Ayanna Pressley (D-MA)<\/a><\/p>\n<p>The Project 2025 \u200dplan does not deny the reality of climate change, but it \u200bdoes call into question some of the more radical policies\u2064 pushed by the Biden administration.<\/p>\n<p>The plan does advocate for a rollback\u2063 of some\u200c of the \u200dregulatory changes implemented under the Obama administration and a reevaluation \u2064of\u2064 the costs and benefits of various \u2063<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mike-rowe-reacts-to-john-kerrys-solar-panel-comments-energy-cant-be-the-enemy\/\" title=\"Mike Rowe Reacts To John Kerry\u2019s Solar Panel Comments: \u2018Energy Can\u2019t Be The Enemy\u2019\">climate change policies<\/a>. However, it\u200b does not \u200ddispute the scientific consensus that climate change is real.<\/p>\n<p>while Democrats\u200d have been exaggerating and mischaracterizing the Project 2025\u200b proposals,\u2062 it is important to fact-check\u2064 their claims\u2064 and provide accurate information to the public. They have called it a \u201c<a href=\"https:\/\/www.tiktok.com\/@reppressley\/video\/7372215198721199406?lang=en\" target=\"_blank\" rel=\"noopener\" title>right-wing manifesto<\/a>\u201d and warned it contains plans for a \u201c<a href=\"https:\/\/www.tiktok.com\/@bidenhq\/video\/7339246323016682794?_t=8kUbNTGt0Pq&#038;_r=1\" target=\"_blank\" rel=\"noopener\" title>patriarchal theocracy<\/a>\u201d under a second Trump administration.<\/p>\n<p>Project 2025 is more like a wish list from outside conservative groups than a blueprint from Trump himself. The Trump campaign has repeatedly distanced itself from the enterprise.<\/p>\n<p> <script data-cfasync=\"false\" src=\"http:\/\/www.washingtonexaminer.com\/cdn-cgi\/scripts\/5c5dd728\/cloudflare-static\/email-decode.min.js\"><\/script><script type=\"text\/javascript\" src=\"https:\/\/ssl.gstatic.com\/trends_nrtr\/3769_RC01\/embed_loader.js\"><\/script> <script type=\"text\/javascript\"> trends.embed.renderExploreWidget(\"TIMESERIES\", {\"comparisonItem\":[{\"keyword\":\"project 2025\",\"geo\":\"US\",\"time\":\"today 1-m\"}],\"category\":0,\"property\":\"\"}, {\"exploreQuery\":\"date=today%201-m&geo=US&q=project%202025&hl=en\",\"guestPath\":\"https:\/\/trends.google.com:443\/trends\/embed\/\"}); <\/script> <\/p>\n<p>\u201cI know nothing about Project 2025,\u201d Trump wrote on social media last week. \u201cI disagree with some of the things they\u2019re saying and some of the things they\u2019re saying are absolutely ridiculous and abysmal.\u201d<\/p>\n<p>Based in large part on a <a href=\"https:\/\/static.project2025.org\/2025_MandateForLeadership_FULL.pdf\" target=\"_blank\" rel=\"noopener\" title>document<\/a> titled <em>Mandate for Leadership<\/em>, which is what the Heritage Foundation has called editions of its sweeping policy recommendations since the 1980s, Project 2025 involves proposals that would shrink and reorient the federal government around conservative priorities. The term also refers to an effort by outside groups to identify personnel who could serve in key positions in a Republican administration, seeking to correct for the mistakes of the ill-prepared Trump transition team in 2016.<\/p>\n<p>Here are some of the claims Democrats have made about Project 2025:<\/p>\n<h2 class=\"wp-block-heading\">DOJ \u2018murdering spree\u2019<\/h2>\n<p><strong>\u201cThe Department of Justice would go on a murdering spree. It would rush to use the death penalty and expand its use to even more people while circumventing due process protections.\u201d<\/strong> \u2014 <a href=\"https:\/\/pressley.house.gov\/2024\/05\/22\/watch-pressley-sounds-alarm-on-far-right-manifesto-project-2025\/\" target=\"_blank\" rel=\"noopener\" title>Rep. Ayanna Pressley (D-MA)<\/a><\/p>\n<p>Project 2025 does not include calls for the DOJ to go on a murdering spree.<\/p>\n<p>The <em>Mandate for Leadership<\/em> document, which includes more than 900 pages of proposals, appears to address the death penalty in a single paragraph. The proposal calls on the federal government to \u201cenforce the death penalty where appropriate and applicable,\u201d and does not appear to call for an expansion of the crimes that qualify for the death penalty.<\/p>\n<p>\u201cCapital punishment is a sensitive matter, as it should be, but the current crime wave makes deterrence vital at the federal, state, and local levels,\u201d the document reads. \u201cHowever, providing this punishment without ever enforcing it provides justice neither for the victims\u2019 families nor for the defendant. The next conservative Administration should therefore do everything possible to obtain finality for the 44 prisoners currently on federal death row.\u201d<\/p>\n<p>While the proposal does call for applying the death penalty more frequently for \u201cparticularly heinous crimes,\u201d it does not advocate any changes to existing laws surrounding capital punishment.<\/p>\n<h2 class=\"wp-block-heading\">IVF in the crosshairs<\/h2>\n<p><strong>\u201cThey\u2019re going after IVF. They\u2019re going after contraception.\u201d<\/strong> \u2014<a href=\"https:\/\/www.tiktok.com\/@bidenhq\/video\/7339246323016682794?_t=8kUbNTGt0Pq&#038;_r=1\" target=\"_blank\" rel=\"noopener\" title>Rep. Alexandria Ocasio-Cortez<\/a> (D-NY)<\/p>\n<p>Nowhere in the Project 2025 blueprint is any proposal resembling a ban on birth control.<\/p>\n<p>\u201c<em>Mandate for Leadership<\/em> says nothing about banning or restricting contraception,\u201d the group behind it <a href=\"https:\/\/x.com\/Prjct2025\/status\/1810735701308195326\" target=\"_blank\" rel=\"noopener\" title>wrote<\/a> on X this week.<\/p>\n<p>Trump himself has explicitly ruled out supporting birth control restrictions.<\/p>\n<p>\u201cI do not support a ban on birth control, and neither will the Republican Party,\u201d he <a href=\"https:\/\/apnews.com\/article\/trump-contraception-access-gop-protections-birth-control-d376b5c489298e3035f7f433fe579b1e\" target=\"_blank\" rel=\"noopener\" title>said<\/a> in May.<\/p>\n<p>To the extent that the Project 2025 plan references contraception at all, it does not propose any kind of ban on birth control. Instead, the plan calls for the Department of Health and Human Services to rescind a Biden administration <a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/FR-2023-02-02\/pdf\/2023-01981.pdf\" target=\"_blank\" rel=\"noopener\" title>rule change<\/a> that eliminated a \u201cmoral exemption\u201d for employers offering health insurance coverage that could include contraception.<\/p>\n<p>The conservative proposal involves returning HHS regulations to the pre-Biden standard, which allowed \u201creligious and moral exemptions and accommodations for coverage of certain preventive services,\u201d and it does not suggest any new limits on contraception.<\/p>\n<p>\u201cThere is no need for further rulemaking that curtails existing exemptions and accommodations,\u201d <em>Mandate for Leadership<\/em> reads.<\/p>\n<p>Much of the political narrative surrounding contraception has to do with the failure of bills at the federal and state levels that would codify existing access to birth control, not with proactive efforts to ban it.<\/p>\n<p>Last month, a bill that would have enshrined protections for birth control access <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3029511\/contraception-bill-shot-down-senate-democrats\/\" target=\"_blank\" rel=\"noopener\" title>failed in the Senate<\/a>. Republicans who voted against it argued the legislation was not necessary because contraception is widely available and will remain so.<\/p>\n<p>Gov. Glen Youngkin (R-VA) <a href=\"https:\/\/www.nbcwashington.com\/news\/politics\/birth-control-why-youngkin-vetoed-a-contraception-bill-and-how-the-fight-over-access-became-an-election-issue\/3624535\/\" target=\"_blank\" rel=\"noopener\" title>vetoed<\/a> a bill in May that state Democrats said would enshrine protections for contraception. Youngkin said he supported access to birth control and even <a href=\"https:\/\/news.bloomberglaw.com\/health-law-and-business\/virginia-governor-sends-back-amended-contraception-rights-bill\" target=\"_blank\" rel=\"noopener\" title>proposed<\/a> his own birth control protections to the state legislature, but he vetoed the bill passed by the Democratic-controlled legislature over religious exemption and parental rights <a href=\"https:\/\/www.governor.virginia.gov\/media\/governorvirginiagov\/governor-of-virginia\/pdf\/Veto-Statements.pdf\" target=\"_blank\" rel=\"noopener\" title>concerns<\/a>.<\/p>\n<p>As for in vitro fertilization, <em>Mandate for Leadership<\/em> does not appear to address the matter at all. Republicans have not proposed a ban on IVF treatments to help families struggling to conceive \u2014 in fact, Sen. Ted Cruz (R-TX) <a href=\"https:\/\/www.texastribune.org\/2024\/05\/20\/ted-cruz-texas-ivf\/\" target=\"_blank\" rel=\"noopener\" title>proposed<\/a> a bill protecting IVF access in May. Trump has said he supports IVF, and the proposed Republican platform, to be ratified at the Republican National Convention next week, supports access to IVF and fertility treatments.<\/p>\n<p>The claim about threats to IVF does not appear to be connected to Project 2025 itself. Instead, it sprung out of a <a href=\"https:\/\/www.washingtonexaminer.com\/policy\/healthcare\/2868604\/alabama-ivf-case-everything-you-need-to-know\/\" target=\"_blank\" rel=\"noopener\" title>court decision in Alabama<\/a> earlier this year that had to do with liability for the destruction of frozen embryos at an IVF clinic.<\/p>\n<p>The Heritage Foundation has weighed in on the IVF debate since, separately from Project 2025. However, the conservative group <a href=\"https:\/\/www.heritage.org\/life\/report\/why-the-ivf-industry-must-be-regulated\" target=\"_blank\" rel=\"noopener\" title>advocated<\/a> more regulations on the IVF industry, such as implementing standards that offer heightened protections against the destruction of viable embryos, not for restrictions on the availability of the fertility treatment.<\/p>\n<h2 class=\"wp-block-heading\">\u2018Terminates the constitution\u2019<\/h2>\n<p>One of the most concerning claims the Biden campaign has made about Project 2025 is that the plan \u201cterminates the Constitution.\u201d Biden\u2019s team made the claim in a new <a href=\"https:\/\/joebiden.com\/project2025\/\" target=\"_blank\" rel=\"noopener\" title>website<\/a> to amplify Democratic attacks on the conservative plan.<\/p>\n<p>But the document the Biden campaign cites does not even come close to calling for an end to the Constitution. In fact, the plan advocates a closer reading of the Constitution across hundreds of pages of policy proposals.<\/p>\n<p>\u201cIn the case of making the federal government smaller, more effective, and accountable, the simple answer is the Constitution itself,\u201d the Project 2025 document reads.<\/p>\n<p>The plan\u2019s authors noted that presidents should be especially loyal to constitutional principles, including by leaving lawmaking to Congress.<\/p>\n<p>\u201cAbove all, the President and those who serve under him or her must be committed to the Constitution and the rule of law,\u201d the document reads. \u201cThis is particularly true of a conservative Administration, which knows that the President is there to uphold the Constitution, not the other way around.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Civil rights scale-back<\/h2>\n<p><strong>\u201cTrump\u2019s henchmen want to eliminate the Department of Education. \u2026 They want to scale back enforcement of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-campus-anti-semitism-skyrockets-even-as-coronavirus-forces-remote-learning\/\" title=\"Report: Campus Anti-Semitism Skyrockets Even as Coronavirus Forces Remote Learning\">civil rights laws<\/a>, like Title IX, which <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/scotus-refuses-to-reinstate-west-virginia-law-keeping-males-off-female-sports-teams\/\" title=\"SCOTUS Refuses to Reinstate West Virginia Law Keeping Males Off Female Sports Teams\">prohibits gender-based discrimination<\/a>. \u2026 They want to take federal funding away from schools with curricula, books, or classes that address race, racism, gender, and sexuality.\u201d<\/strong> \u2014 <a href=\"https:\/\/www.msnbc.com\/the-reidout\/watch\/project-2025-plans-to-dismantle-current-public-schools-system-if-trump-s-reelected-214536773536\" target=\"_blank\" rel=\"noopener\" title>Joy Reid, MSNBC<\/a><\/p>\n<p>In a segment billed as \u201cProject 2025 Exposed,\u201d Reid correctly noted that the plan proposes shuttering the Department of Education. However, her other claims were misleading.<\/p>\n<p>Conservative groups argue that the federal government should have a dramatically smaller role in regulating schools.<\/p>\n<p>\u201cThis department is an example of federal intrusion into a traditionally state and local realm,\u201d <em>Mandate for Leadership<\/em> reads.<\/p>\n<p>The proposals suggest distributing federal education dollars as grants, giving local governments more discretion over how to spend the money.<\/p>\n<p>\u201cCongress could have, and once did, distribute management of federal education programs outside of a single department,\u201d the document says. \u201cThe next Administration will need a plan to redistribute the various congressionally approved federal education programs across the government, eliminate those that are ineffective or duplicative, and then eliminate the unproductive red tape and rules by entrusting states and districts with flexible, formula-driven block grants.\u201d<\/p>\n<p>The plan does not, however, call for reducing the enforcement of civil rights laws. Project 2025\u2019s authors proposed moving the existing authority that the Department of Education has to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/republican-attorneys-general-challenge-controversial-eeoc-transgender-guidance\/\" title=\"Republican Attorneys General Challenge Controversial EEOC Transgender Guidance\">enforce civil rights laws<\/a> to the Justice Department\u2019s Office of Civil Rights.<\/p>\n<p>\u201c[S]pecifically for K\u201312 systems under federal authority, Congress and the next Administration should support existing state and <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-justice-department-pick-helped-kill-pipeline-favored-by-key-senator\/\" title=\"Biden Justice Department Pick Helped Kill Pipeline Favored by Key Senator\">federal civil rights laws<\/a> and add to such laws a prohibition on compelled speech,\u201d the document reads.<\/p>\n<p>It also calls for a return to the pre-Biden interpretation of Title IX, which protects against sex-based discrimination in schools. The rule has historically protected women from discrimination, such as by providing them their own sports leagues, but the Biden administration has worked to overhaul Title IX by rewriting the definition of sex to include transgender identities.<\/p>\n<p>Project 2025 proposes returning to the Title IX standard that existed for decades.<\/p>\n<p>And the recommendations do not advocate banning books or lessons that even mention the concept of race.
