Despite these concerns, \u200bthe media has largely \u200dignored them, focusing instead \u200con questioning Trump&#8217;s mental \u2063fitness. The physician to the president, Dr. Kevin \u200dO&#8217;Connor, \u2064has overseen three annual physical \u2063exams for Biden, which have raised questions \u200dabout transparency and \u2062thoroughness. Issues of omission, deflection, and misdiagnosis have been noted in these exams, raising further concerns about the\u200d president&#8217;s health. Calls for\u200d detailed cognitive and neurological testing for Biden have \u2064now come from even medical professionals like Dr. Sanjay Gupta. The relationship between the president&#8217;s physician and the Biden family has also \u2064raised\u2063 suspicions, with\u2063 calls for O&#8217;Connor to testify before Congress about potential\u200d conflicts of interest.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>A political campaign is in complete disarray, fingers pointing in all directions, and now the physician to the president\u2019s credibility and impartiality has been called into question. An unholy alliance of the White House, the Democrat Party, the media, and the medical establishment has foisted a conspiracy of silence and misinformation on the American public. To paraphrase the <a href=\"https:\/\/www.csmonitor.com\/USA\/Politics\/Decoder\/2014\/0626\/Howard-Baker-the-real-story-of-his-famous-Watergate-question\" target=\"_blank\" rel=\"noreferrer noopener\">famous words<\/a> of the late Sen. Howard Baker, R-Tenn., during the Watergate hearings some 50 years ago: <em>What did the president\u2019s doctor know, and when did he know it?<\/em><\/p>\n<p>It is no secret that President Biden has been in a steady physical and mental decline, particularly in the past two years. A <a href=\"https:\/\/www.politico.com\/newsletters\/playbook\/2022\/01\/19\/what-reporters-want-to-ask-biden-at-his-presser-495767\" target=\"_blank\" rel=\"noreferrer noopener\">national poll<\/a> from January 2022 found that 49 percent of voters \u201cdisagreed\u00a0with the statement that Biden is mentally fit,\u201d and <a href=\"https:\/\/www.foxnews.com\/politics\/more-than-50-republicans-call-biden-take-cognitive-test-dem-concerns-about-presidents-age\" target=\"_blank\" rel=\"noreferrer noopener\">54 House Republicans<\/a> requested that he take a cognitive test. In 2022, I <a href=\"https:\/\/thefederalist.com\/2022\/11\/17\/for-bidens-80th-birthday-america-should-give-him-a-cognitive-exam\/\" target=\"_blank\" rel=\"noreferrer noopener\">publicly recommended<\/a> that he undergo a fitness-for-duty exam with cognitive testing, based on his memory lapses, inattentiveness, and frequent misstatements.<\/p>\n<p>Yet the media focused (<a href=\"https:\/\/www.nytimes.com\/2024\/07\/02\/us\/politics\/biden-lapses.html\" target=\"_blank\" rel=\"noreferrer noopener\">until Biden\u2019s <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/for-biden-the-debate-stakes-couldnt-be-higher-washington-examiner\/\" title=\"For Biden, the debate stakes couldn\u2019t be higher - Washington Examiner\">poor debate performance<\/a><\/a>) on <a href=\"https:\/\/thefederalist.com\/2024\/07\/01\/heres-how-the-media-are-lying-right-now-joe-scarborough-and-the-25th-amendment-edition\/\" target=\"_blank\" rel=\"noreferrer noopener\">questioning Trump\u2019s mental fitness<\/a> while giving Biden a free pass and castigating anyone who noted his decline \u2014 even after Robert Hur released a report <a href=\"https:\/\/thefederalist.com\/2024\/03\/12\/hur-biden-white-house-pressured-me-to-change-my-report-findings\/\" target=\"_blank\" rel=\"noreferrer noopener\">citing<\/a> the president\u2019s poor memory. Despite my recommendation and those of <a href=\"https:\/\/jackson.house.gov\/uploadedfiles\/07_27_22_dr._jackson_letter_calling_on_potus_to_take_cognitive_test.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">others<\/a>, Biden\u2019s next two annual physical exams specifically omitted cognitive testing. Until recently, only a <a href=\"https:\/\/thehill.com\/homenews\/campaign\/520830-former-trump-doctor-ronny-jackson-questions-bidens-mental-fitness-for\/\" target=\"_blank\" rel=\"noreferrer noopener\">few<\/a> <a href=\"https:\/\/thehill.com\/opinion\/white-house\/591990-should-the-nation-be-concerned-about-bidens-cognitive-abilities\/\" target=\"_blank\" rel=\"noreferrer noopener\">medical<\/a> <a href=\"https:\/\/www.skynews.com.au\/opinion\/andrew-bolt\/you-get-the-feeling-president-biden-is-almost-just-holding-on-psychiatrist\/video\/f75f4e816df74e861b2655c971e995c6\" target=\"_blank\" rel=\"noreferrer noopener\">professionals<\/a> have gone on the record with their concerns about the president\u2019s ability to serve.\u00a0But now even Dr. Sanjay Gupta, a neurosurgeon and CNN chief medical correspondent, has <a href=\"https:\/\/www.cnn.com\/2024\/07\/05\/health\/gupta-biden-cognitive-testing-analysis\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">called<\/a> for the president \u201cto <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/cnns-sanjay-gupta-calls-for-biden-to-undergo-detailed-cognitive-and-movement-disorder-testing\/\" title=\"CNN&#039;s Sanjay Gupta Calls for Biden to Undergo \u2018Detailed Cognitive and Movement Disorder Testing&#039;\">undergo detailed cognitive<\/a> and neurological testing and share his results.\u201d<\/p>\n<p>It defies belief that while the American people questioned President Biden\u2019s cognitive and physical abilities, the physician to the president and <a href=\"https:\/\/www.nbcnews.com\/health\/bidens-memory-issues-draw-attention-neurologists-weigh-rcna138135\" target=\"_blank\" rel=\"noreferrer noopener\">other medical professionals<\/a> told us there was nothing to worry about.<\/p>\n<p>While president, Biden has had three official annual physicals, supervised and signed off by the physician to the president, <a href=\"https:\/\/www.msn.com\/en-us\/news\/politics\/who-is-kevin-oconnor-the-doctor-who-can-ask-biden-to-take-cognitive-test\/ar-BB1pwt1a\" target=\"_blank\" rel=\"noreferrer noopener\">Dr. Kevin O\u2019Connor<\/a>, a board-certified family medicine physician who <a href=\"https:\/\/www.nbcnews.com\/politics\/white-house\/biden-replaces-white-house-doctor-his-longtime-physician-n1255504\" target=\"_blank\" rel=\"noreferrer noopener\">has served<\/a> as Biden\u2019s personal physician since 2009. These exams took place on <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2021\/11\/President-Biden-Current-Health-Summary-November-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Nov. 19, 2021<\/a>, <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2023\/02\/Health-Summary-2.16.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Feb. 16, 2023<\/a>, and <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2024\/02\/Health-Summary-2.28.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Feb. 28, 2024<\/a>.<\/p>\n<p>When comparing these exams side by side, the common themes of omission, deflection, and misdiagnosis emerge, while issues of concern are painted in the best light possible. Biden\u2019s \u201cstiffness,\u201d for example, is explained away due to spinal arthritis, yet there is no mention of the substantial chronic pain that would accompany such a diagnosis or the need for any specific therapy.<\/p>\n<p>The following passage was repeated verbatim in each of the three examinations: \u201cAn <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/white-house-says-biden-cognitive-test-is-unnecessary-biden-claims-doctors-say-he-looks-too-young\/\" title=\"White House dismisses need for Biden&#039;s cognitive test, Biden asserts doctors deem him &#039;youthful\">extremely detailed neurologic exam<\/a> was again reassuring in that there were no findings which would be consistent with any cerebellar or other central neurological disorder, such as stroke, multiple sclerosis, Parkinson\u2019s or <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/in-heated-exchange-kjp-will-not-say-if-or-why-parkinsons-specialist-has-repeatedly-been-at-white-house\/\" title=\"In Heated Exchange, KJP Will Not Say If or Why Parkinson&#039;s Specialist Has Repeatedly Been at White House\">ascending lateral sclerosis<\/a>.\u201d There are several problems with this statement.<\/p>\n<p>First, the condition \u201cascending lateral sclerosis\u201d <a href=\"https:\/\/icd10cmtool.cdc.gov\/?fy=FY2024&#038;query=ascending%20lateral%20sclerosis\" target=\"_blank\" rel=\"noreferrer noopener\">does not exist<\/a>, and it is not recognized as a legitimate diagnosis by the International Classification of Diseases, Tenth Revision, Clinical Modification (ICD-10-CM). Was that a typo, a malapropism, or perhaps he meant to say \u201camyotrophic lateral sclerosis\u201d? The fact that this same nonexistent term appears in three successive presidential physicals indicates either a lack of knowledge on the part of O\u2019Connor, indifferent editing, or both.<\/p>\n<p>Next, there is no mention of the results of a simple \u201c<a href=\"https:\/\/www.bmc.org\/sites\/default\/files\/For_Medical_Professionals\/Pediatric_Resources\/Pediatrics__MA_Center_for_Sudden_Infant_Death_Syndrome__SIDS_\/Modified-Mini-Mental-Exam-MMSE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mini-Mental State Exam<\/a>\u201d (MMSE) or any other type of cognitive testing having been performed. <a href=\"https:\/\/www.aafp.org\/pubs\/afp\/issues\/2016\/1015\/p635.html\" target=\"_blank\" rel=\"noreferrer noopener\">Cognitive tests<\/a> evaluate attention, executive functioning, language, memory, orientation, thought content, thought processes, and visuospatial proficiency, among other things. The American Academy of Family Physicians <a href=\"https:\/\/www.aafp.org\/pubs\/afp\/issues\/2020\/0615\/od1.html\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a>: \u201cEarly detection of cognitive impairment can allow for identification and treatment of reversible causes. \u2026 Clinicians should remain alert to early signs or symptoms of cognitive impairment (e.g., problems with memory or language) and evaluate the individual as appropriate.\u201d<\/p>\n<p>If the neurologic exams were truly \u201creassuring,\u201d as O\u2019Connor reported, why was it necessary for a noted Parkinson\u2019s disease expert, Dr. <a href=\"https:\/\/www.msn.com\/en-us\/health\/other\/meet-dr-kevin-cannard-parkinson-s-expert-who-met-with-president-biden-s-doctor-at-the-white-house\/ar-BB1pwJKI\" target=\"_blank\" rel=\"noreferrer noopener\">Kevin Cannard<\/a> of the Walter Reed National Military Medical Center, to <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3071976\/bidens-physician-met-top-parkinsons-disease-specialist\/\" target=\"_blank\" rel=\"noreferrer noopener\">meet with O\u2019Connor<\/a> and two others at the White House residence clinic on Jan. 17, 2024? In addition to this, Dr. Cannard\u2019s name appears in the visitor logs 10 times since Nov. 15, 2022. If cognitive testing had identified Biden\u2019s deficits two years ago, and the Democrat Party had acted appropriately in selecting a different candidate, we would not be in the mess we are in right now.<\/p>\n<p>O\u2019Connor has given the president a \u201cpass\u201d three times over since 2021. The physician to the president is personally selected and appointed by the president, and considering O\u2019Connor\u2019s civilian status, he answers to no one but the president. That reporting relationship would put any physician in a tough spot and may limit the physician\u2019s objectivity. Certainly, some doctors are enamored by the prestige and status that accompany the position (and fearful of losing it). One would hope this would not sway their professional opinions, causing them to overlook medical problems that need to be diagnosed and treated.<\/p>\n<p>Things have become even murkier as Rep. James Comer, R-Ky., <a href=\"https:\/\/www.foxnews.com\/politics\/comer-reveals-white-house-physician-involved-biden-family-business-deals-demands-he-testify\" target=\"_blank\" rel=\"noreferrer noopener\">has called<\/a> O\u2019Connor to testify before the House Committee on Oversight and Accountability. O\u2019Connor allegedly had business dealings with the president\u2019s brother James Biden, as well as Hunter Biden and the president of a hospital being acquired by <a href=\"https:\/\/www.politico.com\/news\/2024\/02\/18\/the-biden-name-how-the-presidents-brother-became-embroiled-in-a-hospital-fiasco-00141868\" target=\"_blank\" rel=\"noreferrer noopener\">Americore<\/a>, a now-bankrupt hospital chain accused of massive Medicare fraud. The acceptance of gifts or cash from patients, or their proxies, to secure or influence care or to secure preferential treatment is <a href=\"https:\/\/code-medical-ethics.ama-assn.org\/ethics-opinions\/gifts-patients\" target=\"_blank\" rel=\"noreferrer noopener\">considered unethical<\/a> by the American Medical Association, and as an employee of the executive branch, O\u2019Connor may also have run afoul of <a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/18\/208\" target=\"_blank\" rel=\"noreferrer noopener\">18 U.S. Code \u00a7 208<\/a> (\u201cActs affecting a personal financial interest\u201d) if he had monetary gains from these business dealings.<\/p>\n<p>The way forward is clear. Like any other private citizen, Biden is protected by the <a href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/privacy\/laws-regulations\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">HIPAA Privacy Rule<\/a>. That said, he can waive these rights and allow O\u2019Connor, Cannard, and other specialists who have evaluated and treated him to testify before Congress. It would be helpful to know why clinical practice guidelines were not followed and a fictitious diagnosis was mentioned, and at whose behest.<\/p>\n<p>Without a full accounting to Congress and the American people, followed by a fitness-for-duty evaluation with cognitive testing, President Biden can say goodbye to his campaign for president, as his former supporters and donors look elsewhere for a viable candidate.<\/p>\n<hr>\n<p>      Dr. Williams is a board-certified occupational medicine physician and Fellow of the American College of Occupational and Environmental Medicine who has performed thousands of examinations to determine workers\u2019 fitness for duty.
