These bills aimed to \u200cearn\u2064 voters&#8217; trust by closing loopholes in existing election \u200bpolicies, establishing uniformity in ballot\u200b collection and tabulation, and \u2062cleaning the voter rolls. One bill, \u200bAct 2, allows for expanded annual canvassing of \u2064Louisiana voters to maintain \u200bclean and \u200bup-to<a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/4-devastating-consequences-of-the-democrat-for-the-people-act\/\" title=\"4 Devastating Consequences Of The Democrat \u2018For The People Act\u2019\">-date voter rolls<\/a>. Act 500 requires proof of\u2062 U.S. citizenship to register to vote, and several \u2062bills improve the security \u200bof absentee \u2064voting. Acts\u200c 264, 701, and 291\u200b aim \u2063to close \u200bloopholes \u200band <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/president-trump-u-s-electoral-system-needs-reforms\/\" title=\"President Trump: U.S. electoral system needs reforms\">prevent voter fraud<\/a>, with Act 291 preemptively banning ranked-choice voting in Louisiana. These measures were \u200cseen as essential for ensuring\u2064 election integrity\u2064 in the \u2064state.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<p>Here in Louisiana, we passed a slate of 11 different <a href=\"https:\/\/www.kalb.com\/2024\/06\/07\/la-sec-state-announces-success-election-bills\/\" target=\"_blank\" rel=\"noreferrer noopener\">election integrity bills<\/a> during our 2024 legislative session. Each bill was designed to earn voters\u2019 trust via three main goals: to help close loopholes in our existing election integrity policies, to establish uniformity in the collection and tabulation of ballots, and to help further clean our voter rolls. <\/p>\n<h2><strong>Cleaning Up the Voter Rolls<\/strong><\/h2>\n<p><a href=\"https:\/\/legis.la.gov\/legis\/ViewDocument.aspx?d=1382572\" target=\"_blank\" rel=\"noreferrer noopener\">Act 2<\/a> will allow the registrar of voters to conduct an expanded annual canvass of Louisiana voters. Federal law requires that every state conduct voter list maintenance. To that end, every year, election officials send out cards to voters who file a change of address with the U.S. Postal Service, which they sign and return. This process keeps our rolls clean and up-to-date. If someone has moved out of state or passed away, we need to know about it, and they need to be removed from the voter rolls. Act 2 will allow us to send canvass cards to those who have not voted or had contact with our office in 10 or more years, a group numbering over 160,000, according to our records. If they do not respond, they will be moved to the inactive list. <\/p>\n<p>This law was a recommendation of the Louisiana legislative auditor and was previously passed by the legislature three years in a row. Our previous governor vetoed the bill all <a href=\"https:\/\/lailluminator.com\/briefs\/la-sec-of-state-asks-governor-to-not-veto-voter-canvass-bill\/\" target=\"_blank\" rel=\"noreferrer noopener\">three<\/a> times. But now we finally have a governor who understands the importance of election integrity measures.<\/p>\n<h2><strong>Requiring Proof of Citizenship to Register to Vote<\/strong><\/h2>\n<p>An overwhelming majority of voters approved a constitutional amendment in 2022 that banned alien voting in Louisiana. <a href=\"https:\/\/www.legis.la.gov\/Legis\/ViewDocument.aspx?d=1382204\" target=\"_blank\" rel=\"noreferrer noopener\">Act 500<\/a> allows us to enforce this amendment by requiring proof of U.S. citizenship when individuals register to vote. It should not be up for debate that the right to vote is reserved for American citizens.<\/p>\n<h2><strong>Making Absentee Voting More Secure<\/strong><\/h2>\n<p>The several absentee ballot collection and tabulation reform bills passed include <a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2024\/06\/LA-HB-476.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Act 380<\/a>, <a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2024\/06\/LA-SB-155.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Act 302<\/a>, <a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2024\/06\/LA-SB-218.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Act 317<\/a>, <a href=\"https:\/\/www.legis.la.gov\/Legis\/ViewDocument.aspx?d=1382734\" target=\"_blank\" rel=\"noreferrer noopener\">Act 712<\/a>, <a href=\"https:\/\/www.legis.la.gov\/Legis\/ViewDocument.aspx?d=1380793\" target=\"_blank\" rel=\"noreferrer noopener\">Act 321<\/a>, and <a href=\"https:\/\/legis.la.gov\/legis\/ViewDocument.aspx?d=1373008\" target=\"_blank\" rel=\"noreferrer noopener\">Act 25<\/a>. The bills complement Louisiana\u2019s ban on ballot harvesting by preventing individuals from engaging in absentee ballot application harvesting, assisting with the certification of more than one absentee ballot aside from immediate family members, or delivering more than one absentee ballot of a non-family member to registrars of voters by any means, among other protections. Further, these acts will require those witnessing a ballot to be at least 18 years old.<\/p>\n<p>Act 321 provides for uniform absentee ballot standards across Louisiana. Currently, the Parish Boards of Election Supervisors in each parish determines when to reject a ballot based on deficiencies. But the new legislation will clarify when, in the event of certain deficiencies, a ballot <em>must<\/em> be challenged. This includes mail-in ballots with any \u201cmissing information\u201d that is \u201crequired\u201d and not properly corrected. <\/p>\n<h2><strong>Closing Loopholes and Preventing Fraud<\/strong><\/h2>\n<p>Act 264, Act 701, and Act 291 are preventative measures that will help further close loopholes in our election policies and provide additional tools with which to investigate instances of voter fraud. <\/p>\n<p><a href=\"https:\/\/www.legis.la.gov\/legis\/ViewDocument.aspx?d=1380740\" target=\"_blank\" rel=\"noreferrer noopener\">Act 291<\/a> preemptively bans ranked-choice voting (RCV) in Louisiana by prohibiting its use \u201cin determining the election or nomination of any candidate to any local, state, or federal elective office\u201d in the state. RCV is a convoluted, confusing system that has caused chaos in elections across the country, and this ban will work to protect the principle of one person, one vote. <\/p>\n<p><a href=\"https:\/\/www.legis.la.gov\/legis\/ViewDocument.aspx?d=1382722\" target=\"_blank\" rel=\"noreferrer noopener\">Act 701<\/a> will require third-party groups that wish to hold voter registration drives \u2014 defined as \u201cthe solicitation, distribution, or collection of <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/georgia-secretary-of-state-investigating-voter-registration-group-run-by-democrat-raphael-warnock\/\" title=\"Georgia Secretary Of State Investigating Voter Registration Group Run By Democrat Raphael Warnock\">voter registration applications<\/a> by a third-party voter registration organization\u201d \u2014 to register with our office. It would protect voters\u2019 personal information and enforce the timeliness of the registration forms\u2019 return, to help avoid a situation where people who think they have been registered to vote show up on Election Day and find their registration form was never returned. It would also prohibit these third-party groups from pre-filling applications, which could lead to voter confusion. <\/p>\n<p><a href=\"https:\/\/www.democracydocket.com\/wp-content\/uploads\/2024\/06\/LA-HB-285.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Act 264<\/a> established the Division of Election Integrity within the Louisiana Department of State. The law gives Louisiana\u2019s Elections Compliance Unit \u2014 which has successfully investigated cases of election fraud \u2014 a new name that more clearly describes the division\u2019s work. <\/p>\n<h2><strong>An Example to Other States <\/strong><\/h2>\n<p><a href=\"https:\/\/www.kalb.com\/2024\/06\/07\/la-sec-state-announces-success-election-bills\/\" target=\"_blank\" rel=\"noreferrer noopener\">All 11 bills<\/a> in our legislative package were passed during the <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/abbott-announces-second-legislative-session-to-pass-election-reform-bill-after-democrats-fled-the-state\/\" title=\"Abbott Announces Second Legislative Session To Pass Election Reform Bill After Democrats Fled The State\">regular legislative session<\/a> and have already been signed into law by Gov. Jeff Landry. <\/p>\n<p>Measures such as these reinforce trust in the electoral process. They grant a level of certainty to voters that their votes count and that their elections are fair, regardless of outcome. If other states seek to accomplish the same, they should consider following Louisiana\u2019s example. <\/p>\n<hr>\n<p>      Nancy Landry is Louisiana\u2019s 45th Secretary of State.
