Numerous pundits have noted that the vice president is already <a href=\"https:\/\/www.politico.com\/news\/2024\/07\/09\/biden-clinton-harris-democrat-poll-00166937\" target=\"_blank\" rel=\"noreferrer noopener\">running ahead<\/a> of Biden against Donald Trump \u2014 even before she\u2019s had the chance to make her case.<\/p>\n<p>Though I\u2019m not in the predictions racket, I\u2019ve been around long enough to know that D.C. experts have no idea how the electorate is going to react to a candidate. History is strewn with sure things and can\u2019t-miss prospects. Many voters are reliable partisans. Many others are driven by intuition and emotion, not the kind of hard rationalism experts tend to assign them.<\/p>\n<p>Which is to say, it\u2019s a mistake to assume Kamala\u2019s popularity is destined to increase after she makes her case to voters. In truth, the reverse is just as likely to happen.<\/p>\n<p>In 2011, Secretary of State Hillary Clinton\u2019s <a href=\"https:\/\/news.gallup.com\/poll\/243242\/snapshot-hillary-clinton-favorable-rating-low.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">favorability numbers<\/a> hit a historic high of 66 percent, and remained over 50 percent until the 2016 presidential campaign began in earnest. Those are better than Harris\u2019 numbers today. By September 2018, Clinton was at 36 percent. Even among Democrats, Clinton\u2019s favorability dropped 10 points from the start of the campaign until the election.<\/p>\n<p>What happens when Harris faces a large-scale highly funded opposition campaign that launches relentless daily attacks on her? Most voters don\u2019t know much about Harris\u2019 record. Trump\u2019s negatives, on the other hand, are already baked into the polls. What is Kamala going to say about the former president that Biden hasn\u2019t? Once you accuse your opponent of being Hitler, there really isn\u2019t much space to ratchet up the rhetoric.<\/p>\n<p>Besides, what will Harris\u2019s case for the presidency be? Won\u2019t she be compelled to run on Biden\u2019s record? Sure, a change would shift the coverage away from Biden\u2019s fragility. But before the media begins writing revisionist histories about the past four years, let\u2019s not forget the administration\u2019s policies were unpopular before everyone acknowledged the president\u2019s declining mental state. Biden was <a href=\"https:\/\/news.gallup.com\/poll\/646547\/age-issues-working-trump-advantage-pre-debate.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">lagging behind<\/a> Trump on issues that matter most to voters before the debate.<\/p>\n<p>And the most important non-economic issue for voters, <a href=\"https:\/\/news.gallup.com\/poll\/1675\/most-important-problem.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">according to Gallup<\/a>, is immigration. The one memorable task <a href=\"https:\/\/apnews.com\/general-news-3400f56255e000547d1ca3ce1aa6b8e9\" target=\"_blank\" rel=\"noreferrer noopener\">given<\/a> to Harris by Biden was to stem the U.S.-Mexico border crisis. She was appointed for the job in March of 2021. By May of 2022, the United States <a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/southwest-land-border-encounters\" target=\"_blank\" rel=\"noreferrer noopener\">had the highest monthly number of encounters<\/a> at the border, more than 241,000. By December 2023, that number was more than 250,000. In a 2019 appearance on \u201cThe View,\u201d candidate Harris <a href=\"https:\/\/malaysia.news.yahoo.com\/entertainment\/kamala-harris-claps-back-at-meghan-mc-cain-on-border-security-we-cant-treat-people-like-criminals-215623428.html\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a> that illegal immigration should be a \u201ccivil enforcement issue\u201d not a criminal one. So perhaps she was just keeping her promise.<\/p>\n<p>One supposes Harris could try to distance herself from Biden. Recall, though, that the driving reason Biden took the weak 2020 Democratic primary field was the perception of his moderation and decency. How will a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/green-partys-hard-left-jill-stein-the-jews-have-poland\/\" title=\"Jill Stein of the Green Party asserts: &quot;The Jews claim Poland.\">hard-left presidential candidate<\/a>, who didn\u2019t even finish her first term in the Senate, help Democrats in competitive states?<\/p>\n<p>An outside Democrat could be more effective in recalibrating the debate. Names like Gretchen Whitmer, Josh Shapiro, and Gavin Newsom are making the rounds. But are Democrats really going to push out not only the president but the first black\/south Asian\/woman vice president in history? Seems risky.<\/p>\n<p>Over at the Wall Street Journal, Jason Riley <a href=\"https:\/\/www.wsj.com\/articles\/kamala-harris-would-be-the-best-democratic-choice-independents-moderates-trump-16273447\" target=\"_blank\" rel=\"noreferrer noopener\">makes the case<\/a> that Harris could have the ability to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-looks-to-energize-black-voters-ahead-of-the-2024-election\/\" title=\"Biden aims to rally black voters for 2024 election.\">rally black voters<\/a> to her cause. He may be right. Though, during the 2020 Democratic primaries, Biden got far more African American support than Harris. Biden\u2019s connection to Obama was a bigger factor than Harris\u2019 color. Even now, the\u00a0Congressional Black Caucus <a href=\"https:\/\/www.wsj.com\/politics\/elections\/biden-defenders-democratic-nominee-c6d64088?mod=hp_lead_pos1\" target=\"_blank\" rel=\"noreferrer noopener\">is<\/a> among the most ardent defenders of the president. So maybe not.<\/p>\n<p>Sure, Barack Obama proved that one can win the presidency without any real-world accomplishments. Kamala, though, has never shown the political instincts that should convince anyone she\u2019s going to be an effective national candidate. Indeed, there\u2019s little evidence that independents or Democrats like Kamala, at all. Recall that she ran a primary campaign that deteriorated into a <a href=\"https:\/\/www.nytimes.com\/2019\/11\/29\/us\/politics\/kamala-harris-2020.html\" target=\"_blank\" rel=\"noreferrer noopener\">squabbling mess<\/a> and garnered little support from her own party. Even as veep, she has <a href=\"https:\/\/www.nationalreview.com\/corner\/people-really-really-do-not-want-to-work-for-kamala-harris\/\" target=\"_blank\" rel=\"noreferrer noopener\">trouble<\/a> running an office.<\/p>\n<p>A candidate who <a href=\"https:\/\/www.timesofisrael.com\/kamala-harris-anti-israel-protesters-showing-exactly-what-human-emotion-should-be\/#:~:text=Young%20Americans%20protesting%20Israel's%20war,which%20was%20published%20on%20Monday.\" target=\"_blank\" rel=\"noreferrer noopener\">believes<\/a> pro-Hamas protesters are \u201cshowing what human emotion should be\u201d or <a href=\"https:\/\/www.nbcnews.com\/feature\/nbc-out\/harris-booker-call-attack-black-gay-actor-attempted-modern-day-n964326\" target=\"_blank\" rel=\"noreferrer noopener\">spreads<\/a> the Jussie Smollett hoax \u2014 a \u201cmodern-day lynching\u201d \u2014 even after an investigation has been opened probably has a rich history of saying stupid things.<\/p>\n<p>Then again, as I said, who knows. Maybe voters will love her confusing tautologies and grating personality.<\/p>\n<p>In many ways, after all, Harris is already running for the presidency. There\u2019s a not-small chance that Biden would be unable to finish a second term, either because he\u2019s mentally unable, physically incapacitated, or worse. And every Democrat, <a href=\"https:\/\/thefederalist.com\/2024\/07\/09\/if-you-were-duped-on-bidens-cognitive-decline-youre-too-dumb-to-be-a-journalist\/\" target=\"_blank\" rel=\"noreferrer noopener\">the entire White House press corps<\/a>, and anyone paying attention already knew this before the president\u2019s disastrous debate performance. Even if Biden stays in the race, he\u2019s not getting sharper or less brittle. Benjamin Button is a fictional character.
