A <a href=\"https:\/\/ballotpedia.org\/Iowa_Require_Citizenship_to_Vote_in_Elections_and_Allow_17-Year-Olds_to_Vote_in_Primaries_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">similar initiative<\/a> specifying only U.S. citizens can vote in elections and prohibiting localities from allowing noncitizen voting in municipal races will appear on Iowa&rsquo;s 2024 ballot. The amendment proposal includes an additional provision permitting 17-year-olds who will be 18 at the time of the general election to vote in primaries.<\/p>\n<h2>Ballot Initiative Reform<\/h2>\n<p>With Democrats <a href=\"https:\/\/thefederalist.com\/2023\/06\/23\/how-the-ballot-amendment-process-became-democrats-new-strategy-to-entrench-their-agenda-into-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">weaponizing the ballot initiative process<\/a> to enshrine their radical agenda into law in traditionally red states, some jurisdictions are hoping voters will advance measures to make such efforts more difficult.<\/p>\n<p>In Arizona, <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_134,_Signature_Distribution_Requirement_for_Initiatives_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 134<\/a> would raise the threshold for citizen-led ballot initiatives to appear on the state&rsquo;s ballot. According to <a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_134,_Signature_Distribution_Requirement_for_Initiatives_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Ballotpedia<\/a>, &ldquo;The current signature requirement to get an initiative petition on the ballot in Arizona is equal to 10% or 15% of qualified electors in the state for state statutes and constitutional amendments, respectively.&rdquo; <\/p>\n<p>Proposition 134 seeks to amend that provision of the state constitution to &ldquo;provide that the initiative signature requirement would be 10% of votes cast for governor in each <em>legislative district<\/em> to qualify initiated state statutes for the ballot, and 15% of votes cast for governor in each <em>legislative district<\/em> to qualify initiated constitutional amendments for the ballot&rdquo; (emphasis added). Passing the amendment would effectively force leftist groups hoping to use their dark money to garner support from Democrat-friendly, high-population centers to expand their efforts to rural areas less likely to back their extreme policies.<\/p>\n<p><a href=\"https:\/\/ballotpedia.org\/Arizona_Proposition_136,_Legal_Challenges_to_Constitutionality_of_Initiatives_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Proposition 136<\/a> would amend the Arizona Constitution to allow for legal challenges against ballot initiatives and constitutional amendment proposals after such measures have been submitted to the secretary of state for approval. <\/p>\n<p>Meanwhile, a <a href=\"https:\/\/ballotpedia.org\/North_Dakota_Constitutional_Measure_2,_Single-Subject_Requirement_for_Initiatives_and_Require_Constitutional_Initiatives_to_be_Passed_Twice_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">North Dakota amendment proposal<\/a> seeks to establish a single-subject rule for all ballot measures, require that voters pass constitutional initiatives twice (in a primary and general election), and raise the signature requirement for any statute or constitutional amendment proposal from 4 percent of the state population to 5 percent.<\/p>\n<h2>Mail-In Voting<\/h2>\n<p>The &ldquo;<a href=\"https:\/\/ballotpedia.org\/Connecticut_No-Excuse_Absentee_Voting_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Connecticut No-Excuse Absentee Voting Amendment<\/a>&rdquo; seeks to amend the Constitution State&rsquo;s founding document by allowing the Democrat-controlled legislature to pass laws allowing for <a href=\"https:\/\/thefederalist.com\/tag\/mail-in-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">no<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-house-passes-omnibus-election-reform-bill\/\" title=\"Georgia House Passes Omnibus Election Reform Bill\">-excuse absentee voting<\/a><\/a>. The <a href=\"https:\/\/www.cga.ct.gov\/asp\/Content\/constitutions\/Constitution_State_CT.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Connecticut Constitution<\/a> only permits voters to request an absentee ballot if they fulfill any of the document&rsquo;s listed criteria, such as if they&rsquo;re sick or won&rsquo;t be in town on Election Day. <\/p>\n<p>Opponents of the measure expressed concern that tit would move the state away from its traditional voting procedures, in which electors vote in person on Election Day. Attempts to pass the leftist-backed amendment come at the same time Democrat officials in Connecticut&rsquo;s most-populous city are <a href=\"https:\/\/thefederalist.com\/2024\/06\/12\/connecticut-prosecutors-arrest-4-democrats-for-allegedly-misusing-absentee-ballots\/\" target=\"_blank\" rel=\"noreferrer noopener\">facing charges<\/a> for absentee ballot fraud.<\/p>\n<h2>Voter ID<\/h2>\n<p>The &ldquo;<a href=\"https:\/\/ballotpedia.org\/Nevada_Voter_Identification_Initiative_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Nevada Voter Identification Initiative<\/a>&rdquo; is a constitutional amendment proposal that would require Nevada residents to provide a photo ID when voting in person or their Social Security number or the last four digits of their driver&rsquo;s license when voting by mail.
