welcoming the possibility that she could replace President <a href=\"https:\/\/www.washingtonexaminer.com\/tag\/joe-biden\" target=\"_blank\" rel=\"noopener\" title=\"Joe Biden\">Joe Biden<\/a> as the 2024 Democratic nominee.<\/p>\n<p>As Democrats have been in disarray over concerns about Biden\u2019s mental acuity, some Republicans are embracing the idea that Harris could become the Democratic Party\u2019s standard-bearer, as they\u00a0view Harris as extremely vulnerable on<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/immigration\" target=\"_blank\" rel=\"noopener\" title> immigration<\/a> given her \u201cfailures\u201d as Biden\u2019s \u201cborder czar.\u201d<\/p>\n<p>Harris\u2019s work on border security is likely to be used as a cudgel against her, with some Republicans believing that reminding voters of Harris\u2019s record as border czar is a smart strategy. <\/p>\n<p>Jason Miller, senior adviser to presumptive Republican candidate former President Donald Trump, said in a statement to the <em>Washington Examiner <\/em>that Democrats were in a \u201cno-win situation\u201d with the possibility of a Harris takeover.<\/p>\n<p>\u201cKamala Harris owns all of Joe Biden\u2019s incompetence and failure, plus Harris adds radical leftist ideology. While Biden kowtows to California liberals, Harris actually is one and will have her own record to defend on the border and more,\u201d Miller said in a statement.<\/p>\n<p>Sen. John Cornyn (R-TX), whose state has been heavily affected by the border crisis, said Harris has a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/gal-gadot-admits-cringe-worthy-imagine-sing-a-long-was-in-poor-taste\/\" title=\"Gal Gadot Admits Cringe-Worthy \u2018Imagine\u2019 Sing-a-long \u2018Was In Poor Taste\u2019\">bull\u2019s-eye<\/a> on her.<\/p>\n<p>\u201cShe\u2019s going to be tagged with all the failed policies under the Biden administration that she was a part of, principally the failures at the border. She was appointed border czar and obviously has been missing in action ever since,\u201d Cornyn, who is vying to become the next Senate GOP leader, told the <em>Washington Examiner <\/em>on Monday.<\/p>\n<p>A spokesperson for the Biden-Harris reelection campaign maintained that Harris was not replacing Biden and that her record was strong.<\/p>\n<p>\u201cVice President Harris is proud to be President Biden\u2019s running mate,\u201d Rhyan Lake, Harris\u2019s deputy communication director at Biden for President, said. \u201cNo matter what false attacks Trump and his extreme allies make, she will continue to defend the Biden-Harris record and prosecute the case against Donald Trump.\u201d<\/p>\n<p>Emily Benavides, a GOP strategist who has advised on border messaging for more than a decade, including most recently for GOP vice presidential candidate Gov. Doug Burgum\u2019s (R-ND) super PAC, Best of America, believes Republicans would be smart to focus their messaging efforts on Harris\u2019s work.<\/p>\n<p>\u201cIf Kamala becomes the nominee, Republicans should reiterate the litany of crises that have resulted from the Biden-Harris policy of inaction from vulnerable unaccompanied children and emboldened drug cartels to our enemies sending in rogue actors,\u201d Benavides, who was also a spokeswoman for the Senate Homeland Security and Governmental Affairs Committee, said.<\/p>\n<p>She continued, \u201cAmericans want a safe and secure country, and we should not hesitate in reinforcing the fact that Kamala laughs at that idea.\u201d<\/p>\n<h2 class=\"wp-block-heading\">Harris\u2019s role as \u2018border czar\u2019<\/h2>\n<p>Migration to the southern border spiked in 2021 during the pandemic and after the Biden administration eased immigration policies. Since then, more than 9 million people have traversed to the United States and been encountered by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/d-c-mayor-congress-must-open-a-probe-into-security-failures-at-u-s-capitol\/\" title=\"D.C. Mayor: Congress must open a probe into security failures at U.S. Capitol\">federal law enforcement<\/a>, according to federal<a href=\"https:\/\/www.cbp.gov\/newsroom\/stats\/nationwide-encounters\" target=\"_blank\" rel=\"noopener\" title> data<\/a>.<\/p>\n<p>Biden had<a href=\"https:\/\/www.washingtonexaminer.com\/news\/2126915\/biden-border-czar-our-own-message-is-getting-out-less-than-smugglers\/\" target=\"_blank\" rel=\"noopener\" title> appointed<\/a> former U.S. Ambassador to Mexico Roberta Jacobson as border czar in January 2021. Biden<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/29\/fact-sheet-strategy-to-address-the-root-causes-of-migration-in-central-america\/\" target=\"_blank\" rel=\"noopener\" title> called<\/a> in February 2021 for the creation and implementation of a strategy to address the root causes of people leaving their home countries.<\/p>\n<p>Jacobson unexpectedly<a href=\"https:\/\/www.washingtonexaminer.com\/news\/biden-border-czar-step-down\" target=\"_blank\" rel=\"noopener\" title> left her post<\/a> in April, and the post has been vacant since then.<\/p>\n<p>Biden<a href=\"https:\/\/www.washingtonexaminer.com\/news\/kamala-harris-given-lead-role-over-border-by-president-biden\" target=\"_blank\" rel=\"noopener\" title> tasked<\/a> Harris that spring with handling Central American migration issues, though not specifically serving as a border czar.<\/p>\n<p>Under Harris, the White House commenced a root causes strategy to resolve the reasons migrants were fleeing El Salvador, Guatemala, and Honduras. It<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/07\/29\/fact-sheet-strategy-to-address-the-root-causes-of-migration-in-central-america\/\" target=\"_blank\" rel=\"noopener\" title> called for<\/a> improving economic conditions, addressing corruption within governments, bolstering human rights, countering gangs and cartels, and combating domestic violence.<\/p>\n<h2 class=\"wp-block-heading\">Conflicting results<\/h2>\n<p>The Migration Policy Institute\u2019s Ariel Ruiz Soto said Harris\u2019s efforts early on \u201cbackfired\u201d for the White House.<\/p>\n<p>\u201cThere was a point when she went to Guatemala and she had a big speech that said, \u2018Our borders are closed. Do not come.\u2019 That really backfired on her and the administration early on,\u201d Ruiz Soto, senior policy analyst at the global migration research group, said. \u201cAfterwards, it became more of her strategy, or her political strategy at least, was to try to find and shape government assistance or government collaboration with Guatemala, in particular.\u201d<\/p>\n<p>Separately, Harris also<a href=\"https:\/\/www.washingtonexaminer.com\/news\/white-house\/2936499\/harris-meet-guatemalan-president-migration-strategy\/\" target=\"_blank\" rel=\"noopener\" title> raised<\/a> $5.2 billion in financial commitments for investments in the three countries. The nongovernmental investments were meant to boost the economy, provide jobs, and give citizens in the region a reason not to feel like they must migrate elsewhere.<\/p>\n<p>One of the investments included clothing company Gap, which said it would increase its sourcing of materials from Central America to $50 million per year with an intention to surpass $150 million by 2025.<\/p>\n<p>Republicans were flippant over the investments. House Homeland Security Committee Chairman Mark Green (R-TN) told the <em>Washington Examiner<\/em> in March that the root-causes approach was \u201cjust meant to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/kamala-harriss-strategy-to-stop-illegal-immigration-slammed-by-republicans-despite-5b-investment\/\" title=\"Republicans criticize Kamala Harris&#039;s anti-illegal immigration approach despite a  billion investment\">make unserious people sound<\/a> like they\u2019re trying to do something meaningful to end this crisis.\u201d<\/p>\n<p>Rep. Henry Cuellar (D-TX)<a href=\"https:\/\/www.washingtonexaminer.com\/news\/763604\/texas-democrat-calls-for-new-border-czar-ive-moved-on-from-the-vice-president\/\" target=\"_blank\" rel=\"noopener\" title> said<\/a><em> <\/em>in late 2021 that he had lost hope in Harris.<\/p>\n<p>\u201cI\u2019ve moved on from the vice president to say, \u2018OK, let\u2019s work with the ambassadors and let\u2019s work with the State Department. Let\u2019s work with the homeland secretary,\u2019\u201d Cuellar said. \u201cI don\u2019t think she\u2019s \u2014 with all due respect \u2014 put the effort in there.\u201d<\/p>\n<p>Still, Ruiz Soto suggested that the border crisis was not part of her responsibility and that outside circumstances impacting illegal immigration levels have gone unresolved.<\/p>\n<p>\u201cHer role was never really the border,\u201d Ruiz Soto said during a phone call. \u201cIt\u2019s really more about her focus on reducing irregular migration through development, less on the border.\u201d<\/p>\n<p>Harris has focused more of her messaging in recent years on immigration issues inside the U.S.<\/p>\n<p>\u201cShe\u2019s done a lot more about trying to create access to services for immigrants in the U.S. She\u2019s talked a lot about healthcare as well for immigrants and integration efforts,\u201d Ruiz Soto said.<\/p>\n<p>A major challenge for the Biden administration is that its focus on Central America ignores a new phenomenon that has unfolded since 2021. Before 2007, Mexicans made up 90% of all <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/the-biden-administration-is-cooking-the-books-on-illegal-immigrant-arrests\/\" title=\"The Biden Administration Is Cooking The Books On Illegal Immigrant Arrests\">illegal immigrant arrests<\/a>.<\/p>\n<p>\u201cSince 2022, it has really become less Central American and more South American and increasingly more global,\u201d Ruiz Soto said. \u201cWe have seen a decrease in general Central American migration for some groups; migration from other parts of the world has increased and increased significantly \u2014 Venezuelans, Cubans, Haitians, Nicaraguans.\u201d<\/p>\n<p>In fiscal 2024, more than 62% of all illegal immigrants arrested have been from countries other than the four.<\/p>\n<p><a href=\"https:\/\/www.washingtonexaminer.com\/news\/763604\/texas-democrat-calls-for-new-border-czar-ive-moved-on-from-the-vice-president\/www.washingtonexaminer.com\"><strong>CLICK HERE TO READ MORE FROM THE WASHINGTON EXAMINER<\/strong><\/a><\/p>\n<p>Initial numbers from 2021, 2022, 2023, and 2024 showed that illegal immigration from El Salvador, Guatemala, and Honduras was down, but Ruiz Soto said certain demographics were not seeing declines and that the root causes approach had in no way gotten at the root causes for global migration.<\/p>\n<p>In February 2023, Harris<a href=\"https:\/\/www.washingtonexaminer.com\/news\/1527520\/positive-trends-vp-harris-claims-early-success-with-border-strategy\/\" target=\"_blank\" rel=\"noopener\" title> touted<\/a> that the initiative was having a \u201cpositive impact\u201d in reducing the flow of immigrants from the region.
