Check\u200d out today\u2019s\u200b @BostonGlobe story\u2063 <a href=\"https:\/\/t.co\/U4RGjfLDId\">pic.twitter.com\/U4RGjfLDId<\/a><\/p>\n<p>&mdash; \u2063Elizabeth Warren (@SenWarren)\u200d <a href=\"https:\/\/twitter.com\/SenWarren\/status\/1545352946783571458?ref_src=twsrc%5Etfw\">July \u200c12, 2024<\/a><\/p><\/blockquote>\n<\/div>\n<\/figure>\n<p>While Warren singled\u2062 out wealthy tax\u2062 dodgers as the target \u2063of\u2064 the IRS\u2019s army, the agency has increasingly looked to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-pause-on-student-loans-only-adding-fuel-to-the-inflation-fire-according-to-expert\/\" title=\"White House Pause on Student Loans Only Adding \u201cFuel to the Inflation Fire\u201d, According to Expert\">middle-class taxpayers<\/a>, in addition to small\u2064 businesses and independent contractors, as \u2064a source of increased revenue.<\/p>\n<p>The IRS \u200bmade a \u200bconcerted effort\u2062 last year to ramp up auditing of \u2064lower- and\u200c middle-income earners, launching nearly \u200c1 million \u200cexaminations compared to the fewer than 400,000 audits it conducted \u2063of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/report-joe-manchin-meeting-with-republicans-drafting-scaled-down-version-of-biden-infrastructure-bill\/\" title=\"Report: Joe Manchin Meeting With Republicans, Drafting \u2018Scaled Down\u2019 Version Of Biden Infrastructure Bill\">high-income earners<\/a>, according to\u2063 its <a href=\"https:\/\/www.irs.gov\/statistics\/enforcement-examinations\" target=\"_blank\" rel=\"noreferrer noopener\">enforcement\u200c statistics<\/a>.<\/p>\n<p>audits of taxpayers earning less than $200,000 made up nearly 70% of the total\u2063 initiated\u200b by the \u200cIRS in the last fiscal year. By contrast, the agency audited taxpayers \u2064earning $200,000 or more at a rate of 22.1%.<\/p>\n<p>The Biden\u200c administration\u2064 requested a <a href=\"https:\/\/www.cnbc.com\/2023\/03\/28\/how-much-budget-for-irs-tax-enforcement-money-request.html\" target=\"_blank\" rel=\"noreferrer noopener\">$1.2 billion<\/a> increase in funding for the IRS in fiscal year 2023, which included funds for ramping up enforcement activities against \u2064middle-income Americans\u200c while also \u2063targeting high-income earners.<\/p>\n<p>The IRS requested $535 million to increase enforcement staff for\u2062 fiscal year 2023, spurred by \u200cthe belief that\u2064 a \u201cmodest increase in the audit\u200d rate for taxpayers with incomes over $1 \u2063million can\u2063 generate\u2062 billions in additional revenue,\u201d \u2062according\u200d to the \u200dagency\u2019s <a href=\"https:\/\/home.treasury.gov\/policy-issues\/revenue-analysis\/enforcement-budget-projection\" target=\"_blank\" rel=\"noreferrer noopener\">budget \u2063projection<\/a>.<\/p>\n<p>Warren initially balked at the $1.2 billion requested by the administration, calling for a more significant investment of \u200c$10 billion annually over the <a href=\"https:\/\/elizabethwarren.com\/the-stop-corporate-looting-act\" target=\"_blank\" rel=\"noreferrer noopener\">next\u2064 decade<\/a>. Elizabeth Warren, D-Mass., celebrated the federal government\u2019s collection of more than $1 billion in taxes from \u201chigh-wealth taxpayers\u201d as a triumph for the agency\u2019s radical expansion under President Joe Biden.<\/p>\n<div  class=\"fdrlst__b89e9-3c4ae20c5d7ad7d708f8e5d62eda05ed fdrlst__b89e9-paragraph-2\" id=\"fdrlst__b89e9-3c4ae20c5d7ad7d708f8e5d62eda05ed\"><\/div>\n<p>\u201cDemocrats boosted IRS funding, and it\u2019s already gotten back $1 BILLION from millionaire tax cheats,\u201d the Massachusetts senator wrote in response to a <a href=\"https:\/\/www.bostonglobe.com\/2024\/07\/11\/business\/irs-collects-milestone-1-billion-back-taxes-high-wealth-taxpayers\/?camp=bg%3Abrief%3Arss%3Afeedly&#038;rss_id=feedly_rss_brief&#038;utm_campaign=Globe_Twitter&#038;s_campaign=bostonglobe%3Asocialflow%3Atwitter\" target=\"_blank\" rel=\"noreferrer noopener\">story<\/a> in The Boston Globe. \u201cRepublicans want to cut IRS funding again to protect their rich tax-dodging buddies \u2014 no way.\u201d<\/p>\n<p>A columnist for the paper trumpeted by Warren, however, pointed out that \u201cBuried deep in the same story: Two-thirds of IRS audits initiated last year were on taxpayers making less than $200,000.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\"> <span class=\"Iq3\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Buried deep in the same story: Two-thirds of IRS audits initiated last year were on taxpayers making less than $200,000. <a href=\"https:\/\/t.co\/THeAi5Akup\">https:\/\/t.co\/THeAi5Akup<\/a><\/p>\n<p>\u2014 Jeff Jacoby (@Jeff_Jacoby) <a href=\"https:\/\/twitter.com\/Jeff_Jacoby\/status\/1811413237981966375?ref_src=twsrc%5Etfw\">July 11, 2024<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/span> <\/div>\n<\/figure>\n<p>In fact, the note on IRS middle-class audits is highlighted at the end of The Boston Globe\u2019s story, which is headlined, \u201cIRS collects milestone $1 billion in back taxes from high-wealth taxpayers.\u201d<\/p>\n<p>\u201cDemian Brady, vice president of research for the National Taxpayers Union Foundation \u2014 says the IRS still targets non-high-wealth partnerships for audits,\u201d the Globe reported. <\/p>\n<div  class=\"fdrlst__b89e9-6f8c4206c599d095051791a657e6ae6c fdrlst__b89e9-paragraph-6\" id=\"fdrlst__b89e9-6f8c4206c599d095051791a657e6ae6c\"><\/div>\n<p>\u201cIt should also be noted that nearly two-thirds of audits initiated in 2023 were on those making less than $200,000,\u201d Brady told the paper.<\/p>\n<p>In April, The Wall Street Journal editorial board reported on a review of the federal tax agency\u2019s auditing practices, which found 63 percent of new government inquiries were to middle-income earners who made less than $200,000.<\/p>\n<p>\u201cOnly a small overall share reached the very highest earners, while 80% of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/after-promising-not-to-the-irs-army-democrats-expanded-is-targeting-the-middle-class\/\" title=\"Despite pledging not to do so, the IRS, under Democratic leadership, has extended its focus to include the middle class\">audits covered filers earning<\/a> less than $1 million,\u201d <a href=\"https:\/\/www.wsj.com\/articles\/irs-tax-collectors-audit-middle-class-tigta-5071d622\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> the editorial board of The Wall Street Journal. \u201cDon\u2019t forget to save those charitable-giving receipts.\u201d<\/p>\n<p>Congress beefed up the IRS with an army of <a href=\"https:\/\/thefederalist.com\/2022\/07\/29\/build-back-better-bill-would-fund-86000-additional-irs-agents-to-sic-on-american-taxpayers\/\" target=\"_blank\" rel=\"noreferrer noopener\">86,000<\/a> new tax collecters in the 2022 \u201cInflation Reduction Act\u201d (IRA). The Treasury Inspector General for Tax Administration (TIGTA) <a href=\"https:\/\/www.tigta.gov\/sites\/default\/files\/reports\/2024-03\/2024ier010fr.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> in March that new employees were \u201cnot to be used to increase the share of small businesses or households below the $400,000 threshold that are audited,\u201d but the agency \u201cdid not include specifics on how the IRS was going to ensure it met this commitment.\u201d<\/p>\n<div  class=\"fdrlst__b89e9-9807007c8782429cba0d52ce50c5fb7a fdrlst__b89e9-paragraph-10\" id=\"fdrlst__b89e9-9807007c8782429cba0d52ce50c5fb7a\"><\/div>\n<p>In 2022, Treasury Secretary Janet Yellen <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy0918#:~:text=to%20historical%20levels.-,This%20means%20that%2C%20contrary%20to%20the%20misinformation%20from%20opponents%20of,focus%20on%20high%2Dend%20noncompliance.\">pledged<\/a>, \u201ccontrary to the misinformation from opponents of this legislation,\u201d that \u201csmall business or households earning $400,000 per year or less will not see an increase in the chances that they are audited.\u201d<\/p>\n<p>Except if audits are going up overall under an agency with nearly 100,000 new auditors, then <em>everyone\u2019s <\/em>chances of being audited have gone up, with the IRS still targeting middle- and lower-income Americans for the majority of audits. This information was buried in a story that highlighted the IRS&#8217;s success in collecting taxes from the wealthy. Despite assurances that audits would not increase for households earning $400,000 or less, the IRS is still targeting middle- and lower-income Americans for the majority of audits.
