We had a <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/3071626\/bidens-woeful-week-post-debate-plagued-democratic-dissension-doubts-trump-victories\/\" target=\"_blank\" rel=\"noopener\" title>comprehensive look<\/a> at just how bad his week following a disastrous debate performance with former President <a href=\"http:\/\/washingtonexaminer.com\/tag\/donald-trump\/\" target=\"_blank\" rel=\"noopener\" title>Donald Trump<\/a> was, in case you were enjoying some time away from the news with your Fourth of July holiday. <\/p>\n<p>But like it or not, the fractured alarms about Biden\u2019s fitness to continue as the Democratic Party\u2019s nominee will centralize in Washington when members of Congress return to work on Monday evening. Spending the long recess back home didn\u2019t stop a handful of House members from chiming in that Biden is not the party\u2019s best chance for success to beat Trump in November, and as Congressional Reporter <strong>Cami Mondeaux <\/strong>points out for us this morning, all of them piling into one building isn\u2019t likely to tamp down the concerns. <\/p>\n<p>\u201cThere will be no escaping the topic as Democrats are bound to be asked by reporters whether they think Biden is capable of carrying out a second term,\u201d she writes. \u201cSeveral Democratic lawmakers were thrust into the spotlight the morning following the debate, even those who have typically enjoyed a mostly anonymous presence in Congress.\u201d <\/p>\n<p>Biden hasn\u2019t <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/elle-purnell-conservatives-won-the-word-woke-now-its-time-to-reclaim-accurate-language-everywhere\/\" title=\"Elle Purnell: Conservatives took &quot;woke.&quot; Let&#039;s take back accurate language.\">lost complete control<\/a> of his party. A simmering effort by Sen. <strong>Mark Warner<\/strong> (D-VA) to whip a group of senators to call on the president to step aside in favor of an alternative nominee <a href=\"https:\/\/www.washingtonexaminer.com\/news\/senate\/3072428\/warner-senate-democrats-meeting-discuss-biden-called-off\/\" target=\"_blank\" rel=\"noopener\" title>appears to have stalled<\/a>. As a whole, senators have been far more supportive of Biden than their House colleagues, at least in public. <\/p>\n<p>Four more Democratic representatives abandoned the \u201cBiden\u201d portion of their party\u2019s Biden-Harris ticket during a Sunday afternoon meeting with House leadership. Reps. <strong>Jerry Nadler<\/strong> (D-NY), <strong>Adam Smith<\/strong> (D-WA), <strong>Mark Takano<\/strong> (D-CA), and <strong>Joe Morelle<\/strong> (D-NY) joined Reps. <strong>Lloyd Doggett<\/strong> (D-TX), <strong>Raul Grijalva<\/strong> (D-AZ), <strong>Angie Craig<\/strong> (D-MN), and <strong>Seth Moulton<\/strong> (D-MA) in making their demands known. And \u201ctwo others, Reps. <strong>Jared Golden<\/strong> (D-ME) and <strong>Marie Gluesenkamp Perez<\/strong> (D-WA), have said they believe Trump will win in November,\u201d Cami reminds us.<\/p>\n<p>And Biden can\u2019t be sure that no message is a good thing. His longtime ally Rep. <strong>Jim Clyburn<\/strong> (D-SC), who is widely considered responsible for clinching Biden\u2019s 2020 nomination when he was scuffling following poor performances in early primaries, bowed out of appearing on the Sunday news shows yesterday. That about-face came following a week of <a href=\"https:\/\/www.washingtonexaminer.com\/news\/campaigns\/presidential\/3072156\/democratic-clyburn-selected-messages-support-biden\/\" target=\"_blank\" rel=\"noopener\" title>possible waffling<\/a>, though he maintains he fully supports the president in whatever decision he makes. <\/p>\n<p>\u201cI\u2019m a Biden-Harris person, so I\u2019m not getting away from that. I\u2019m for Biden-Harris,\u201d Clyburn told <em>USA Today<\/em>. \u201cI\u2019m going to be for Biden if Harris ain\u2019t there, and I\u2019m going to be for Harris if Biden ain\u2019t there.\u201d<\/p>\n<p><em>Click <\/em><a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3071224\/democrats-return-capitol-hill-biden-withdrawal-jeopardy\/\" target=\"_blank\" rel=\"noopener\" title><em>here<\/em><\/a><em>  to read more about what\u2019s at stake for Biden this week.<\/em><\/p>\n<h2 class=\"wp-block-heading\">Coming out in the wash<\/h2>\n<p>When representatives aren\u2019t fielding questions about the strength of the president, they will be getting back to the whole reason to be in the Capitol \u2014 marking up and passing legislation. <\/p>\n<p>Being in the minority, Democrats will have a smaller role to play in the committee processes this week as the House considers several bills, Congressional Reporter <strong>Rachel Schilke <\/strong>writes. <\/p>\n<p>\u201cThe GOP-led House<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/rules\/\" target=\"_blank\" rel=\"noopener\" title> Rules<\/a> Committee will take up several bills and a resolution next week condemning<a href=\"https:\/\/www.washingtonexaminer.com\/tag\/biden-administration\/\" target=\"_blank\" rel=\"noopener\" title> Biden administration<\/a> policies and advancing a<a href=\"http:\/\/washingtonexaminer.com\/tag\/house-republicans\/\" target=\"_blank\" rel=\"noopener\" title> Republican<\/a> flash point on election integrity, the latest set of bills that could bring another <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-returns-with-election-integrity-and-title-ix-on-tap-washington-examiner\/\" title=\"House returns with election integrity and Title IX on tap - Washington Examiner\">party-line fight<\/a> to the House floor.\u201d<\/p>\n<p>Major items on the agenda this week include Republican pet projects, though some of them have more bipartisan support than others. A push to put restrictions on the Biden administration\u2019s regulation of several household appliances, such as refrigerators, gas stoves, etc., won over a handful of Democrats the last time it was discussed. But with the party cracking over external pressures, it\u2019s not clear how cooperative Democrats are going to be now.<\/p>\n<p>\u201cHouse Republicans were forced to drop their coveted \u2018Appliance Week\u2019 in April after Iran<a href=\"https:\/\/www.washingtonexaminer.com\/policy\/defense\/2966081\/israel-weighs-retaliation-unprecedented-iran-attack\/\" target=\"_blank\" rel=\"noopener\" title> launched a counterattack<\/a> on Israel as the Jewish state continues its war against Hamas,\u201d Rachel writes. \u201cSix bills revolving around washing machines, refrigerators, and air conditioners were on deck for review, but the House retooled its schedule for resolutions<a href=\"https:\/\/www.washingtonexaminer.com\/policy\/national-security\/2965815\/house-punish-iran-path-forward-israel-aid-unclear\/\" target=\"_blank\" rel=\"noopener\" title> offering additional support<\/a> to Israel and condemning Iran and Hamas.\u201d <\/p>\n<p><em>Click <\/em><a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3071027\/house-takes-election-integrity-biden-title-ix-transgender-rules\/\" target=\"_blank\" rel=\"noopener\" title><em>here<\/em><\/a><em>  to read more about \u201cAppliance Week\u201d as well as bills dealing with election security and the Biden administration\u2019s Title IX enforcement.<\/em><\/p>\n<h2 class=\"wp-block-heading\">Spending saga<\/h2>\n<p>Republican efforts in the House might result in nothing more than messaging bills bound to die in the Senate. But the upper chamber, which has historically been more conducive to dealmaking, is going to have to wrestle with the biggest sticking point for any president \u2014 federal spending and a budget. <\/p>\n<p>Senate Reporter <strong>Ramsey Touchberry <\/strong>gives us a brief overview of the struggles senators face in the coming weeks if they want to avoid adding the possibility of a government shutdown to the talking points in an election year. <\/p>\n<p>\u201c<a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/3071004\/big-changes-are-coming-for-the-pentagon-budget\/\" target=\"_blank\" rel=\"noopener\" title>Political tensions<\/a> over spending and<a href=\"https:\/\/www.washingtonexaminer.com\/news\/house\/3056674\/house-gop-slash-funding-jack-smith-doj-spending-bill\/\" target=\"_blank\" rel=\"noopener\" title> hot-button policy issues<\/a> will be intensified in an election year when the balance of power in Washington could dramatically shift and alter which party controls the nation\u2019s purse strings,\u201d Ramsey writes.<\/p>\n<p>\u201cThe panel, led by Chairwoman Patty Murray (D-WA) and ranking member Susan Collins (R-ME), passed all 12 last year in the summer for the first time in several years.\u201d<\/p>\n<p>The pressure isn\u2019t on for senators to hammer out spending plans this week \u2014\u00a0they have until Oct. 1. But July is already into its second week, and all of Congress is set to vacate the Capitol for a month in August. And lawmakers don\u2019t exactly have a sterling record of meeting deadlines when it comes to spending proposals. <\/p>\n<p>\u201cCongress has until the start of the new fiscal year on Oct. 1 to <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-passes-1-5-trillion-spending-bill-that-includes-13-6-billion-for-ukraine\/\" title=\"House Passes .5 Trillion Spending Bill That Includes .6 Billion for Ukraine\">approve government funding<\/a>, otherwise a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/house-lawmakers-expected-to-take-up-continuing-resolution-this-week-to-keep-govt-funded-after-feb-18-deadline\/\" title=\"House lawmakers lawmakers having met that deadline only four times in the past 40 years and the November election fast approaching, a stopgap measure known as a continuing resolution will almost certainly be required
