Republican officials are \u200dconsidering legal action to address CTCL&#8217;s alleged influence on the 2020 election, calling for accountability and transparency in future elections.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Joe Biden\u2019s unprecedented \u201cbasement\u201d presidential campaign in 2020 and the chaotic election that followed represented a stunning repudiation of U.S. election norms as they have evolved over the last 250 years. The chaos involved a flurry of legally questionable and last-minute suspensions of existing election rules and an avalanche of unsupervised mail-in ballots in states that were not accustomed to their use. The election also brought the formerly obscure practice of \u201cballot harvesting\u201d to the forefront of popular consciousness.<\/p>\n<p>Amidst the chaos, one of the biggest questions remaining is how the Center for Tech and Civic Life (CTCL) \u2014 a sleepy, Chicago-based election and civic \u201cengagement\u201d nonprofit, armed with a staggering sum of more than $300 million from tech billionaire Mark Zuckerberg \u2014 became one of the key 2020 election players. CTCL\u2019s officers, promoters, and donors were among the \u201cwell-funded cabal of powerful people\u201d who, as Time Magazine <a href=\"https:\/\/www.yahoo.com\/news\/secret-history-shadow-campaign-saved-104001185.html\" target=\"_blank\" rel=\"noreferrer noopener\">admitted<\/a> in 2021, worked \u201cbehind the scenes\u201d to \u201cfortify\u201d the 2020 election against Donald Trump.<\/p>\n<p>Many Republican election watchers have long been scratching their heads, wondering if there is something that ties CTCL to something more nefarious than taking advantage of a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/biden-purges-trump-appointees-from-fixed-term-government-boards-in-unprecedented-departure-from-norms\/\" title=\"Biden Purges Trump Appointees From Fixed-Term Government Boards In \u2018Unprecedented\u2019 Departure From Norms\">legal gray area<\/a> to help local election offices with \u201c<a href=\"https:\/\/www.techandciviclife.org\/our-work\/election-officials\/grants\/\" target=\"_blank\" rel=\"noreferrer noopener\">COVID-19 Response<\/a>\u201d during the 2020 election. <\/p>\n<p><a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">Our research<\/a> revealed that, while election safety during Covid may have been the stated <em>reason<\/em> for CTCL\u2019s program, this was not its <em>purpose<\/em>. <\/p>\n<p>CTCL\u2019s $332 million-plus election <a href=\"https:\/\/nypost.com\/2021\/10\/13\/mark-zuckerberg-spent-419m-on-nonprofits-ahead-of-2020-election-and-got-out-the-dem-vote\/\" target=\"_blank\" rel=\"noreferrer noopener\">funding effort<\/a> (also known as \u201cZuckbucks\u201d) influenced election offices in critical Democrat areas in 2020 through large, \u201cstrings attached\u201d CTCL grants. Ultimately, <a href=\"https:\/\/nypost.com\/2021\/10\/13\/how-mark-zuckerberg-helped-dems-sway-the-2020-election\/\" target=\"_blank\" rel=\"noreferrer noopener\">the evidence suggests<\/a> that its purpose was to win the election for Joe Biden at the electoral margin in the swing states. This puts the organization in a legally vulnerable position, and Republican legal officials and lawmakers who care about U.S. election integrity should take advantage. <\/p>\n<h2><strong>CTCL Is a 501(c)(3) Nonprofit Barred From Partisan Activity<\/strong><\/h2>\n<p>Twenty-eight <a href=\"https:\/\/capitalresearch.org\/article\/states-banning-zuck-bucks\/\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a> have enacted legislation that restricts or prohibits the private financing of elections, but <a href=\"https:\/\/www.techandciviclife.org\/grant-awards\/\">CTCL<\/a> has remained largely above the fray since the 2020 election. The organization and its associates must be held accountable for past illegalities and illegalities yet to be determined. Understanding the full extent of the misbehavior and \u201cdirty tricks\u201d that occurred during the 2020 election will involve learning it, under oath, from the people who made it happen. <\/p>\n<p>On the bright side, CTCL\u2019s money trail has been well documented with publicly available data, and it displays patterns of intense partisanship at the state and national levels in ways that seem inconsistent with CTCL\u2019s charter as a 501(c)(3) nonprofit.<\/p>\n<p>Hundreds of millions of dollars flowed across state lines between June 2020 and October 2020 through sophisticated, private financial channels that have yet to be specified. There are vast troves of yet-to-be-examined electronic communications that took place during the summer and fall of 2020 while grant applications were solicited, funds were distributed, and advice was circulated regarding the use of those funds in winning the election for Joe Biden.<\/p>\n<p>There is much that can be learned about the election through the state\u2019s subpoena and investigative powers that private citizens would never know. <\/p>\n<p>It is time for red state legal officials and lawmakers to think seriously about employing their prosecutorial power to sort out the unprecedented role that CTCL played in the 2020 election. State courts and the U.S. tax courts (for 501(c)(3) U.S. Tax Code violations) are promising venues through which to <a href=\"https:\/\/www.influencewatch.org\/non-profit\/center-for-renewing-america\/#:~:text=On%20September%2022%2C%202022%2C%20Russell%20Vought%20filed%20a,purpose%20by%20funding%2C%20%E2%80%9Cunlawful%20political%20activities.%E2%80%9D%2011%2012\" target=\"_blank\" rel=\"noreferrer noopener\">file<\/a> charges against CTCL, its officers, and administrators.<\/p>\n<h2><strong>Debunking the Myth of CTCL\u2019s \u2018Nonpartisanship\u2019 in 2020<\/strong><\/h2>\n<p>The $332 million that Facebook founder Mark Zuckerberg and his wife Priscilla Chan provided to CTCL to \u201cassist\u201d with the 2020 elections was distributed on a <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/study-team-zuckerberg-masking-heavily-pro-democrat-tilt-of-2020-election-zuck-bucks\/\" title=\"Study: Team Zuckerberg Masking Heavily Pro-Democrat Tilt Of 2020 Election \u2018Zuck Bucks\u2019\">highly partisan basis<\/a> that heavily favored Democrats. <\/p>\n<p>Large CTCL grant recipients, such as Wisconsin, agreed in <a href=\"https:\/\/www.techandciviclife.org\/wp-content\/uploads\/2020\/07\/Approved-Wisconsin-Safe-Voting-Plan-2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">exchange for funding<\/a><strong> <\/strong>to \u201cencourage and increase absentee voting,\u201d mainly by providing \u201cassistance to help voters\u201d in absentee ballot completion and by <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/mailing-it-in-swing-state-ballot-lawsuits-could-shape-2024-presidential-race-washington-examiner\/\" title=\"Swing State Ballot Lawsuits May Impact 2024 Presidential Race - Washington Examiner\">installing ballot drop boxes<\/a> to dramatically \u201cexpand strategic voter education &#038; outreach efforts, particularly to historically disenfranchised residents.\u201d <\/p>\n<p>While CTCL grants were touted as a resource meant to help all jurisdictions administer the election during the Covid pandemic, CTCL\u2019s 2021 tax records <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">show<\/a> that the group \u201cawarded all larger grants \u2014 on both an absolute and per capita basis to deeply Democratic urban areas,\u201d and that \u201c[t]his partisan pattern of funding was especially apparent in swing states.\u201d<\/p>\n<p>In the counties where CTCL made its 50 largest grants per capita, the average partisan lean in favor of Democrats was 33 points, which corresponds to a 67 percent Democrat to 33 percent Republican vote breakdown. What\u2019s more, of CTCL\u2019s 10 largest grants per capita, seven were given to key urban counties and cities in Georgia and Wisconsin. Biden narrowly won these two swing states in 2020 \u2014 by no more than 12,000 votes and 21,000 votes respectively.<\/p>\n<p>In other words, the bulk of the money was spent in a sophisticated and novel effort to mobilize the mail-in ballots of specific voter profiles to benefit Democratic candidates, and the distribution of the largest <a href=\"https:\/\/www.realclearinvestigations.com\/articles\/2022\/06\/07\/team_zuckerberg_masks_the_heavily_pro-democrat_tilt_of_2020_election_zuck_bucks_study_finds_835470.html#!\" target=\"_blank\" rel=\"noreferrer noopener\">CTCL grants<\/a> ultimately increased Democrats\u2019 partisan advantage in the electoral college. <\/p>\n<p>As we found in our <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">research<\/a>, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/navarro-the-2020-elections-has-had-dire-economic-consequences\/\" title=\"Navarro: The 2020 elections has had dire economic consequences\">deep blue states<\/a> with no chance of favoring Trump like Colorado and Vermont, as well as solid red states opposed to Biden like Tennessee and Utah, received very little CTCL funding \u2014 only around $0.10 per capita. However, swing states key to Joe Biden\u2019s electoral college strategy like Georgia, Pennsylvania, and Wisconsin were lavished with <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">tens of millions<\/a> of dollars in CTCL money averaging between $1 and $2 per capita. Georgia, the top CTCL grant recipient, received a whopping <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">$41 million<\/a> \u2014 roughly $4 per capita \u2014 the lion\u2019s share of which went to only seven deep blue metro Atlanta counties<strong> <\/strong>out of the state\u2019s 159.  <\/p>\n<p>This data <a href=\"https:\/\/www.washingtonexaminer.com\/news\/1268658\/zuckerberg-funded-elections-group-awarded-more-grants-to-gop-counties\/\" target=\"_blank\" rel=\"noreferrer noopener\">conflicts<\/a> with the often-heard assertion that \u201cmore Republican jurisdictions, defined as municipalities that voted for Trump in 2020, applied for and received grants from CTCL\u201d than Democratic jurisdictions. <\/p>\n<p>Republican jurisdictions often received small grants of less than $50,000 (usually around $5,000), which were not large enough to materially affect their election practices and made up only 27 percent of CTCL\u2019s \u201c<a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=1&#038;dl=0\">total spending<\/a>.\u201d These smaller grants appear to be part of a public relations strategy to foster the illusion of nonpartisanship amid a sophisticated, <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/how-biden-is-trying-to-turn-election-offices-into-partisan-get-out-the-vote-operations\/\" title=\"How Biden Is Trying To Turn Election Offices Into Partisan Get Out The Vote Operations\">highly partisan effort<\/a>.<\/p>\n<h2><strong>Debunking The Myth of \u2018Underfunded\u2019 Urban Election Offices<\/strong><\/h2>\n<p>Among CTCL apologists, another argument that has repeatedly made the rounds is that big CTCL money was used to address so-called <a href=\"https:\/\/www.latimes.com\/opinion\/story\/2024-05-30\/election-mark-zuckerberg-priscilla-chan-donation-grants\" target=\"_blank\" rel=\"noreferrer noopener\">funding shortfalls<\/a> in urban-based, deep blue election offices where it is supposedly more costly to run an election than in less populated areas. But there is no evidence of a systematic relationship between CTCL grant amounts and the public \u201cunderfunding\u201d of election offices in Democratic areas. <\/p>\n<p>Drawing a precise distinction between well-funded and underfunded election offices during the hectic late summer and early fall of 2020 \u2014 when CTCL grants were being decided and funds dispersed \u2014 would have been subject to a fatal time crunch. There is no evidence that a grant applicant\u2019s level of state funding relative to other election offices was even considered or provided by the grant applicant during the application process. There is also no evidence to suggest that the recipients of large CTCL grants were systematically underfunded in election administration. For example, when we examined the state and federal election budgets of Wisconsin, one of the <a href=\"https:\/\/www.dropbox.com\/scl\/fi\/i2m3au90pnrov3aywg9fd\/Doyle-Oliver-2022.pdf?rlkey=r68ersbi7phd97x8fk24vw59y&#038;e=2&#038;dl=0\" target=\"_blank\" rel=\"noreferrer noopener\">five states<\/a> that together received 25 of the top 50 grants per capita, we were surprised to find some of the most well-funded election offices by state standards.  <\/p>\n<p>And once again, big CTCL grant recipients in heavily Democratic areas not only got larger grants, but they received far more CTCL funding per capita than smaller grant recipients. Of the six largest CTCL grant recipients, the average election budget was $5.61 per capita, and among the next 5 largest Wisconsin cities, it was $2.64 per capita. <\/p>\n<p>CTCL singled out some of the most well-funded election offices in Wisconsin for its largest grants. There is <a href=\"https:\/\/www.realclearinvestigations.com\/articles\/2022\/06\/07\/team_zuckerberg_masks_the_heavily_pro-democrat_tilt_of_2020_election_zuck_bucks_study_finds_835470.html#!\">no reason<\/a> for the per capita cost of running elections to be higher in urban areas. On the contrary, highly voter-concentrated areas should mean that the \u201csubstantial fixed cost of election administration is spread out over a relatively larger population, decreasing the per capita cost.\u201d<\/p>\n<h2><strong>No Such Thing as \u2018Nonpartisan\u2019 Voter Outreach<\/strong><\/h2>\n<p>Some CTCL apologists, like The Washington Post\u2019s outlandish <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/05\/09\/trump-false-election-claims-elon-musk-twitter\/\" target=\"_blank\" rel=\"noreferrer noopener\">Philip Bump<\/a>, have argued that <a href=\"https:\/\/thefederalist.com\/2022\/02\/11\/how-mark-zuckerberg-funded-get-out-the-vote-efforts-benefitting-democrats-in-wisconsin\/\" target=\"_blank\" rel=\"noreferrer noopener\">CTCL should be applauded<\/a>, claiming the organization intended to address disparate voter turnout rates between white voters and racial minorities. Indeed, CTCL early on <a href=\"https:\/\/www.techandciviclife.org\/wp-content\/uploads\/2020\/07\/Approved-Wisconsin-Safe-Voting-Plan-2020.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">encouraged<\/a> its large grant recipients to \u201cExpand Strategic Voter Education &#038; Outreach Efforts, Particularly to Historically Disenfranchised Residents<em>\u201d<\/em> through various \u201cnonpartisan\u201d efforts.\u00a0 But such efforts will almost always be partisan in their effect, even if they are entirely devoid of partisan content. <\/p>\n<p>Election officials are familiar with the political characteristics of their own populations. An election official in <a href=\"https:\/\/www.politico.com\/2020-election\/results\/texas\/\" target=\"_blank\" rel=\"noreferrer noopener\">Dallas, Texas<\/a> knows that her jurisdiction voted 65 percent Democrat and 34 percent Republican in 2020.\u00a0 Thus, in her county, for every 100 additional voters, the expected distribution of Biden to Trump votes is 65 to 35 \u2014 an increase of Biden\u2019s margin by an average of 30 votes.<\/p>\n<p>If this election official is successful in turning out an additional random distribution of 100,000 voters in her jurisdiction, she will have padded Biden\u2019s margin by an additional 30,000 votes, even if all she does is say \u201cVote!\u201d\u00a0The \u201cpartisan\u201d nature of any get-out-the-vote operation does not wholly depend on the message, but on the audience to whom the message is directed. <\/p>\n<p>It may or may not be the case that more \u201chistorically disadvantaged\u201d individuals should vote. What is not up for dispute is that it is <em>not<\/em> the job of election administrators to boost voter turnout.\u00a0\u201cTurnout\u201d is something that election officials should take as a \u201cgiven\u201d data point, rather than a variable to be determined by their actions during an election.<\/p>\n<h2><strong>Time to Investigate CTCL\u2019s Election Interference<\/strong><\/h2>\n<p>CTCL was involved in a conspiracy to interfere in the 2020 election using legally questionable means. Even if private election grants were technically \u201clegal\u201d in 2020, the ability to exercise outside influence over the operation of the election system is not something that should be for sale to the highest bidder, ever.<\/p>\n<p>Those who oppose the legal prosecution of CTCL will have to explain why systematic misbehavior during the 2020 election must never be allowed to see the disinfectant light of day in the courtroom as well as clarify why wealthy and powerful leftists should be shielded from having their actions during the 2020 election examined under oath.<\/p>\n<hr>\n<p>      William Doyle, Ph.D., is research director at The Caesar Rodney Election Research Institute in Irving, Texas.
