The amendment passed both the House and Senate with significant \u2064majorities\u200c and will be presented\u200d on the November ballot for voter approval. If ratified, it will \u2064be incorporated into the state constitution. This legislative action aligns \u200bwith measures \u2062to reinforce democratic integrity, such as the existing and contentious voter ID requirements, which\u2063 were challenged but \u2064upheld for in-person and, recently, for mail-in voting. Another related bill, \u2062SB 630, which included a citizens-only voting amendment and \u200bother proposals, was amended to remove \u2063this specific amendment before the Senate&#8217;s approval; \u200bit received no vote in\u2064 the\u200d House \u2064before adjournment. There is a possibility that\u200b further amendments could be revisited in future legislative sessions.  <\/p>\n<p class=\"readmore\">\n    <button onclick=\"showReadMore()\" id=\"readmorebtn\">Read more&#8230;<\/button>\n<\/p>\n<hr id=\"line\">\n<span id=\"more\"><\/p>\n<div>\n<div>\n<div>\n<figure>                         <\/figure>\n<\/p><\/div>\n<p>North Carolina&rsquo;s GOP-controlled General Assembly passed a constitutional amendment proposal on Thursday affirming only U.S. citizens can vote in elections.<\/p>\n<p><a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/H1074\" target=\"_blank\" rel=\"noreferrer noopener\">HB 1074<\/a> stipulates that &ldquo;only a citizen of the United States&rdquo; who is 18 years old and meets existing voter eligibility requirements may vote in elections held in the Tar Heel State. The <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/bidens-insults-to-america-are-unwarranted\/\" title=\"Biden\u2019s insults to America are unwarranted\">measure passed<\/a> the House (99-12) and Senate (40-4) with the support required to be sent to voters for consideration and will appear on North Carolina&rsquo;s November ballot.<\/p>\n<p>If approved by voters, the amendment will be enshrined in the state&rsquo;s constitution.<\/p>\n<p>&ldquo;It&rsquo;s only fair to the citizens of this state that we ensure that only citizens are allowed to vote in this state, and this bill gives them the opportunity to decide that for themselves,&rdquo; Republican Sen. Buck Newton reportedly <a href=\"https:\/\/www.carolinajournal.com\/voters-to-decide-ban-on-non-citizen-voting-this-nov-as-lawmakers-vote-to-add-constitutional-amendment-to-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a>.<\/p>\n<p>A companion bill (<a href=\"https:\/\/www.ncleg.gov\/BillLookUp\/2023\/S630\/True\" target=\"_blank\" rel=\"noreferrer noopener\">SB 630<\/a>) containing a citizens-only voting amendment was also considered by the Senate. The final version of the measure contained constitutional amendment proposals seeking to require voter ID for all forms of voting and cap the state income tax at 5 percent. This would&nbsp;<a href=\"https:\/\/www.ncleg.gov\/Laws\/Constitution\/Article6\" target=\"_blank\" rel=\"noreferrer noopener\">strengthen<\/a>&nbsp;existing state constitutional requirements mandating electors present ID when voting in person by expanding that requirement to include mail-in voting.<\/p>\n<p>Laws&nbsp;<a href=\"https:\/\/ballotpedia.org\/Voter_ID_in_North_Carolina\" target=\"_blank\" rel=\"noreferrer noopener\">requiring<\/a>&nbsp;<a href=\"https:\/\/www.ncsbe.gov\/voting\/voter-id#mail\" target=\"_blank\" rel=\"noreferrer noopener\">voter ID<\/a>&nbsp;in North Carolina elections were <a href=\"https:\/\/ballotpedia.org\/Voter_ID_in_North_Carolina\" target=\"_blank\" rel=\"noreferrer noopener\">passed<\/a> in 2018 and 2019 and took effect last year following <a href=\"https:\/\/www.conservativenewsdaily.net\/breaking-news\/election-integrity-groups-urge-north-carolina-to-pass-citizens-only-voting-amendment\/\" title=\"Election Integrity Advocates Push for Citizens-Only Voting Amendment in North Carolina\">years-long court challenges<\/a>.<\/p>\n<p>With HB 1074&rsquo;s passage, the Senate <a href=\"https:\/\/webservices.ncleg.gov\/ViewBillDocument\/2023\/9318\/0\/S630-A-NBC-12396\" target=\"_blank\" rel=\"noreferrer noopener\">amended<\/a> SB 630 to strip out the citizens-only amendment from the measure prior to its approval on Thursday. The bill did not, however, receive a vote in the House before the General Assembly <a href=\"https:\/\/www.carolinajournal.com\/adjourned-general-assembly-agrees-on-adjournment-resolution\/\" target=\"_blank\" rel=\"noreferrer noopener\">adjourned<\/a> for the foreseeable future.<\/p>\n<p>Senate President Pro Tempore Phil Berger, a Republican, <a href=\"https:\/\/www.wral.com\/story\/nc-constitutional-amendments-legislature-approves-citizen-only-voting-rejects-repeal-of-jim-crow-literacy-test-law\/21500789\/\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly<\/a> indicated &ldquo;there&rsquo;s a chance lawmakers could try to come back in late July or early August to try approving those amendments once more,&rdquo; according to local media. House Speaker Tim Moore, also a Republican, appeared less certain, saying such a vote from the assembly in that time frame is &ldquo;possible&rdquo; but that &ldquo;the main amendment that we wanted to see pass was the non-citizen voting.&rdquo;<\/p>\n<p>HB 1074&rsquo;s passage makes North Carolina one of several states in which electors will vote on a citizens-only constitutional amendment proposal this November. Lawmakers in <a href=\"https:\/\/www.wispolitics.com\/2023\/constitutional-amendments-barring-non-citizens-from-voting-use-of-private-money-to-run-elections-head-to-voters-after-clearing-assembly\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wisconsin<\/a>, <a href=\"https:\/\/ballotpedia.org\/Iowa_Require_Citizenship_to_Vote_in_Elections_and_Allow_17-Year-Olds_to_Vote_in_Primaries_Amendment_(2024)\" target=\"_blank\" rel=\"noreferrer noopener\">Iowa<\/a>,&nbsp;<a href=\"https:\/\/news.ballotpedia.org\/2024\/03\/20\/kentucky-voters-to-decide-on-amendment-to-prohibit-noncitizen-voting\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kentucky<\/a>, <a href=\"https:\/\/justthenews.com\/politics-policy\/elections\/citizen-only-voting-amendment-will-be-south-carolina-2024-ballot\" target=\"_blank\" rel=\"noreferrer noopener\">South Carolina<\/a>, and&nbsp;<a href=\"https:\/\/blog.idahoreports.idahoptv.org\/2024\/03\/25\/noncitizen-voting-amendment-to-appear-on-idaho-2024-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Idaho<\/a> have successfully advanced such measures in recent months.  <\/p>\n<hr>\n<p>      Shawn Fleetwood is a staff writer for The Federalist and a graduate of the University of Mary Washington.
