Chip Roy&rsquo;s <a href=\"https:\/\/x.com\/chiproytx\/status\/1806680556828082213\" target=\"_blank\" rel=\"noopener\">plans to offer<\/a> a House <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/democrat-us-representative-from-st-louis-cori-bush-drafts-resolution-to-punish-those-who-attempt-to-overthrow-the-2020-election-joe-biden-just-stole\/\" title=\"Democrat US Representative from St Louis, Cori Bush, Drafts Resolution to Punish Those Who Attempt to Overthrow the 2020 Election Joe Biden Just Stole\">resolution calling<\/a> upon Vice President Kamala Harris to take the lead in removing Biden, Johnson told reporters on Capitol Hill, &ldquo;There&rsquo;s a lot of people asking about the 25th Amendment, invoking the 25th Amendment right now because this is an alarming situation.&rdquo;<\/p>\n<p>&ldquo;Our adversaries see the weakness in this White House as we all do. I take no pleasure in saying that. I think this is a very dangerous situation,&rdquo; added the speaker, who is second in the line succession to the presidency behind the vice president.<\/p>\n<blockquote>\n<p dir=\"ltr\" lang=\"en\">I intend to put forth a resolution calling upon the <a href=\"https:\/\/twitter.com\/VP?\">@VP<\/a> to immediately use her powers under section 4 of the 25th Amendment to convene &amp; mobilize the principal officers of the Cabinet to declare the <a href=\"https:\/\/twitter.com\/POTUS?\">@POTUS<\/a> is unable to successfully discharge the duties and powers of his office.<\/p>\n<p>&mdash; Chip Roy (@chiproytx) <a href=\"https:\/\/twitter.com\/chiproytx\/status\/1806680556828082213?\">June 28, 2024<\/a><\/p>\n<\/blockquote>\n<p><a href=\"https:\/\/constitutioncenter.org\/the-constitution\/amendments\/amendment-xxv\" target=\"_blank\" rel=\"noopener\">Section 4<\/a> of the 25th Amendment provides that when the vice president and a majority of the cabinet determine the president is no longer fit to serve, the vice president immediately assumes the power of acting president.<\/p>\n<p>The president then has an <a href=\"https:\/\/constitutioncenter.org\/blog\/how-the-constitutions-25th-amendment-works\" target=\"_blank\" rel=\"noopener\">opportunity to refute<\/a> the assessment in writing to Congress, requiring the vice president and the majority of the cabinet to reaffirm their decision, which then triggers a two-thirds vote requirement in both chambers to remove the president.<\/p>\n<p>&ldquo;I would ask the Cabinet members to search their hearts,&rdquo; Johnson said, pointing out that Democrats are &ldquo;panicking&rdquo; after Biden&rsquo;s debate performance. &ldquo;I would be panicking too if I were a Democrat today and that was my nominee. I think they know they have a serious problem.&rdquo;<\/p>\n<p>&ldquo;But it&rsquo;s not just political. It&rsquo;s not just the Democratic Party. It&rsquo;s the entire country. We have a serious problem here, because we have a president who, by all appearances, is not up to the task,&rdquo; the speaker said.<\/p>\n<div id=\"firefly-poll-container\">\n<p>Should Biden be ousted under the 25th Amendment?<\/p>\n<\/p><\/div>\n<p>&ldquo;And these are very dangerous times. This is a very serious moment in American history. And it needs to be regarded and handled as such. And we hope that they will do their duty, as we all seek to do our duty to do best for the American people,&rdquo; Johnson said. &ldquo;These are fateful moments.&rdquo;<\/p>\n<p>During Thursday night&rsquo;s debate against former President Donald Trump, the presumptive GOP presidential nominee, Biden lost his train of thought multiple times and made nonsensical statements at other moments.<\/p>\n<p>One <a href=\"https:\/\/www.westernjournal.com\/watch-bidens-brain-collapses-debate-trump-sounds-lost-38-second-nightmare\/\" target=\"_blank\" rel=\"noopener\">instance<\/a> that received a lot of media coverage was when he gave a rambling, incoherent answer about healthcare ending with, &ldquo;We finally beat Medicare.&rdquo;<\/p>\n<blockquote>\n<p dir=\"ltr\" lang=\"en\">BIDEN: &ldquo;&hellip;with the COVID.. excuse me.. dealing with.. everything we have to do with.. look.. if&hellip; we finally beat, Medicare.&rdquo;<\/p>\n<p>TRUMP: &ldquo;He&rsquo;s right. He did beat Medicare.
